Subject: Final Appeal to Table the Gorkhaland Bill in the Winter Session of Parliament 2025.
Respected Shri Raju Bista ji,
Namaskar.
With utmost respect and urgency I, Bhawesh Bhujel a social activist write to you with a heavy heart and a firm voice of truth. For the past six years of your tenure as MP, our people have waited with patience, believing your repeated assurances that the demand for a Separate State of Gorkhaland would finally reach its rightful platform the Parliament of India.
Since 2009, the people of the Hills have consistently trusted the Bharatiya Janata Party (BJP) first Shri Jaswant Singh (2009–2014), then Shri S.S. Ahluwalia (2014–2019), and finally you, Shri Raju Bista (2019–present). That is 16 long years of uninterrupted faith placed in the BJP by the Gorkha people based entirely on one promise: that Gorkhaland will be achieved through constitutional and parliamentary means.
You yourself took the sacred “Makahal Baba ko Kasam”, pledging before the people that if Gorkhaland was not achieved by 2024, you would step away from politics forever. That was not a mere slogan; it was a holy oath, a moral contract with the people of the Hills.
Now, as the Winter Session of Parliament 2025 begins on 25th November, the moment of truth has arrived. The time for emotional speeches and symbolic statements in the Zero Hour has passed. The people no longer want to hear they want to see.
You must now ask yourself, Sir:
“Would you like to be remembered as the Zero Hour ko Hero, or as the leader who had the courage to table the Gorkhaland Bill in the Parliament of India?”
Even the Hon’ble Supreme Court of India, as far back as 1994 in Writ Petition (C) No. 704/1994, had clearly recognised the matter as one that lies within the constitutional and parliamentary process. The Court recorded the commitment of the Government of India and stated:
“Nobody can deny or challenge the said commitment of the Assistant Solicitor General, which is also the commitment of the Central Government of India. Therefore, the Government of India is bound to take it seriously for the enactment of parliamentary legislation under Article 1(3)(c), Article 2, Article 3, Article 4, and Article 368 of the Constitution of India.”
It has now been 31 long years since the Supreme Court suggested the integration of Darjeeling, Terai, and Dooars within the constitutional framework of India, yet successive governments including the present one have shown little seriousness toward this constitutional process.
So today, the people of the Hills, Terai n Dooars ask:
“Is the integration of Darjeeling, Terai, and Dooars into India’s constitutional framework not important anymore? Or is the BJP government only interested in using the Gorkhas as a vote bank?”
Sir, the Constitution provides the path, the Supreme Court has guided it, and the people have waited with faith. The only thing missing now is political courage.
Therefore, we, the people of the Hills, Terai n Dooars, demand that you introduce a Bill for the creation of the Separate State of Gorkhaland in this Winter Session of Parliament 2025 either as a Government Bill by convincing your party and the Ministry of Home Affairs, or as a Private Member’s Bill through your own conscience and commitment.
If you cannot or will not do this, then you have no moral right to continue as the Member of Parliament from Darjeeling. The people of the Hills, Terai n Dooars cannot be misled any longer with slogans and sympathy. If you fail to act even now, we urge you to immediately and allow someone with conviction and courage to represent us in Parliament.
This letter is not written out of hatred, but from a people’s broken faith a faith that still believes in justice, in democracy, and in the power of Parliament to fulfil constitutional promises.
Sir, this Winter Session 2025 is your final opportunity to prove that you stand for truth, honour, and the cause you swore upon in the name of Makahal Baba.
