Out of the 12 candidates vying for the presidency in 2025, 6 have already participated in past elections since the return to multiparty politics in 1992:

1️⃣ Paul Biya (RDPC) – 1992, 1997, 2004, 2011, 2018
2️⃣ Bello Bouba Maigari (UNDP) – 1992
3️⃣ Akere Muna (UNIVERS) – 2018 (withdrew late to support Maurice Kamto)
4️⃣ Cabral Libii (PCRN) – 2018, finished 3rd
5️⃣ Joshua Osih (SDF) – 2018
6️⃣ Serge Espoir Matomba (PURS) – 2018

The Head of State has just signed Decree No. 2025/412 convening the electoral colleges for the election of Regional Councillors on November 30, 2025.

This will be the second time Cameroon organizes Regional Council elections since their creation. According to the General Code of Regional and Local Authorities (2019), Regional Councils are tasked with:

Promoting the economic, social, health, educational, cultural, and sports development of their regions.

Acting as true agents of decentralization, bringing governance closer to citizens and ensuring local priorities shape national policy.

As the nation prepares for this second regional election, it is important to reflect on whether Regional Councils have lived up to these responsibilities and how decentralization can be strengthened to foster inclusive development and peace.

Amongst the list of 12 candidates contesting the 2025 presidential elections, Taimano Ndam Njoya of the Union Démocratique du Cameroun (UDC) stands out as the lone female candidate. This means women represent just 8.3% (1 out of 12) of the total candidates, while men account for 91.7% (11 out of 12).

We are pleased to announce that our Executive Director, Mbi Aziseh Azimboh , actively participated in the 2025 Central Africa Think Tank Forum held in Yaoundé, Cameroon, under the theme “Shaping the Future: The Role of Think Tanks and Civil Society in Central Africa Policy Processes.”

This high-level forum, convened by the Nkafu Policy Institute and the Denis & Lenora Foretia Foundation, brought together leading voices from across Central Africa and beyond to exchange on critical issues of democratic governance, innovative economic policies, regional integration, peace and security, and data-driven public policy.

At Politicos – Policy Lab for Civic Innovation and Community Solutions, we believe that evidence is the foundation of effective solutions. This data on Cameroon’s presidential elections from 1992 to 2018 offers critical insights into voter behavior and democratic participation.

Our analysis shows:

Turnout volatility – from a peak of 82.23% in 2004 to a sharp decline to 53.85% in 2018.

Growing competition – candidates increased from 6 in 1992 to 23 in 2011, then fell to 9 in 2018.

More registered voters, lower participation – highlighting a gap between registration and actual voting.

Understanding these patterns allows us to design targeted civic education, mobilization strategies, and policy recommendations to strengthen voter turnout and ensure inclusive participation in the upcoming elections.
