Discussions were held at the Institute of Information Technology of the Ministry of Science and Education on the subject "Evaluation of the impact of state-citizen mutual satisfaction on the country's cybersovereignty."

AZERTAC reports that Gunay Isgandarli, Senior Researcher at the institute and a PhD in Technical Sciences, delivered a speech discussing the role of state-citizen mutual satisfaction in ensuring cybersovereignty within a digital state environment.

G. Isgandarli stated that existing approaches are primarily focused on evaluating citizens' satisfaction with public services. She emphasized that considering both sides' perspectives is crucial for an objective assessment of state-citizen relations.

The speaker highlighted that the study analyzed existing approaches and indicators used to measure citizen satisfaction. Furthermore, a conceptual model for assessing state-citizen mutual satisfaction was proposed, based on the rights and obligations of the state as well as the rights and duties of citizens as enshrined in the constitution. This model enables a comprehensive analysis of mutual relations within the context of both parties' rights and responsibilities.

According to her, ensuring mutual satisfaction between the state and citizens contributes significantly to reinforcing trust, enhancing governance efficiency, and strengthening cybersovereignty. Conversely, dissatisfaction between the parties can negatively impact national security and the quality of governance processes.

Institute employees’ article published in prestigious Springer journal

An article co-authored by Associate Professor Rashid Alakbarov, PhD in Technical Sciences, and Executive Director at the Institute of Information Technology of the Ministry of Science and Education (MSE), and Mammad Hamidov, a PhD student at the institute, has been published in the Journal of Electrical Systems and Information Technology, indexed in the prestigious Springer database. This article proposes a mathematical model based on the edge computing paradigm to minimize network latency in cyber-physical transportation systems.

According to the model, primary data processing is performed at edge nodes located near road intersections, thereby reducing the data volume transmitted to the cloud and increasing real-time decision-making speed. The results indicate that the edge-based architecture enables more stable and efficient management of traffic flow during morning peak hours.

Additionally, it should be noted that the Journal of Electrical Systems and Information Technology is indexed in databases such as the Chinese Academy of Medical Sciences (CAMS), DOAJ, EBSCO, and INSPEC, among others.

The article “Detecting and countering battery-depletion attacks in wearable medical devices,” authored by Shakir Mehdiyev, chief engineer at the Institute of Information Technology of the Ministry of Science and Education, has been published in the International Journal of Information and Computer Security, which is indexed in Scopus and Web of Science.

The paper highlights that as modern wearable medical devices (WMDs) become increasingly complex and interconnected, they face serious new security risks. In particular, life-sustaining devices such as pacemakers, insulin pumps, and neurostimulators are critically dependent on a stable power supply, making them potential targets for battery-draining threats.

The study explores the possible causes of increased energy consumption in the context of sensor operation, computational processes, and cyberattacks on communication modules. To counter these vulnerabilities, the paper proposes an approach that combines adaptive power management with a lightweight intrusion detection system tailored to the specific characteristics of WMDs. The article emphasizes the importance of applying energy-efficient and proactive strategies to enhance the resilience of these devices against potential cyber-physical threats.

Additionally, it should be noted that the International Journal of Information and Computer Security has an impact factor of 0.6.
