1) Massive recruitment of young people from the Mfoundi Department into the state Higher Institutes of Learning;
2) The integration and contractualization of their young people into the Civil Service;
3) Massive recruitment of young people from Moundi into the Police, the Gendarmerie, and the Army;
4) Recruitment in Public and Parapublic Companies;
5) Financing entrepreneurship for young people from Mfoundi, and significant consideration of their youth in the financing of the Special Three-Year Youth Plan (PTS);
6) Strong representation of the Mfoundi Elite within the Government and in various positions of responsibility within the State apparatus;
7) Setting a percentage of 10% per year and per session for all recruitment and competitive examinations in Public Institutions.
