Except from the Revised Version of CAUGHT BETWEEN TWO STOOLS
..The sun was breathing fire; albeit the rain fell like large pebbles the previous days, so it was mainly wet with little sunny intervals; but the day blazed hot hence the warmth of the afternoon sun could be felt in Ikeja the capital city of Lagos state, as Nifemi and her bosom friend Amarachi, wandered from one store to another occasionally retracing their steps. The Ikeja city mall was pretty much filled with people. An amazingly large number of their fellow shoppers were pushing baby strollers.

Nifemi observed that many of the parents involved were in their mid-thirties or so. I wonder what it would be like to have another child, she thought. Biologically speaking, it’s not too late, if Kunle and I got together…

The yearning to cuddle another child of his making against her breast hit her with such force that she almost stumbled. She quickly reminded herself that there wasn’t a shred of evidence that Kunle might be interested in making the necessary commitment...

President Bola Tinubu has expressed his profound joy at the re-opening of the Warri Refining and Petrochemical Company by the Nigerian National Petroleum Company Limited, describing it as another remarkable achievement in 2024 that has strengthened Nigerians' hope in his administration.

Today, the Warri Refinery returned to operation weeks after NNPC Limited restarted the 60,000 Barrels per day at the Port Harcourt Refinery in November.

With Warri Refining and Petrochemical Company (WRPC) going into operation after several years of inactivity, President Tinubu has once again expressed his administration's determination to ramp up local refining capacity and make Nigeria a hub for downstream industrial activities in Africa.

The All Progressives Congress-led administration of President Muhammadu Buhari awarded the contract for the complete rehabilitation and overhaul of the four state-owned refineries.

President Tinubu noted with confidence that with the 125,000 (bpd) Warri Refinery now operating at 60% capacity, his administration's comprehensive plan to ensure energy efficiency and security is entirely on course. He praised the Mele Kyari-led management of the NNPCL for working hard to restore Nigeria's glory and pride as a major oil-producing country.

Rabiu Kwankwaso, a former governor of Kano State has reacted to reports of possible agreement reached with presidential candidates of the Peoples Democratic Party and the Labour Party, Atiku Abubakar and Peter Obi.

His words, “I did not appreciate this at all.

“They were told that I had agreed to a deal where Atiku would serve for four years, I would serve for another four years, and Peter Obi would serve for eight years. This is completely false; such an agreement never existed,” the former governor said.

He further noted that he has found peace and stayed away from humiliation since leaving the PDP for NNPP.

“Such lies and deceit are precisely why we left. Myself, Peter Obi, Wike, and others all left. Now they are coming back, asking us to help those who humiliated us to achieve their goals,” Kwankwaso said.

Under the leadership of President Bola Tinubu, the Nigerian government has allocated a staggering N3.2 trillion to the security sector within the past year.

Despite the substantial investment, the country continues to grapple with widespread kidnappings and killings, raising concerns about the effectiveness of the expenditures.

In the third quarter of the 2023 fiscal year, the Nigerian Defence Ministry received N412 billion, the Ministry of Police Affairs was allocated N150 billion, the Office of the National Security Adviser received N31 billion, and the Ministry of Interior was granted N64 billion.

The figures, as revealed by the Open Treasury Portal, amount to a total of N657 billion allocated to security in just the third quarter of 2023.

The fourth quarter of 2023 saw an even higher allocation, with the Defence Ministry receiving N487 billion, the Ministry of Police Affairs N282 billion, the Ministry of Interior N119 billion, and the Office of the National Security Adviser N113 billion.

In total, N1 trillion was funnelled into security agencies and ministries in this quarter alone. Consequently, the combined expenditure on security for the third and fourth quarters of 2023 reached N1.657 trillion.

The spending spree continued into 2024, with N1.032 trillion allocated to the Defence Ministry between January and June. The Ministry of Police Affairs received N424 billion, and the Office of the National Security Adviser was granted N223 billion.

This six-month period alone saw N1.6 trillion spent on security, bringing the total amount spent on security ministries and agencies between the third quarter of 2023 and the second quarter of 2024 to N3.2 trillion.

However, despite these vast sums, the impact on the ground remains questionable. The Nigerian Army, which received N426 billion in the first half of 2024, the Navy (N140 billion), the Air Force (N121 billion), and the Defence Intelligence Agency (N13.7 billion) continue to struggle with the persistence.

19/08/2024

President Bola Tinubu has approved the Nigerian National Petroleum Company (NNPC) Limited to use the 2023 final dividends owed to the federation to cover the cost of petrol subsidies, the Cable reports.

The president also ordered a halt on the payment of 2024 interim dividends to the FG to help boost NNPC’s cash flow.

A forecast by NNPC seen by the publication, showed that the total petrol subsidy expenses from August 2023 to December 2024 will amount to N6.884 trillion, leaving the company unable to remit N3.987 trillion in taxes and royalties to the federation account.

Under the Petroleum Industry Act (PIA), the NNPC is obligated to pay taxes and royalties as well as dividends to the federation, its sole shareholder.

In June 2024, NNPC told Tinubu that the subsidy payments were negatively impacting its cash flow and it was struggling to remain a “going concern”.

The company said it might not be able to sustain petrol imports because of the ballooning subsidy bill, which it blamed on “forex pressure”.

NNPC is now expected to pause the payment of interim dividends for eight months this year from May to December.

Interim dividends, based on inflow projections — are usually remitted monthly into the federation account and shared by the three tiers of government while the final dividends are paid at the end of the year after reconciliation.
