On October 17, at approximately 4:00 MDT, members of 1 Canadian Mechanized Brigade Group from the 3rd Battalion, Princess Patriciaโ€™s Canadian Light Infantry, were conducting live-fire training at CFB Wainwright as part of Exercise APOLLO SHOOTER.

While conducting training, a fire ignited and high wind speeds enabled the fire to grow and spread very rapidly overtaking the unit administrative area.

Four members confirmed killed during this exercise are:

Sergeant Morgan Wong, from the Loyal Edmonton Regiment based at Edmonton, Alberta, serving with 3rd Battalion, Princess Patriciaโ€™s Canadian Light Infantry

Private Shaun Farrell, from 3rd Battalion Princess Patriciaโ€™s Canadian Light Infantry based at Edmonton, Alberta

Private Aidan Goulding, from 3rd Battalion Princess Patriciaโ€™s Canadian Light Infantry based at Edmonton, Alberta

Private Hayden Lykkemark, from 3rd Battalion Princess Patriciaโ€™s Canadian Light Infantry based at Edmonton, Alberta

There are another 39 injured, and 19 of those have been critically injured.

Minister of National Defence David McGuinty said, โ€œOn behalf of the Government of Canada, I extend my deepest condolences to the families, friends and colleagues of the four Canadian Armed Forces members who lost their lives. Canada mourns with the entire Canadian Armed Forces community during this profoundly difficult time. We remain committed to supporting all those affected and to honouring the service, dedication and sacrifice of these soldiers.โ€

Chief of the Defence Staff General Jennie Carignan stated, โ€œIt is with great sadness that we mourn the loss of Sergeant Morgan Wong, Private Shaun Farrell, Private Aidan Goulding, and Private Hayden Lykkemark. On behalf of all our members, I extend my deepest condolences to their families, friends and colleagues. We stand with them during this incredibly difficult time as we honour the service and dedication of our fallen. My thoughts are also with our injured members and their loved ones as they receive care and support. I am grateful to the first responders and medical teams who responded to this tragedy, and to everyone providing support to those affected.โ€

Deputy Premier Barry Petten is scheduled to participate in a municipal infrastructure funding announcement in Mount Pearl on Monday, October 19.

Petten, who also serves as minister of Transportation and Infrastructure and minister of Municipal and Community Affairs, will be joined by Cape Spear MP Tom Osborne and Mount Pearl Mayor Dave Aker.

The announcement is scheduled for 1 p.m. at the Admiralty House Communications Museum Annex, located at 365 Old Placentia Road.

Emergency crews were called to the St. John's International Airport overnight after an aircraft reported an in-flight emergency.

The small aircraft declared an emergency at 1:43 a.m.

Firefighters from the Kent's Pond fire station responded to the airport.

No further details have been released.

A 40-year-old woman faces multiple charges after police responded to a report of a woman passed out behind the wheel of a vehicle in Mount Pearl.

Police received the call at about 7 p.m. on October 17 in the area of Merchant Drive.

Following an investigation, the woman was arrested and charged with impaired operation of a conveyance by drug, three counts of breaching a release order and obstruction.

Summary offence tickets were also issued for driving without insurance and driving while suspended.

Police seized and impounded the vehicle.

There has been an explosion and fire at Canadian Forces Base Wainwright in Alberta.

Defence Minister David McGuinty says there are an unknown number of fatalities and injuries, but it is being described as significant.

McGuinty added that he could not "recall an incident like this in recent memory".

There are a number of patients transported to Edmonton, prompting a Code Orange at hospitals in the city.

Firefighters responded from multiple agencies along with the RCMP.

Prime Minister Mark Carney said, "A serious incident creating a major fire has occurred at CFB Wainwright, in Alberta. Our thoughts are with all the brave women and men affected. We are working closely with the Government of Alberta and local authorities. Premier Smith and I are in close contact as are our relevant ministers and officials."

Alberta Premier Danielle Smith issued a statement that said, "We are learning of a significant and tragic fire at CFB Wainwright today that is affecting many of our brave military personnel. Albertaโ€™s government is in close contact with the Government of Canada and Prime Minister Mark Carney as this situation evolves. Thank you to the first responders and all those providing care and support to those affected."

Wainwright is one of the busiest Army bases in Canada. It is home to the Canadian Manoeuvre Training Centre and the 3rd Canadian Division Training Centre, and it is the preferred training ground for the Armyโ€™s field force units based in Edmonton.

The base is located in Alberta, 210 kilometres east of Edmonton and 110 kilometres southwest of Lloydminster. The Town of Wainwright sits immediately to the north of the base. Members of the base reside in several of the surrounding communities.

The Royal Newfoundland Constabulary (RNC) has arrested a youth for an assault at Memorial University of Newfoundland (MUN) in St. Johnโ€™s.

RNC Operational Patrol Services responded to a report of an assault at MUN yesterday (Oct. 16) at approximately 2 p.m. The female victim was not physically injured during the altercation with a male suspect. The male responsible, who was not known to the woman, fled the area prior to police arrival.

Today around 2:30 p.m., officers of the Criminal Investigation Division arrested a 15-year-old male and charged him with assault with a weapon and assault by choking.

He has been held to appear in court.

The RNC is asking residents to remain vigilant after a person was bitten by a loose dog in Mount Pearl.

Police received the complaint at approximately 8:30 p.m. on October 16, after a resident reported being bitten near Valley View Avenue and Park Avenue.

The dog is described as medium-sized, white, and possibly having a darker pattern on its fur. It was last seen walking down Valley View Avenue.

Officers searched the area and deployed a drone but were unable to locate the animal.

The RNC is asking the public to watch for the dog and report any potential sightings to police.

Some nasty weather is on the way for parts of the province today.

On the Island, northern and northeastern Newfoundland will see winds gusting to 100 km/h this afternoon and early in the evening. The remainder of the Island will also see gusty winds with gusts between 70 and 90 km/h expected elsewhere. Rain is also expected today. Most areas will see 5 mm, with higher amounts expected across the Avalon and south coast.

In Labrador, areas including Eagle River, Cartwright to Black Tickle, Norman Bay to Lodge Bay, and Red Bay to L'Anse-au-Clair will pick up 5 to 10 cm of snow inland and over higher terrain today. The snow that does fall will be wet and heavy. Snowfall amounts of 2 to 5 cm are expected across the remainder of Labrador.

This snow may make travel hazardous.

Gas has dropped 4.2 cents per litre today.

The price of diesel has fallen 4.6 cents on the Island and 4.5 cents in western Labrador.

Furnace oil heating fuel on the Island decreased by 3.95 cents.

Stove oil heating fuel in western Labrador dropped by 3.95 cents.

These changes are based on the most recently available market data as of the close of business on October 15, and as a result do not reflect more recent market activity.

The Boardโ€™s next price adjustment is on Tuesday, October 20.
