Well, well, well - how’s this?

☁️ 5km FOR INDUSTRY.
☁️ 1.8km FOR HOMES?

Last night at the council briefing, the NRRP Action Group presented a deputation to the City raising your major concerns about the Neerabup Resource Recovery Precinct planning pathway.

The deputation stated that:

• Council originally endorsed a FULL PRECINCT MASTER PLAN in December 2024
• Stage 1 originally included Waste to Energy infrastructure
• Current approvals are now progressing as a modified Stage 1 excluding Waste to Energy
• This may mean the FULL cumulative impacts of the precinct are not being assessed together

The deputation also raised concerns that a Category 52 generator has been publicly referenced as requiring a 5km buffer zone, while the current proposal is understood to achieve approximately 1.8km AT BEST to residential housing.

NRRP questioned how a full precinct master plan voted FOR by our current council has now become “a Waste Transfer Station dictating this precinct and its buffers.”

The EPA has also reportedly requested further information from the City regarding the Section 38 referral lodged to the Minister by Zero Waste Australia & us.

What people might not realise & are told not to worry. it will all be fine and all the greenwashing that goes with it, is that City of Wanneroo confirmed letters about the NRRP were ONLY sent to residents within:

❌ 5km of the site ❌

At the same meeting, they confirmed waste facilities like this can require separation distances of UP TO JUST:

5KM 💨💨💨

So:

• 5km decides who gets told
• 5km exists in planning guidance
• But buffers can still be reduced

If you’re outside that 5km, you may not have been told at all. You might be thinking about starting a family, retiring, renovating and generally enjoying living in your home and spending time in the yard.

If you’re inside the 5KM - you should be asking why that distance matters for notification…. Buuut not consistently for PROTECTION.

Let’s be very clear about what was confirmed this month by City of Wanneroo.

The Neerabup Resource Recovery Precinct includes:

• Category 60 - Incinerator
• Category 61A - Solid Waste Facility
• Category 52 - Electrical Power Generator

Cat52 confirms electricity generation from fuel, which is how w2e operates.

Council also confirmed buffer guidance includes:

• Up to 1km for incinerators
• Up to 5km for solid waste facilities

Annnnnnnd then said those buffers can be reduced based on “site specific” studies. So actually the protections exist BUT they can also be scaled back.

Council approved it. Did you know?

I have run for council twice. I know how local government works and I can tell you that a decision of this scale should never have gone through without the community being properly informed and genuinely heard.

The petition I lodged is not asking for this project to be stopped permanently. It is asking for something entirely reasonable, halt the approvals until proper independent assessments are done, release all the records publicly and refer this to a parliamentary committee for real scrutiny. If the project stacks up, let it prove that through a proper process.

My kids grew up loving Carnaby's Black Cockatoos. If you have lived in Perth's northern suburbs for any length of time, you know that moment when you hear them overhead.
They are nationally endangered. They were confirmed at the proposed NRRP site - foraging evidence found, flocks observed on both survey days, the site scoring 10 out of 10 under the Commonwealth habitat assessment tool.

And as of March 2026, no federal environmental referral had been lodged.
These birds cannot speak for themselves. We can. The petition asks for proper independent assessments before any approval proceeds. That is the least we can do.

But says buffers up to 5km CAN be reduced.

So 5km matters when TELLING you,
but not always when PROTECTING you.

That’s the contradiction.

Neerabup sits on Whadjuk Noongar country.
I want to say that plainly and with respect, because it matters to everything else we are talking about here.

Before a major waste facility...and a future incinerator is built on this land, I believe the community deserves a clear, public answer to a simple question: has there been proper, genuine and meaningful consultation with Traditional Owners?

This is not bureaucratic box ticking. Australia has obligations under the UN Declaration on the Rights of Indigenous Peoples. Those obligations apply to decisions made at every level of government, including local government.

I do not know the full answer to that question yet. But I believe it deserves to be asked loudly and publicly and I believe our community should not stay quiet about it.

At the March 2026 council meeting the City of Wanneroo confirmed there are no funding arrangements in place with State or Federal Government for the NRRP.

So unless something changes, City of Wanneroo ratepayers are funding this and other councils will be trucking their waste here on top of that.

One of the things the petition specifically asks for is full public disclosure of all business cases and funding records. Because our community deserves to see exactly what they are being asked to pay for - before another approval is granted.
