Belarusian President Aleksandr Lukashenko has concluded his visit to China, which lasted several days.

The president took part in the meeting of the SCO Council of Heads of State and in the SCO Plus session in Tianjin on 31 August-1 September. The summit was the largest in the history of the organization, bringing together around 30 leaders of countries and integration structures.

In his speeches, Aleksandr Lukashenko emphasized that membership in the SCO is a strategic choice for Belarus. He outlined the key issues for the SCO as an element of the new international order, stressed the importance of creating a unified scientific and innovation space within SCO, and the need for a SCO independent financial mechanism, and expressed support for China’s initiative on global governance. The president of Belarus named five priorities for the SCO family: multilateralism, security, sustainable development as the foundation of the stability in the region, food security, and industrial and scientific development.

Another important international event was the parade in Beijing marking the 80th anniversary of its victory over Japanese militarism and the end of World War II. Aleksandr Lukashenko was among nearly three dozen other high‑ranking guests attending the celebrations.

During his stay in China, the president held no fewer than two dozen informal meetings with international leaders, including President of China Xi Jinping, President of Russia Vladimir Putin, North Korean leader Kim Jong Un, Prime Minister of India Narendra Modi, President of Türkiye Recep Tayyip Erdoğan, President of Azerbaijan Ilham Aliyev, President of Indonesia Prabowo Subianto, President of Zimbabwe Emmerson Mnangagwa, President of the Republic of the Congo Denis Sassou Nguesso, and Prime Minister of Slovakia Robert Fico.

Special attention was paid to the Belarus-China agenda. The head of state held talks with Xi Jinping and Cai Qi, a member of the Standing Committee of the Political Bureau of the Central Committee of the Communist Party of China, Secretary of the Secretariat and Director of the General Office of the Central Committee of the Communist Party of China, and had several meetings with representatives of Chinese business circles, including some that were closed to the public. The leaders of Belarus and China effectively launched a comprehensive program for technological and industrial cooperation for 2026-2027.

A meeting between Aleksandr Lukashenko and Vladimir Putin also took place in Beijing. Both leaders emphasized the special mutual importance of bilateral relations, noting that Belarus and Russia are irreplaceable for each other.

While in Beijing, Belarusian President Aleksandr Lukashenko held new bilateral meetings with foreign leaders who attended the celebrations on the occasion of the 80th anniversary of the victory in the War against Japanese Aggression and the World Anti-Fascist War.

The Telegram channel Pul Pervogo published photos of the Belarusian leader’s informal meetings with the presidents of Zimbabwe and Congo, Emmerson Mnangagwa and Denis Sassou Nguesso, captioning them, “A meeting of good friends and partners.”

The post elaborated that the leaders “talked for a long time” about future joint plans. These included the in-depth modernization of Zimbabwe’s manufacturing sector and agriculture and a new Belarusian-led program slated for implementation in the country.

Zimbabwean President Emmerson Mnangagwa thanked Belarusian President Aleksandr Lukashenko for his role in maintaining regional food security and extended another invitation to visit Zimbabwe.

The engagements continued as the Belarusian leader also held talks with Slovak Prime Minister Robert Fico.

The series of bilateral meetings continued with a discussion between Aleksandr Lukashenko and Indonesian President Prabowo Subianto who recently visited Belarus. The two leaders reviewed issues of bilateral cooperation, notably in the field of education, specifically regarding Indonesian citizens studying in Belarus.

Prabowo Subianto extended an invitation for Aleksandr Lukashenko to visit Indonesia.

This comes after Aleksandr Lukashenko’s earlier conversation with North Korean leader Kim Jong Un in Beijing, who invited the Belarusian president to visit North Korea at any convenient time.

Belarusian President Aleksandr Lukashenko attended the military parade in Beijing, China.

High guests were welcomed by Chinese President Xi Jinping and his wife Peng Liyuan. The leaders of the countries posed for a joint photo and then proceeded together to the rostrum in Tiananmen Square.

China is marking the 80th anniversary of its victory over Japanese militarism and the end of World War II. A large-scale parade will take place in Tiananmen Square to commemorate this occasion.

“We are ready to join efforts with all parties to uphold justice, follow the right path, and promote a correct understanding of the history of World War II,” Chinese President Xi Jinping said earlier.

Beijing is set to resolutely defend the achievements of victory in World War II. China will strive to ensure that the outcomes of advancing reforms in global governance and forming an international community with a shared future benefit all of humanity as much as possible.

Heads of state and government from two and a half dozen countries are present at the large-scale parade.

According to the China Daily newspaper, the ceremony is expected to last 70 minutes. The People's Liberation Army of China will showcase new military equipment equipped with world-class technologies and capabilities. The event will feature new types of battle tanks, carrier-based aircraft, fighter jets, and strategic missiles. The publication states that, in addition to conventional weaponry, the parade will also display drone platforms, anti-drone systems, directed energy weapons, and electronic warfare measures. Among the weapons on display, hypersonic ballistic and cruise missiles are expected to be of particular interest.

According to Xinhua News Agency, an evening gala concert will take place the same day at the Great Hall of the People in Beijing.

Belarus President Aleksandr Lukashenko and President of Russia Vladimir Putin had a meeting in Beijing.

The meeting took place at the Diaoyutai State Guesthouse, which is located in the western part of Beijing and boasts a history of over 800 years. It served as a country palace for recreation and entertainment for Chinese emperors. Originally, a platform for fishing (in Chinese “Diaoyutai”) was built there, and since then the residence has been known as the “imperial fishing platform.” Today, the complex hosts receptions, important international events, meetings, and negotiations. This location is also used to accommodate foreign dignitaries.

The meeting of President of Russia Vladimir Putin and U.S. President Donald Trump in Alaska was a good one. Belarus President Aleksandr Lukashenko made the statement at the meeting. Aleksandr Lukashenko said: “I congratulate you. Together with Donald Trump you’ve held a good meeting in Alaska. We applauded it hard. From the two sides (one shouldn’t say that someone won and someone lost) the two of you did a very good job. I looked up Ukraine’s response. Nothing to say. Only those to the west of us keep shouting it was bad. Well, it is always bad for them. I think they will wise up and will join the initiatives you have sketched out together with the U.S. president.”

Belarus will support Russia in the fight against modern Na**sm, Aleksandr Lukashenko told the President of Russia. Aleksandr Lukashenko said: “We are working together on all fronts. You know it. And we will keep working. When the U.S. president phoned [me], we discussed this problem. I told him we are one country. As a matter of principle, Russia is waging the war on its own. We support it and will support it however we can. I say it publicly.”

The Belarus president added: “[The conflict in Ukraine is] a disaster. Time will tell who is wrong and who is guilty. Very many will be grateful. Particularly in Europe. For the fact that once again in these complicated times we have to stop Na**sm that could grow into fascism. This is why, Vladimir Vladimirovich [Putin], we will fulfill our role and our function together to the end.”

International events in China offered opportunities for communication with many world leaders, the Belarus President added. Aleksandr Lukashenko said: “We had an opportunity to talk to all the presidents. Even to Indian Prime Minister Narendra Modi. We hadn’t met for a long time. We exchanged some things and had a talk. It is also very important.”

The irresponsible policy of European bureaucrats is a direct threat to the future of Europe itself, reads a statement of the Belarusian Ministry of Foreign Affairs.

“The Belarusian Ministry of Foreign Affairs watched with interest the attempts to stage a show around Ms. von der Leyen’s visit to the EU countries bordering Belarus. As we feared, this trip indeed turned out to be a waste of time in terms of any progress towards improving the situation on the border of Belarus with the European Union member states,” the foreign ministry noted.

“Statements about ‘Belarusian border guards keeping watch with long guns’ made just yesterday in Poland, have once again clearly demonstrated the wild imagination of European officials,” the document states. “Instead of discussing real issues and jointly seeking long-term solutions, Brussels prefers to invent new horror stories and declare as ‘frontline’ territories where, fortunately, no hostilities have been or are taking place.”

The Belarusian MFA emphasized: “We are ready to repeat once again: Belarus is not at war with anyone and does not intend to go to war. We are not the ones pursuing an aggressive and frankly militaristic policy. We are not the ones constantly increasing military spending. We are not the ones persistently portraying our neighbor as an enemy. Billions of euros from European taxpayers’ money are being spent not on strengthening peace and security in our region, but on fueling conflict and escalating tensions. While the East and even the West on the other side of the Atlantic are taking steps to restore peace, Brussels, hiding behind slogans of ‘shared responsibility’ and ‘protecting the democratic peace,’ is in fact doing everything to escalate and expand the scale of the conflict in our region.”

The Belarusian Foreign Ministry is convinced: “Such a thoughtless and, in fact, highly irresponsible policy of European bureaucrats is a direct threat to the future of Europe itself.”

Belarus President Aleksandr Lukashenko has identified five priorities for the “SCO family”. The priorities were identified at an SCO Plus session of the Council of Heads of State of the Shanghai Cooperation Organization.

The priorities include multilaterality, security, sustainable development as the foundation of stability in the region, food security as well as industrial development and scientific development.

“Peace in the Eurasian space should be reality, not a dream,” the Belarusian leader stressed.

The theme of the SCO Plus session is implementing multilateralism, ensuring regional security, and promoting sustainable development.

The president quoted Confucius, who said: “If you want to change the world, start with yourself.” Continuing the line of thought, the Belarusian head of state drew attention of participants of the summit to a number of fundamental principles and priority areas of joint work in the “SCO family” for the sake of enabling conditions for regional security and sustainable development.

Aleksandr Lukashenko also stated that as a full member of the Shanghai Cooperation Organization and a reliable partner Belarus is ready to share experience, undertake responsibility, and take an active part in the development of the “Shanghai family”. He noted that Belarus, its nation, and its president had been granted the highest trust of becoming a full member of the Shanghai Cooperation Organization. Belarus is the only SCO member state that is located completely in Europe.

“I assure you that we will always be dedicated to SCO principles and you will never have any complaints about us. We are convinced that only through respect, equality, and solidarity we will be able to enhance regional security, ensure sustainable development and a decent future for the nations of our countries,” Aleksandr Lukashenko said.

On multilaterality

“We are convinced that only through genuine multilaterality and equal partnership based on mutual benefits one can build international relations,” the president said.

“Our common goals should be implemented in concrete projects, manufacturing cooperation initiatives and the results that will be tangible exclusively for everyone,” the Belarusian leader said.

On ensuring regional and global security

“Peace in the Eurasian space should be reality, not a dream or a slogan. Any unilateral aggressive actions aimed against sovereign states are unacceptable and dangerous. They destabilize the situation and undermine the foundations of international law. I would like to emphasize that we must not provoke such conflicts under any circumstances,” the Belarusian head of state said.

He spoke in favor of improving the Shanghai Cooperation Organization mechanisms designed to counteract security challenges and threats and also in favor of stepping up coordination among security agencies and defense agencies. Belarus supports the SCO’s initiatives concerning the joint fight against terrorism, cyber threats, and transnational crime.

“It is the countries that are united by the ‘Shanghai spirit’ that are capable of playing an active role in preventing conflicts and promoting a peaceful dialogue,” the head of state is convinced.

On sustainable development as the foundation of stability in the region

Aleksandr Lukashenko stated that Belarus follows the global sustainable development agenda persistently: “We were one of the first countries to integrate the UN Sustainable Development Goals into the national strategy with a focus on human capital, stable economy, ecological balance, and digital transformation.”

On food security

Aleksandr Lukashenko stressed that no stability can be achieved by any country without food security.

As for Belarus, domestic production fully satisfies the demand for food. Belarus is also one of the world’s leading exporters of the main groups of food products. Belarusian foods are exported to over 100 countries across the globe.

On joint development by leveraging industrial potential and scientific and technical potential

The head of state noted that Belarus possesses a well-developed industrial base and qualified human resources and called for deeper manufacturing cooperation within the framework of the “Shanghai family”. “We suggest developing joint manufacturing facilities, exchanging modern technologies, expanding cooperation in mechanical engineering, agricultural machines, transportation, healthcare, robot technologies, and artificial intelligence,” Aleksandr Lukashenko said.

He once again thanked China for massive assistance with the development of these promising areas.

“We are in favor of creating scientific and technological platforms, research centers, and educational exchanges within the framework of the Shanghai Cooperation Organization,” the head of state suggested.

The Shanghai Cooperation Organization is becoming an integral part of a new international order, Belarusian President Aleksandr Lukashenko said during his speech at the SCO summit in Tianjin, China.

In this context, the president outlined key issues concerning the SCO's activities that, in the view of Belarus, require increased attention.

On creating mechanisms for indivisible security in Eurasia

The head of state reminded attendees of Belarus’ proposal to develop the Eurasian Charter of Diversity and Multipolarity in the 21st Century, viewing the SCO as a primary platform for discussing this initiative.

Belarus also welcomes efforts to establish the Universal SCO Center for Countering Security Challenges and Threats, and the Anti-Drug Center. “We must do everything possible to ensure these structures become operational as soon as possible,” the president stated.

On trade facilitation

Aleksandr Lukashenko praised the revitalization of dialogue in this area, which will help reduce barriers, increase trade volume, and boost cross-border investments.

“Today, trade between SCO countries has already exceeded $2 trillion, and this figure is not the limit. Settlements in national currencies, the creation of joint funds, investments in the digital economy, and green technologies will all be at the forefront of our attention,” the Belarusian leader stressed.

On the need for an independent financial mechanism

“In the current geopolitical climate, where unilateral sanctions are destabilizing factors, the need for an independent financial mechanism within the SCO is evident. There is a need for a mechanism capable of funding cross-border projects, mitigating the impact of sanctions, promoting the use of national currencies in trade, and supporting the development of key areas of cooperation, from logistics and energy to digital transformation and artificial intelligence,” Aleksandr Lukashenko said.

He expressed Belarus' support for the idea of establishing an SCO Development Bank, which would enhance the resilience of economic ties and represent an important step toward the region's economic sovereignty. “However, we all understand that the benefits of this bank will only be realized if it can operate effectively in each of the “Shanghai family” countries,” the president said.

On coordinating efforts with EAEU in transport and logistics

Aleksandr Lukashenko highlighted that geopolitical upheavals are disrupting international logistics chains. Therefore, Belarus believes it is important for the SCO and the EAEU countries to coordinate efforts in developing transport and logistics infrastructure for transport corridors, utilizing digital technologies and intelligent systems in the transportation sector.

“This will strengthen the connectivity of the SCO and Eurasian Economic Union member states, reduce transaction costs for businesses, and expand Central Asian countries' access to European and Chinese markets. Ultimately, it will enhance the resilience and security of supply chains under external pressure,” the Belarusian leader noted.

On developing unified scientific and innovation space

Belarus believes it is critically important to establish common scientific and innovation space within the SCO, Aleksandr Lukashenko stressed.

He noted that mechanisms already exist, from working groups to the SCO Interbank Association, that can facilitate funding for joint research and development (R&D) projects and technological startups. This is particularly relevant as innovations become a key factor in sustainable growth.

“Belarus is open to sharing experiences and implementing joint projects in agriculture, healthcare, IT, and applied sciences,” the president said.

On humanitarian dimension of cooperation

“We attach great importance to strengthening ties between SCO countries in education, science, and culture. The humanitarian dimension of the SCO must be filled with concrete content and new opportunities,” Aleksandr Lukashenko said.

He suggested developing a comprehensive regional educational platform, potentially based on the SCO University. This platform would aim to cultivate a generation of specialists, individuals who know each other and respect the cultural nuances and achievements of partner countries. “In other words, a kind of ‘people's diplomats’ who will help foster an atmosphere of trust at the interpersonal level, shaped by the leaders of the Shanghai family,” the president added.

Belarus President Aleksandr Lukashenko started a working trip to the People’s Republic of China.

The aircraft with the head of state headed to the Chinese city of Tianjin where a summit of the Shanghai Cooperation Organization will take place on 31 August – 1 September.

The importance of Belarus being part of the “Shanghai family”

The current summit will be the largest one in the entire history of the association. By the way, Belarus joined the Shanghai Cooperation Organization as a full member of the organization during last year’s summit.

At present ten states are members of the Shanghai Cooperation Organization: Belarus, India, Iran, Kazakhstan, China, Kyrgyzstan, Pakistan, Russia, Tajikistan, and Uzbekistan.

The Belarus president’s press service told BelTA that in his speech at a session of the SCO Council of Heads of State Aleksandr Lukashenko will present Belarus’ proposals on further advancement of multi-faceted cooperation inside the “Shanghai family” and will identify the key matters that require close attention.

Among the most important documents the heads of state are expected to pass a Tianjin declaration and approve a strategy to guide the development of the Shanghai Cooperation Organization for the next ten years – till 2035. Apart from that, there are plans to look into a number of other matters in the spheres of security, economic cooperation, and humanitarian cooperation, plans to make the relevant decisions, joint statements, and sign interstate agreements.

The Belarus president will also take part in the summit in the SCO Plus format. Participants of the session will be joined by heads of observer states, international organizations, and high guests invited by the presiding country of China. The total number exceeds 30 heads of state and heads of international organizations.

In an interview granted to the China Media Group and published the day before the visit Aleksandr Lukashenko explained what he thinks about Belarus’ membership in the Shanghai Cooperation Organization.

“It is very important for us – as you have said – to be in this family. It is inspiring for any nation, including Belarus, to know that their president is part of this reputable family,” the head of state said.

Aleksandr Lukashenko stressed that the Shanghai Cooperation Organization is composed of states that play a defining role in global development. Such powerful countries like Russia, China, and India represent kind of a core, with other developed and advanced countries gathering around it.

“We have a strong currency – the yuan –which many countries, including our own, are now turning to. We already settle more transactions in yuans than in dollars, a trend accelerated by the sanctions enforced by the United States of America without a thought. Currencies like the rupee and the Russian ruble are also robust. This is why we have certain might in financial terms. No major global issue can be resolved economically or politically without the SCO countries,” the head of state is confident.

Aleksandr Lukashenko also quoted data, according to which the SCO countries account for an absolutely majority of Belarus’ trade turnover and export. Various problems and prospects are discussed within the framework of the Shanghai Cooperation Organization.

“[SCO membership] is a great honor, but it is also immensely beneficial for our economy and, in particular, our manufacturing sector. Particularly for the manufacturing sector. In China we now source all the essential goods we used to buy from the West: engines, hydraulic systems, and parts for our automotive sector,” the president mentioned one of the cooperation areas.

Aleksandr Lukashenko stated that he is in favor of more rapid advancement of cooperation within the framework of the Shanghai Cooperation Organization. “It may be high time for us to create our own currency for international transactions. It may be the yuan. It may be some other common currency,” he said.

Expectations concerning the parade in Beijing

Upon the invitation of China’s leadership in Beijing on 3 September Aleksandr Lukashenko will take part in festivities dedicated to the 80th anniversary of the Victory over Japanese militarism and the end of World War Two. Aleksandr Lukashenko will also attend a parade in Tiananmen Square.

The Belarusian head of state has previously attended similar events on the occasion of the 70th anniversary of the commemorative dates. During the interview Aleksandr Lukashenko was asked whether he had any special expectations this time.

“I want to see what over the past 10 years you have achieved in military terms, the defense capability of China, and compare it to what it was like 10 years ago,” the Belarusian leader said. “Back then it was a very strong, very powerful organization. You demonstrated the most advanced weapons. I think that our expectations will be met by Xi Jinping and he will not let us down. He will show the most advanced technologies you have in the People’s Republic of China today.”

The bilateral agenda during the visit

While in China the Belarus president is also expected to have negotiations with other heads of state. There are plans to pay close attention to matters of advancement of Belarus-China cooperation.

During the interview Aleksandr Lukashenko said that Belarus learns from China and borrows the best practices in many areas: “I am convinced that we should not just take a close look at China. We should take some things and integrate into our reality.”

In 2022 Belarus-China relations were elevated to all-weather and all-round strategic partnership. “We see it because it is manifested in our cooperation. Primarily in the field of economy. As for politics, I hope to God that our economy, our economic and financial relations would reach the level of political ones,” the head of state said.

Aleksandr Lukashenko pointed out that Belarus and China have no problems and differences of opinion. “If we need to coordinate some matter, make a joint decision, support each other, then one call from Beijing to Minsk or vice versa will suffice. And we will come to terms on everything within several minutes,” he assured.

The Ministry of Foreign Affairs of the Republic of Belarus issued a statement regarding the upcoming visit of the President of the European Commission to Poland and Lithuania.

"The Belarusian side welcomes the European Commission's attention to the situation at the external borders of the European Union.

We are confident that the upcoming visit of the President of the European Commission, Ursula von der Leyen, to the Belarusian-Polish and Belarusian-Lithuanian borders could be an important event contributing to an objective and comprehensive analysis of the processes taking place. This, of course, is provided that truly significant topics are included in the programme.

It is important to pay attention to the kilometre-long queues at border crossing points, where people, including EU citizens, are compelled to spend long hours and even days waiting for border crossing. It would also be useful to examine the situation in the border forests, where unmarked graves of migrants who died while trying to escape the consequences of crises caused by the policies of Western states in their home regions were found.

The issue of security deserves special attention in connection with Poland and Lithuania's withdrawal from the Ottawa Convention: in the absence of official information, it is impossible to completely rule out the presence of minefields on our borders.

It would be desirable to also examine the conditions of detention of persons subjected to so-called "pushbacks." Their testimonies could shed light on the actual practice of compliance with European democratic procedures and standards by Poland and Lithuania. It would also be reasonable to ask the Polish side, as the largest beneficiary of European funds, how much EU money was spent on building the border fence and how transparently it was used.
It is also important to consider the impact of such structures on the environment, as well as their compliance with the declared "green agenda" and EU commitments to biodiversity conservation.

From a strategic point of view, it would be appropriate to discuss with the military and political leadership of Poland and Lithuania their implementation of the provisions of the Vienna Document and agreements on additional confidence- and security-building measures with Belarus. It would also be useful to hear explanations regarding the repeatedly broadcast claims about "Russian and Belarusian troops preparing to attack Europe by 2030," against the backdrop of which the EU is increasing military spending to 5% of GDP by cutting social programmes.

The issue of historical memory also deserves special attention. For example, the coincidence of the numbers of the Bundeswehr brigade stationed in Lithuania with the military unit from the Second World War that participated in the attack on Belarus in 1941 causes legitimate confusion. We recall that during the N**i occupation, every third citizen of our country was killed.

We are convinced that such visits could contribute to the development of constructive dialogue and mutual understanding in relations with the European Union's neighbours, but only provided that all the issues we have raised are considered honestly, openly and comprehensively. Otherwise, it is simply a tourist trip under the flash of cameras."
