Elizaldy Co himself admits it: ₱100 billion was inserted into the 2025 budget, and he did so under the instruction of President Bongbong Marcos and former Speaker Martin Romualdez.
Half to DPWH.
Half to unprogrammed funds.

Then the darker part:
That the administration is using the full machinery of the state to keep him silent.
Threats. Pressure. And the fear that he will be turned into panakip-butas in a manufactured anti-corruption narrative.
₱100 billion is not an accident. It is a choice.
But in the end, maybe this story can only cross from allegation to truth if he returns to the Philippines and testifies to all of this himself.
