Issa Tchiroma outlines 8 points on how the regime always manipulates election results.
"Here's the panic that drives you to commit serious mistakes. Your disadvantage: I know you very well. I know your maneuvers, your tactics; I anticipate them—and that's how you'll fall. At least change your "playbook" because you're too predictable.
This is, clearly, the strategy you've always been using to stay in power:
1. Reduce to the maximum the number of young people registered on the electoral lists in order to control the majority of the electorate. Reducing the number of young voters is reducing a popular vote.
2. Do not distribute voter cards to newly registered: without a card, you ignore your polling station and you cannot vote. Abstention then becomes your ally.
3. Publish the voter list late to prevent those who vote with receipts or IDs from knowing on time to vote; when they find out their office is miles away, many give up.
4. Disguise polling stations in private homes or in occupied and dangerous areas — including in the Northwest and Southwest — to discourage participation and facilitate manipulation.
5. Manipulating Minutes (PV): PVs are designed to make it possible to pluck or replace pages without signature visible on all sheets. Signatures sometimes appear only on the first and last pages, leaving room for maneuver in power if other steps fail.
6. Take advantage of a period of 15 days before the final proclamation to modify the PV transmitted by infieoded agents, then present "official" documents in accordance with the interests of power. Finally, shake the legal procedure (the role of the Constitutional Council) to make the country accept a result built by fraud.
7. Militarize the country to instill fear and deter any citizen mobilization. If the people insist, the machine moves to repression and mass arrests — a calculated intimidation, which can't go on indefinitely because prisons will not be able to contain an entire people.
8. Neutralize opposing executives — buy them, intimidate them or imprison them — then proclaim victory, contain demonstrations, and let time do its job to impose a "new normal" for seven more years.
I’ve unveiled this predictable playbook so you can understand how they operate—and know we’ve anticipated each of these steps.
People of Cameroon, do not give in to intimidation. Their goal is to arrest us because they know that a massive protest deprives them of legitimacy. If we get a peaceful, determined human tide, they will lose all appearance of legitimacy. Let's show them that prisons will be too small for anyone who would like to silence the people: let's go out in mass, in numbers, peacefully, but determined.
I even call on the integral elements of the army and law enforcement to join massively in this peaceful march to protect democracy and the people. To comrades arbitrarily incarcerated: hang in there — soon this will be over and you will be free.
Let those who today use the judicial machine and law enforcement as instruments of repression know that they will have to be held accountable, including in international courts.
