Good morning,

I am pleased to inform you that in Wrexham, Flying Start funded 2 yr old childcare is now universally available to all 2 yr olds living at any Wrexham postcode address. Any child that resides at a Wrexham postcode address is eligible to apply for the funded 2yr old childcare entitlement of upto a maximum of 12.5 hrs per week to commence from the start of the term following the term in which the child turns 2 yrs of age until the term in which the child turns 3yrs of age. The Wrexham website Flying Start page and Flying Start online application portal has been updated to reflect the change and to enable all Wrexham resident parent/carer(s) to apply for their eligible children. Parent/carer(s) are able to submit an application form, for the Flying Start funded 2 yr old childcare, from when their child is 15 months of age. A483 Junction 4 traffic lights 🚦

There has been an issue over the weekend with the traffic lights at Junction 4 off the A483 bypass (Ruthin Road turn-off), which has led to some delays for drivers.

We’ll be carrying out work over the next few days with the aim of repairing the lights by the end of the week.

No excuse for fly-tipping in Wrexham

Residents are reminded that there is no excuse for fly-tipping, following concerns about waste being dumped in public areas across the county borough.

From April 2025 to March 2026, Wrexham Council have received 1689 reports of fly tipping.

Fly-tipping is illegal, damages local communities, creates unnecessary clean-up costs, and can have a serious impact on the environment.

Residents are encouraged to dispose of waste responsibly by using official recycling centres, bulky waste collection services or licensed waste carriers. You can find a licensed waste carrier on the National Resources Wales website.

The reminder comes after concerns were raised about household items being dumped in public areas, including bulky waste items such as electrical items and garden equipment.

Anyone caught fly-tipping in Wrexham could be issued with a £400 fixed penalty notice, while householders who fail to meet duty of care when disposing of waste could receive a £300 fixed penalty notice, or an unlimited fine if they are prosecuted.

There is absolutely no excuse for fly-tipping in Wrexham, especially when residents have access to recycling centres and proper ways to dispose of their waste.

Dumping rubbish in public places is selfish, irresponsible and completely unacceptable. It blights our communities, costs money to clear up, and is unfair on the residents who take pride in where they live.

We want to send a clear message that fly-tipping will not be tolerated. If you are caught, you could face a fixed penalty notice, prosecution, a significant fine or even imprisonment in the most serious cases.

Wrexham Council Website’s Household recycling centre page also lists the types of items that can be taken to each site. Commercial or industrial waste is not accepted at Wrexham household recycling centres.

Fly-tipping can also be reported to Wrexham Council via the online ‘Report Fly tipping’ form or 298989.

Tackling fly-tipping remains a priority, and those who dump waste illegally should be aware that enforcement action can and will be taken.

With over 16,000 people using the new number 6 service since September last year,the early morning services 0730/0830 are also getting well used. Interestingly people are using the two early morning services from Wrexham bus station to Rhostyllen- Johnstown and Rhos. Thanks for your feedback but positive to see the service well used. 🛵 🚲 🚶 You said, we did... 🛵 🚲 🚶

One of the issues that is consistently highlighted to us, is the use of illegal electric scooters across the city centre. We understand the dangers associated with these and there are challenges for us in enforcing the law.

Yesterday, we worked with colleagues from our Roads Policing Team (check out their page here 👉 ) to stop and seize a number of these bikes being used illegally across the city centre. We have successfully seized 13 bikes removing them from the roads for good, with one of the riders ending up under arrest due to his threatening and aggressive behaviour towards officers. He's still in custody awaiting interview for this and a few other matters...

Now to address the other half of the community. Those who will complain that we're stopping people from getting about, or going to work or the shops. These bikes are dangerous, using them anywhere other than on private land is illegal and they are often ridden in a dangerous manner. Sadly, there have been a number of deaths across the UK attributed to their use, as well as the dangers associated with charging these bikes in the home. To put it simply...

👮‍♀️ if you need to twist a throttle to make it go, it's illegal - that makes it a motor vehicle
👮‍♀️ if the motor allows it to go without you having to pedal, it's illegal - that makes it a motor vehicle
👮‍♀️ if the 'electric assistance' allows the bike to travel it over 15.5mph, it's illegal
👮‍♀️ the pedals have to be moving for the 'electric assistance' to be provided
👮‍♀️ riders must be over 14 years of age

If it's a motor vehicle, you need a licence. You need to pass your CBT test. You need insurance and all the other 'boring' but necessary pieces of paper. To get the bikes back, owners need to provide us with proof of the vehicle registration status, insurance, that it is taxed and that they hold a suitable licence. To get an MOT certificate or insurance, the bike will have to be 'type certified' by the DVSA and the DVSA will not do this for these bikes so they will be destroyed. You may well find that in a few weeks time, you'll see them on the shelves in your local supermarket as baked beans tins!

This isn't the end of this, we're determined to make the roads (and pavements) of Wrexham safer and will do whatever it takes to remove these bikes and scooters from our streets. Just get a normal bike, a legal electrically assisted bike or even better just walk and get your steps up 🚶.
