Are you a sophisticated investor? 💼

In Australia, the income and asset thresholds that define who qualifies as a sophisticated or wholesale investor haven’t changed since 2001. 📆

Back then, just 1.4% of households qualified.

Today, thanks to inflation and rising property prices, almost 1 in 5 Australians now meet the criteria – a figure projected to hit 40% by 2041. 📈🏠

A recent Parliamentary Joint Committee review recommended:
🔁 Regular reviews of the tests
📊 Replacing subjective criteria with objective measures of knowledge and experience

→ But here’s the kicker: no immediate changes are planned. 😬

That’s a major shift in financial categorisation – with serious implications for investor protection. ⚖️

Gain expert insights from:
👤 Richard Webb – Superannuation Lead, Policy, Standards and External Affairs, CPA Australia
👩‍⚖️ Paula McCabe – Legal Director, PMC
🏛️ Senator Deborah O’Neill – Federal Labor Senator, NSW

CPA Australia and other key bodies are calling for long-overdue reform – including:
📈 Raising thresholds
🚫 Removing the use of accountants’ certificates
🛡️ Reinstating basic protections for investors no longer considered “retail”

With more people accessing high-risk investments without safety nets, this affects not just investors, but advisers, accountants and the wider finance community. 💬

Sophisticated investor rules: Are they still fit for purpose?

CPA Australia congratulates Leanne Rudd FCPA and Pauline Pickering FCPA on their appointment to the Queensland government’s new Small and Family Business Ministerial Reference Group.

Chaired by the Small and Family Business Minister Steve Minnikin, the group includes champions and leaders of the small and family business sector and will serve as a vital consultation mechanism contributing to government policies and programs.

Leanne Rudd, pictured right, founder of The Money Edge, an agribusiness accounting and financial advice firm based in Bundaberg, said: “I am proud to join the Queensland Government’s Small and Family Business Ministerial Reference Group, bringing over 30 years of experience in accounting and small and family business to the table. It’s a privilege to advocate and collaborate with other passionate leaders across the state to help shape policies that support growth and long-term success for small and family business.”

Pauline Pickering, pictured left, Director of Warwick-based Globe Accounting, said: “I am very pleased to be a part of the Queensland Small and Family Business Ministerial Reference Group. It is heartening to me that government is listening to small business owners across the state and are looking to make changes that support and promote small business. My 34 years in public practice has given me a unique insight into a vast range of regional small businesses including agriculture, and the problems they face. I look forward to bringing my experience to the group, with a particular focus on regional business owners and how we can better support them.”

CPA Australia CEO Chris Freeland AM attended today’s Small Business Roundtable with Small Business Minister Dr Anne Aly and other business leaders as part of the government’s efforts to boost productivity and economic growth.

Mr Freeland said that cutting red tape, supporting investment in technology and fostering a culture of young entrepreneurship are key to revitalising small business in Australia.

This should include a ‘tell us once’ compliance model as part of regulatory reforms to help boost small business growth.

“Enabling businesses and individuals to report information once and have it shared across relevant and approved government agencies is not only efficient, but would remove a major compliance headache for many small businesses on the front line of current inefficient processes,” Mr Freeland says in today’s media release.

“Though this would require investment in systems and processes, it would reduce duplication and improve both government and business efficiency.

“It would be a long-term investment in supporting business growth through a reduction in unnecessary red tape and provide evidence of the government’s commitment to make doing business easier.”

The public sector has embraced artificial intelligence (AI), with a new report from CPA Australia suggesting that 40 per cent of public sector employees are accessing open-source AI tools to do their work.

However, sound governance protocols are often lacking, or employees are unaware of them. A CPA Australia webinar poll found that just 30 per cent of respondents indicated that their organisation has a policy or has provided guidance on the use of AI tools at work. Alarmingly, 28 per cent reported that no such policy exists and 10 per cent were unaware whether a policy exists.

CPA Australia is therefore recommending that public sector organisations should implement fit-for-purpose governance frameworks for the use (AI).

Gavan Ord, CPA Australia’s Business Investment Lead, said that while AI has the potential to provide substantial benefits, its adoption in the public sector presents an array of risks, particularly where data sensitivity, transparency and accountability are paramount.
