Thimphu is facing a growing issue of taxi oversaturation, mainly due to the unchecked issuance of driving licenses and lack of effective regulation. According to BBS (2023), there are over 21,000 driving license holders registered as taxi drivers in Bhutan, many of whom operate in Thimphu. However, the actual number of taxis remains around 3,900, revealing a wide gap between demand and supply.

Adding to the problem, many government and private office employees are driving taxis part-time, undercutting full-time drivers and reducing their income. This growing trend has intensified competition, especially during off-peak hours when regular drivers rely on limited passengers for survival.

Despite these challenges, the Bhutanese government has not imposed strict limitations on the number of taxi permits or part-time drivers, causing concern among professional drivers. Taxi associations and drivers have urged authorities to cap new taxi registrations and introduce policy reforms to protect the livelihoods of full-time taxi operators in Thimphu.
