1. If the minister only spoke when tribes other than his own were accused, would that not imply a selective, tribalized communication strategy rather than a national one?

3. Would addressing the public prematurely risk inflaming ethnic tensions or spreading unverified claims about which tribe did what?

4. Could the minister’s silence be explained by a broader government policy to avoid ethnic labelling in public statements, focusing instead on “criminals” or “armed groups”?

5. Does the minister have a constitutional or legal duty to speak on every act of violence based on the tribal identity of perpetrators, or is that an invented standard?

6. If the minister addressed violence involving tribes not close to him but remained silent when his own tribe committed violence, would that not be more suspicious?
