The Tire Industry Association (TIA) and the Tire Retread & Repair Information Bureau (TRIB) led a delegation of retread industry leaders to Capitol Hill on July 16 to advocate for the Retreaded Tire Jobs, Supply Chain Security, and Sustainability Act (S.2790/H.R.3401), bipartisan legislation designed to strengthen domestic manufacturing, modernize federal procurement policies, and expand the use of retreaded tires across both public and private fleets.

If enacted, the legislation would establish a federal procurement preference for retreaded tyres in appropriate public-sector fleet applications while providing a targeted tax credit of up to $30 per retreaded tyre, or 30% of the purchase price, for eligible purchasers. The tax credit would be available to both public and private fleet customers purchasing retreaded tyres. Together, these provisions would help reduce fleet operating costs, strengthen domestic supply chains, and encourage investment in American manufacturing.

The delegation was led by Richard “Dick” Gust, CEO of TIA; Roy Littlefield IV, TIA Vice President of Government Affairs; and David Stevens, Managing Director of TRIB. They were joined by Keith Youngblood, Director of Retread Operations at Love’s Travel Stops; Alfredo Saucedo, Vice President of Manufacturing for Pomp’s Tire Service, Inc.; and Jason Roanhouse, Vice President of Manufacturing at McCarthy Tire Service, who shared firsthand perspectives on the industry’s role in supporting commercial transportation, domestic manufacturing, and fleet operations.

Does effective end-of-life tyre stewardship depend on isolated national policies, or on building an international bridge of shared knowledge across continents? Lina Goodman, CEO of Tyre Stewardship Australia (TSA), highlights the universal challenges and opportunities uniting Extended Producer Responsibility (EPR) schemes worldwide.

Lina reflects on her experience participating in a global EPR panel at The Tire Cologne 2026 alongside stewardship leaders from Sweden (Fredrik Ardefors of SDAB) and Ecuador (Jacinto Monserrate Godoy of Seginus). Despite operating across three distinct continents with vastly different organisational models, she reveals how their fundamental operational needs remain remarkably aligned. She emphasises the urgent necessity for international collaboration in end-of-life tyre management, showing how cross-border dialogue and shared learning accelerate circular economy solutions.
