WHAT THE CASE COVERS

Guatemala’s claim involves land, islands and maritime areas. That means the case reaches beyond the western boundary commonly associated with the dispute.

“Territorial” refers to land. “Insular” refers to islands and cayes. “Maritime” concerns sea areas and the rights associated with them. These questions matter to national sovereignty, fishing, conservation and the use of marine resources.

Under the 2008 Special Agreement, Belize and Guatemala asked the ICJ to determine Guatemala’s legal claims, their respective rights and the boundaries between their territories and areas. (oas.org⁠)

Belize did not accept Guatemala’s claims by agreeing to this process. Belize accepted the court’s authority to examine and decide them. Taking a disputed claim to court gives both countries an opportunity to present evidence and obtain a binding legal settlement.

IMMIGRATION OFFICER CHARGED WITH EXTORTION
Case centres on alleged $6,000 payment.

Police have charged Immigration Officer Ruben Manolo Requena, 45, of Punta Gorda with extortion, according to 7 News Belize.

Shipping agent Daniella Cardinez alleges he collected $6,000 relating to six crew members of the Humilde Viajero, claiming the Director of Immigration authorised it. Director Lawrence Thompson reportedly denied requesting or receiving the money.

Police laid the charge following DPP directives. The allegations remain unproven in court.

PM’S DEFENSE OF MAI JR. APPOINTMENT RAISES MORE QUESTIONS

Prime Minister John Briceño is defending the controversial appointment of Abelardo Mai Jr. as Acting Director of the Belize Solid Waste Management Authority, saying there was no one within the Authority available to take on the post.

But that explanation does not settle the concerns raised by the Public Service Union.

The PSU says Mai Jr., who previously served as an Economist III in the Ministry of Economic Development, was placed in the senior position without an internal advertisement or consideration of experienced career officers within the Ministry of Sustainable Development. The union has formally challenged the appointment and says established hiring procedures were bypassed.

Adding to the scrutiny is Mai Jr.’s family connection. He is the son of José Abelardo Mai, the PUP Area Representative for Orange Walk South and former Minister of Agriculture. Official 2025 election results confirm Mai Sr. retained the Orange Walk South seat for the PUP.

The dispute now leaves the Briceño administration facing a basic question. If qualified public officers were available, as the PSU maintains, why were they not given an opportunity to compete for the position?

The Prime Minister says no suitable person was available. The PSU says experienced officers were bypassed. Belizeans deserve a clear explanation of how Mai Jr. was selected and what process was followed.

MAI FAMILY APPOINTMENT UNDER FIRE AS PSU QUESTIONS POLITICAL FAVORITISM

Former Agriculture Minister and current Orange Walk South Area Representative José Abelardo Mai is facing fresh scrutiny after his son, Abelardo Mai Jr., was appointed Acting Director of the Belize Solid Waste Management Authority.

The PSU says the appointment raises serious questions about merit and political influence, alleging that qualified technical officers were bypassed without an internal advertisement or competitive process.

According to the leaked memo, Mai Jr. moved from an Economist III position to Payscale 25 and received a reported $2,166.75 per month in allowances.

The PSU has demanded recruitment records and warned that the matter could be taken before the Public Services Commission if proper procedures were not followed.

For Mai, the controversy puts another uncomfortable question before the public. Were connections given an advantage over career public officers?

REY GUERRERO’S RENEWED PROCUREMENT CONTRACT VALUED AT NEARLY $450,000

A reported government memorandum dated August 24 has placed renewed attention on the compensation package for Rey Guerrero, Director of Procurement.

According to the memorandum, Guerrero’s two-year contract was renewed with an annual base salary of $160,000. The package reportedly also includes a 20% gratuity upon completion of the contract in 2028, along with nearly $33,000 per year in housing, vehicle and telephone allowances.

Combined, the two-year compensation package reportedly approaches $450,000.

Guerrero holds a senior role within government procurement. Official Government of Belize procurement records identify him as a director responsible for procurement-related projects under the Ministry of Finance.

The reported package comes as government procurement practices continue to face public scrutiny and renewed calls for transparency surrounding the use of public funds.

According to the original report, Guerrero was contacted for comment but had not responded by news time.

TROPIC AIR TO CLOSE PUNTA GORDA STATION

Airline cites financial losses and uncertainty over aviation infrastructure.

FRONTLINE BELIZE | September 30, 2026

Tropic Air will close its Punta Gorda station effective November 1, 2026, saying sustained losses have made the operation commercially unviable.

CEO Max Greif said the airline can no longer absorb those losses amid the current business climate and uncertainty surrounding proposed changes to Belize’s domestic aviation infrastructure.

“We do not take this decision lightly,” Greif said.

The airline acknowledged the impact on Toledo’s passengers, businesses and tourism partners. Its announcement did not detail the future of affected employees or identify a replacement service.

Passengers with affected bookings should contact Tropic Air’s customer care department for rebooking or refund arrangements.

A MASTER MOVE FOR BELIZE!
Alfred Awe makes history as the nation’s first FIDE Master.

HISTORY ON THE CHESSBOARD

Belize has a new sporting milestone to celebrate. National chess champion Alfred Awe has become the country’s first FIDE Master following his performance at the 46th FIDE Chess Olympiad in Samarkand, Uzbekistan.

The achievement places Awe in a new chapter of Belize’s chess history and gives aspiring players at home another reason to aim high.

WHAT THE TITLE MEANS

FIDE, the international governing body for chess, awards the FIDE Master title in recognition of advanced competitive achievement. It ranks below Grandmaster and International Master, and above Candidate Master.

TWO PLAYERS, A NATIONAL MILESTONE

Awe first secured the Candidate Master title on Belize’s Independence Day before reaching the FIDE Master threshold in the tournament’s final round. Teammate Kenneth Perez also earned the Candidate Master title.

Their accomplishments demonstrate what Belizean players can achieve through preparation, determination and opportunities to compete internationally.

UDP BELIZE CITY TEAM OFFICIALLY SWORN IN

The United Democratic Party’s Belize City team has formally taken its oaths as the party continues preparations for the upcoming municipal elections.

The ceremony follows Tuesday’s presentation of the UDP’s nine mayoral candidates for Belize’s nine municipalities. Mayoral candidate Jacqueline Willoughby-Wright leads the 11-member Belize City slate.

Party Leader Hon. Tracy Panton and former Party Leader Senator Patrick Faber addressed the team during the swearing-in ceremony.

The team comprises:
