MRC’s Maurice Kamto Declares Municipal Councils in “Legal Vacation” as Term Extension Dispute Escalates

Yaoundé, Cameroon – Professor Maurice Kamto, National President of the Cameroon Renaissance Movement (MRC), has declared that all 360 municipal councils across the country are in “legal vacation” as of 1 June 2026, following the expiry of the extended term of municipal councillors without fresh elections being called.

In a strongly worded statement issued on 3 June 2026, Kamto argues that Decree No. 2026/166 of 4 May 2026, signed by President Paul Biya to extend the councillors’ mandate until 28 February 2027, is unconstitutional. He claims the decree violates the principle of non‑retroactivity enshrined in the Constitution’s preamble, as the amendment to Article 170 of the Electoral Code (Act No. 2026/003 of 14 April 2026) contains no clause giving it retroactive effect.

Kamto recalls that municipal councillors were elected on 9 February 2020 for a five‑year term. By a previous derogatory regime, their term had already been extended until 31 May 2026. He insists that the President did not convene the electoral body for renewal before that deadline, nor before 9 August 2026 – the 18‑month limit of the derogatory regime. Consequently, he says, any deliberation taken by municipal councils after 1 June 2026 is legally void and exposes those responsible to liability.

The MRC leader states that he has filed an appeal seeking the withdrawal of the presidential decree and has called on the Constitutional Council, under Article 46 of the Constitution, to compel the President of the Republic to “convene, without delay, the electoral body” for municipal elections. The statement is signed in Yaoundé and marks a major legal and political challenge to the government’s handling of local elections.
