There are approximately 2,191 functioning Muslim worship locations recorded across Britain, including around 1,700 dedicated mosques.
There are also an estimated 30–85 Sharia councils in England and Wales.
The Government must now establish a national regulatory and enforcement framework covering all 2,191 Muslim worship locations — just as the law must be enforced against extremism in any religious or political institution.
That means: investigate extremist preaching; identify imams or organisations encouraging violence or terrorism; require safeguarding and accountability; prosecute criminal conduct; and close institutions where the legal threshold for closure or proscription is actually met.
The Government has already demonstrated that Islamist organisations are not beyond counter-terrorism law. Hizb ut-Tahrir was proscribed in January 2024 after the Government concluded that it promoted and encouraged terrorism.
Sharia councils aren’t part of the UK court system and their decisions aren’t legally binding. Individuals can voluntarily follow religious principles only within the boundaries of UK law; UK law prevails where there is a conflict.
Therefore Parliament should legislate for the closure of Sharia councils as parallel religious adjudication bodies if that is the policy it wishes to adopt, rather than pretending they already constitute illegal courts.
The Quran is not currently classified as terrorist material or an illegal publication in the UK. But existing British law can criminalise particular communications or publications where the statutory requirements for encouraging terrorism or other criminal incitement are satisfied.
REGULATE ALL ~2,191 MUSLIM WORSHIP LOCATIONS.
INVESTIGATE EXTREMIST PREACHING.
PROSECUTE INCITEMENT AND ENCOURAGEMENT OF TERRORISM.
CLOSE OR PROSCRIBE ORGANISATIONS WHERE THE LAW’S THRESHOLD IS MET.
END ANY CLAIM THAT SHARIA CAN OVERRIDE UK LAW.
PUT ANY PROPOSED BAN ON SHARIA COUNCILS OR RESTRICTIONS ON RELIGIOUS MATERIAL BEFORE PARLIAMENT — AND ULTIMATELY BEFORE THE ELECTORATE.
