Ultimately, what matters most is a thorough, fair, and objective evaluation of an individual's real driving competence and ability to operate a vehicle safely on public roads.
At the same time, the concerned authorities should develop effective strategies to educate learner drivers through awareness campaigns, training programs, and accessible educational materials for reference. Road safety education should be strengthened to ensure that learners fully understand traffic rules, safe driving practices, and responsible road use.
Furthermore, those responsible for enforcing traffic regulations should possess adequate knowledge of driving principles and traffic laws so that they can implement and enforce the rules effectively, consistently, and fairly.
In addition, the relevant agencies should improve road infrastructure by providing clear and visible road markings, minimizing unnecessary U-turns, and ensuring that pedestrian crossings are strategically located and properly managed to enhance traffic flow and road safety for all road users.

In early April, BBS reported that lane discipline violations in Thimphu had risen for three consecutive years, from 88 cases in 2023 to 266 last year. Now, emerging figures show the problem is accelerating faster than those annual figures suggested. According to the Thimphu Traffic Division, the issue is no longer just about reckless drivers. Faded road markings, lack of stricter legislation, and a city that has simply run out of space to expand are combining to make Thimphuโs roads increasingly difficult to police, and equally unsafe for those using them.
