ACAPMA navigates another critical juncture for the fuel wholesale and retail industry

Ampol has entered into an agreement to acquire EG Australia for a headline price of $1.1 billion. EG Group, with around 500 sites nationwide, is an international operator of convenience retail, foodservice and fuel stations. It has agreed to sell its Australian business to Ampol and has entered into a definitive agreement.
The acquisition remains subject to regulatory approval and is anticipated for completion in mid-2026.

SPAR Australia recently held its Trade Show and Gala Awards bringing together retailers, suppliers, directors and staff to celebrate innovation, partnership, and achievement across the network. SPAR Bourke was awarded SPAR Store of the Year, while SPAR Express Terrigal was awarded SPAR Express Store of the Year.

Petrol still the backbone of fuel retailing

Despite the rising popularity of diesel cars and hybrids, petrol-powered vehicles remain dominant in fuel retail sales, especially as interest in fully electric cars slows, according to IBISWorld’s ‘Fuel Retailing in Australia’ report published in April.

Meanwhile, shifting health preferences are reshaping convenience store beverage offerings. Low-sugar, functional beverages such as kombucha, fortified waters and cold-pressed juices are growing in popularity, making them a significant revenue driver for on-the-go consumers, according to the IBISWorld ‘Convenience Stores in Australia’ report published in May.

Outgoing ACAPMA CEO Mark McKenzie has penned his final column for Convenience World magazine, highlighting his journey and what’s next as he hands over the reins to incoming CEO Rowan Lee.

The fuel retailing sector has grown 4.4 per cent in 2020-2025 to $58.7 billion, according to the IBISWorld Fuel Retailing in Australia Report published in April 2025.

The convenience store sector has increased 1.1 per cent in 2020-2025 to $6.1 billion, according to the IBISWorld Convenience Stores in Australia Report published in May 2025.

The ACAPMA Board has appointed Rowan Lee as the new Chief Executive Officer of the Association, effective 9 May.

Chevron has announced that Tim Rankin will become General Manager of its Australia Downstream business, effective 1 July. Mr Rankin will succeed Lorne Chambers who is retiring after31 years of service with Chevron.

A productive and more resilient economy

At the release of the 2025-26 Federal Budget, the Albanese government said it is securing Australia’s future during a time of global uncertainty by making our economy more productive and more resilient.
The Australian Small Business and Family Enterprise Ombudsman Bruce Billson says the Federal Budget was “the sequel” to last year’s, offering “modest targeted measures” to help small and family business deal with specific current pain points and headwinds.

The final report for the Australian Competition and Consumer Commission’s Supermarket Inquiry has made 20 recommendations after finding that ALDI, Coles and Woolworths are some of the most profitable supermarket businesses among global peers and their average product margins have increased over the past five financial years.
The recommendations, which include clearer pricing practices, greater transparency for suppliers and reforms to planning and zoning laws, are designed to improve competition in the supermarket sector, make a difference for consumers and give suppliers fairer bargaining conditions.

Australia’s transport fuels market is undergoing a profound transformation – one that’s being shaped by a slow and steady reconfiguration of how Australians live, work, shop and move, according to Australasian Convenience and Petroleum Marketers Association. CEO Mark McKenzie says that “Australia’s fuel market is not shrinking, it’s transforming”.

What’s in store for 2025

bp Australia has completed its acquisition of X Convenience, the South-Australian based fuel and convenience retailer. X Convenience’s strategically located network complements existing sites supplying bp-branded fuel in South Australia to offer fleets and consumers a seamless nationwide service.

The ACCC will not oppose Viva Energy’s proposed acquisition of the remaining 50 per cent interest in LOC Global from New World Corporation (NWC) after accepting a court-enforceable undertaking requiring divestments. LOC is a joint venture between Viva Energy and NWC that operates more than 100 ‘Liberty’ branded retail fuel and convenience sites across all states and territories except Tasmania and the ACT. Viva expects to complete the acquisition during 1Q 2025.

Global convenience store value sales in the third quarter of 2024 increased year over year, as 24 of 33 reported countries achieved gains in sales compared with 12 months before, according to the Q3 2024 Global Convenience Store Industry Report from the US National Association of Convenience Stores and NIQ.

Acquisitions transform the P&C landscape

From the rising operational costs impacting retailers and suppliers to the rising living and household costs affecting consumers, the challenging environment in which the petrol and convenience retail sectors and the food and grocery supply chain operate has been ongoing in 2024.

Viva Energy’s acquisition of OTR Group was completed in late March, advancing its strategy to transform into a leading convenience and mobility business. 7-Eleven International completed its acquisition of 7-Eleven Australia convenience stores in April. 7-Eleven International adds more than 750 stores in Australia to its portfolio. And in May, bp Australia announced it would acquire fuel and convenience retailer X Convenience, expanding its network with more than 50 sites in South Australia and Western Australia.

The peak retail season

Australian consumers remain under pressure with ABS data confirming subdued retail spending throughout September compared with the same time last year. 
A total of $36.45 billion was spent throughout September 2024, up 2.3 per cent per cent on the same month in 2023.
“Retailers are gearing up for peak season, with Christmas in full swing, with most consumers having already commenced Christmas shopping to spread out purchases,” Australian Retailers Association CEO Paul Zahra said.
“This remains one of retail’s most challenging years, with a continued slowdown in discretionary spend, high business costs, along with ongoing challenges such as retail crime, supply chain disruptions, and the most significant workplace relations reforms in decades.” 
 
For the Australian fuel retail industry, the likely slow rate of EV adoption means that businesses have time to adapt – from retail businesses predominantly focused on selling conventional fuels to businesses that embrace a greater focus on non-fuel revenues via expanded convenience offerings, increased investment in small format hospitality offerings, and/or establishment of quick-service retail food outlets, according to ACAPMA CEO Mark McKenzie.
 
As the summer festive retail period begins, ACAPMA reminds readers that it’s time again for employers to review the requirements around public holidays and put into place their plans for these in the Christmas and new year period.
