2025 BUDGETARY PARLIAMENTARY SESSION

595 Billion FCFA for Smart, Safe and Skilled Schools Nalova Lyonga Leads the Charge

The Minister of Secondary Education, Prof. Nalova Lyonga Pauline, has successfully defended and secured approval for a 595.23 billion FCFA budget for the 2026 fiscal year, following a comprehensive presentation before the Finance and Budget Committee of the National Assembly.

The budget which represents an increase of 12 billion FCFA compared to 2025 was validated after the Minister detailed an ambitious performance project centred on digital transformation, safe learning environments, professionalisation of secondary education, and strengthened governance.

Digitalisation, Safe Schools and Professionalisation at the Heart of the 2026 Vision

Presenting the 2026 Performance Project, Prof. Lyonga reaffirmed that the Ministry’s strategic orientation aligns with the National Development Strategy 2020–2030 (SND30), particularly its second pillar on human capital development. She underscored MINESEC’s responsibility to build a system capable of producing bilingual, competent and socially integrated young graduates.

The approved budget will drive four major programmes:
1. Programme 270: Strengthening equitable and inclusive access to secondary education
2. Programme 271: Improving the quality of education and school life
3. Programme 272: Intensifying professionalisation and optimising training
4. Programme 273: Enhancing governance and institutional support

MPs Applaud Strong Performance in 2025

Before defending the 2026 budget, Prof. Lyonga presented a detailed assessment of the Ministry’s performance in 2025. Lawmakers praised several key achievements:

1. Massive progress in digitalisation
• The unique student registration number system continued to eliminate ghost students and clandestine schools.
• 350 schools piloted digital whiteboards as Cameroon moves towards smart classrooms.
• The Distance Learning Centre produced 4,972 digital lessons, improving access in hard-to-reach areas.

2. Safe School reforms intensified
• National campaigns against drugs and deviant behaviour were strengthened.
• 22,884 school kits and 1,040 bicycles were distributed to vulnerable learners.
• The dropout rate decreased from 8.09% to 5.02%.

3. Professionalisation aligned with SND30
• New technical high schools progressed in Lagdo, Yagoua, Ekounou, Ombe and Akwa-Douala.
• 62 new industrial technology specialities were introduced.
• Micro-enterprise incubators and structured internships strengthened entrepreneurial skills.

4. Governance and accountability improved
• 154 clandestine private schools were shut down.
• 100% of salary anomalies were corrected following audits.
• Over 90% ex*****on rate of procurement plans was recorded.

2026 Budget Breakdown

The approved 595.23 billion FCFA budget is allocated as follows:
• Investment: 21.91 billion FCFA
• Operation: 573.32 billion FCFA, including 508.7 billion FCFA for salaries

The 12 billion FCFA increase will finance:
• Settlement of teacher career benefits (7.3 billion FCFA)
• Additional transfers to regions (650 million FCFA)
• Completion of major school infrastructure projects (2.6 billion FCFA)
• Counterpart funding for PADESCE (1 billion FCFA)

Programme 270 – Access & Equity (145.2B FCFA)
• Continued construction and rehabilitation of secondary schools across regions
• 5 billion FCFA in subventions to private institutions
• Completion of workshop projects in Datcheka and Makandaia

Programme 271 – Quality Education (252.7B FCFA)
• Organisation of official examinations
• Revised syllabi under the Competency-Based Approach
• Intensified teacher supervision and digital lesson production
• Expansion of Safe School programmes and anti-drug campaigns
• Promotion of FENASSCO Games and bilingualism

Programme 272 – Professionalisation (141.75B FCFA)
• Completion of major technical and vocational schools
• Reinforcement of micro-enterprise incubators
• Creation of new syllabi for industrial and tertiary specialities
• Open Business Days and school entrepreneurship programmes

Programme 273 – Governance & Institutional Support (55.53B FCFA)
• Intensified internal audit and anti-corruption missions
• Purchase of official vehicles and equipment for Regional Delegations
• Strengthening digital infrastructure, coordination and planning tools

A Budget Focused on Results

Parliamentarians commended Prof. Lyonga for a results-oriented approach that blends innovation, infrastructure development, transparency, and strong crisis responsiveness.

With the budget now approved, MINESEC is expected to accelerate its transition toward digital classrooms, reinforce equity in access to education, and modernise technical and vocational training to match Cameroon’s economic ambitions.

Prof. Lyonga reaffirmed her commitment:
“This budget is a tool to build the future. We remain focused on quality, innovation, and accountability to give every child an equal chance to succeed.”

Representing the Continent’s Youth: Egyptian Delivers Youth Conference Outcomes to Johannesburg Mayor

Hassan Ghazaly, an Egyptian member of the African Peer Review Mechanism (APRM) Focal Point Committee and Founder of the Global Solidarity Network, formally handed over the outcomes of the 5th African Youth Symposium to Mr. Dada Morero, the Executive Mayor of Johannesburg, and Ambassador Marie-Antoinette Vilakazi, the APRM Chairperson, at the conclusion of the event.

The Symposium, held at the Pan-African Parliament in South Africa under the theme:"Youth in Governance: From Promise to Prosperity,"featured robust discussions and the participation of numerous prominent African and international figures. Attendees included the Honorary President of the Symposium, H.E. Fortune Zephaniah Charumbira, President of the Pan-African Parliament (PAP); Hon. Laila Daahi, Chairperson of the PAP Committee on Youth; Ahmed Bennegh, Secretary-General of the African Youth Union (AYU); Dr. Sunshine Monihenh Leimenh, Chairperson of the National Youth Development Agency (NYDA) of South Africa; Dr. Bernice Hlagala, Executive Director of the Office for Women, Youth and Persons with Disabilities in the Presidency; Minister Inkosi Mzamo Buthelezi, Minister of Public Service and Administration and APRM Focal Point; H.E. Vincent Angeline Meriton, former Vice President of the Republic of Seychelles; Dr. Nkosazana Dlamini-Zuma, former Chairperson of the African Union Commission; Lennon Monyae, Civil Society Officer and Conference Coordinator at the APRM Secretariat; Nefertiti Moshia Tchipanda, Permanent Representative of the International Organisation of La Francophonie (OIF); and Mr. Moketsi Khoahla, Co-Chair of the Y20 South Africa (G20) Engagement Group.

The two-day conference followed an intense, action-oriented agenda, adopting a participatory and inclusive approach to ensure diverse youth representation. It commenced with high-level opening statements and discussions, followed by structured activities including academic and political roundtables, sessions showcasing youth-led success stories and innovations, and direct dialogues with political decision-makers and African Union officials. A dedicated exhibition for youth initiatives was also featured.

The core of the Symposium focused on working group discussions across five key pillars:
Peace and Security in Africa: Focusing on the role of youth in peacebuilding and early warning mechanisms.
Generation Z and Participation in Governance: Examining innovations in digital governance and reforming governance institutions to be more youth-centric.
Development and Employment: Discussing inclusive economic policies for entrepreneurship and job creation.
Re-evaluating the AU on Youth Development: Including an assessment of the African Youth Charter and policy alignment with the AU Agenda 2063.
Amplifying African Youth and Restorative Justice: Focused on arguments for reparations, youth perspectives on colonial legacy, and strategies for promoting economic justice.

In his concluding remarks, which included the Summit’s final recommendations, Hassan Ghazaly stated that the African youth are striving to move "From Promise to Prosperity" through accountable and transparent governance. He stressed the need for a review of the African Youth Charter, coinciding with its 20th anniversary.

Ghazaly added that attendees unanimously agreed that effective youth participation in governance is linked to sustainable peace. He issued an urgent appeal to AU leaders for immediate action to protect civilians and restore security in Sudan, the eastern Democratic Republic of Congo, the Sahel region, and other conflict hotspots. He also highlighted the need to address the age gap between decision-makers and citizens through electoral reforms that reduce candidacy fees and allow broader participation for youth and independent candidates.

On the economic and social front, Ghazaly expressed concern over high youth unemployment and the mismatch between education and the labor market, emphasizing that these factors exacerbate issues like drug abuse and mental health crises. He called on governments to adopt comprehensive employment policies, promote entrepreneurship, support national youth development agencies, and shift from exporting raw materials to local manufacturing based on science and technology. He also underscored the importance of operationalizing the African Continental Free Trade Area (AfCFTA) and the Pan-African Payment and Settlement System (PAPSS), and adopting gender-responsive budgets to ensure the inclusion of women in development. He affirmed that prosperity is built through collective effort, leadership, and accountable governance.

Ghazaly concluded by asserting that the transition "From Promise to Prosperity" demands courage, solidarity, and innovation. "Prosperity is not a gift to be granted," he said, "but is built through collective effort, visionary leadership, and accountable governance. This is the renewed pledge of the delegates of the 5th APRM Youth Symposium, striving for a more peaceful, prosperous, and unified African continent."

Nasser International Actively Participates in the 2025 Pan-African Youth Forum

Nasser International Forum participated in the activities of the Pan-African Youth Forum 2025, hosted by the Republic of Djibouti and organized by the African Union Commission from 4 to 6 November 2025 under the theme “From Ambition to Action: Youth as Catalysts for Sustainable Development.” This participation reaffirms the forum’s active role in youth diplomacy at the African level, within the framework of supporting Africa’s Agenda 2063 and promoting African integration in the fields of development, innovation, and leadership.

Anthropologist Hassan Ghazaly, founder of the Nasser International Forum, stated that Egypt’s participation in this continental event represents an important step toward strengthening youth integration. He noted that Djibouti holds a symbolic position as a bridge connecting the Arab and African worlds.

Ghazaly added that the participation of the Nasser International Forum in the Pan-African Youth Forum was diverse and reflected the values and principles upheld by the forum, which are based on pluralism and cross-border cooperation. The delegation included a distinguished group of young people from different backgrounds representing the geographical and cultural scope in which the forum operates.

He explained that the Egyptian delegation included Dr. Mohamed Ezz and Engineer Rowan Al-Omda. It also included from Sudan Engineer Hudhaifa Al-Hassan, from The Gambia the legal expert Bubba Fatty, and from Djibouti the UN activist Malika Elias.

Ghazaly emphasized that this diversity reflects the forum’s commitment to empowering youth from various countries and promoting dialogue and integration among regions through exchanging expertise and perspectives on issues of development, leadership, and entrepreneurship.

For his part, Engineer Hudhaifa Al-Hassan, Secretary-General of the Arab-African Youth Council and a graduate of the Nasser International Leadership Fellowship, noted that the Arab-African Youth Council organized a panel discussion on the sidelines of the forum titled “The Role of Inclusive Markets and Inclusive Business in Achieving Regional Integration.” The session addressed the role of Arab and African youth in shaping the continent’s future through building inclusive markets and businesses that enhance opportunities for sustainable development and empower young people economically and socially.

The delegation members also stressed during the forum’s sessions the importance of shifting from individual initiatives to regional cooperation networks capable of creating lasting economic and social impact. They presented their vision regarding the opportunities and challenges facing the establishment of inclusive markets in Africa, along with real-world experiences from projects of the Nasser International Forum and the Arab-African Youth Council that aim to build youth capacities and empower them economically and socially through supporting entrepreneurship and sustainable development.

It is worth noting that the Nasser International Forum is a leading platform that embodies a comprehensive vision for promoting cooperation in the field of public diplomacy. Its foundations gradually took shape starting in 2019. The forum encompasses a range of youth programs and initiatives designed to build bridges of cultural communication and exchange expertise. Among its key initiatives are the Nasser International Leadership Fellowship, the Nasser Youth Movement for Bilateral Relations Development, the National Vanguard School, the Nasser Social Platform (experimental), and the official website. Together, these initiatives form an effective model that combines thought and practice in preparing leaders capable of contributing to development and international cooperation.

The Cameroon People's Democratic Movement (CPDM) Youth Wing in the North West Region has made a significant gesture of support for President Paul Biya's 2025 presidential candidacy, raising 7 million FCFA from supporters across all 34 subsections in the region.
