CHTIPCC submits memorandum to UN seeking redress for Khagrachari communal attack

CHT News Today, 30 September 2025, International Desk: CHT* Indigenous Peoples’ Council of Canada (CHTIPCC) submits memorandam to Volker Türk, United Nations High Commissioner for Human Rights and Peter N. Due, Director of Asia and the Pacific Division of Department of Political and Peacebuilding Affairs and Peace Operation got asking the Interim Government of Bangladesh to investigate the incident properly, punish the culprits and compensate the injured persons as medical expenses, compensate the r***d victim and rehabilitate properly.

This letter was sent to the UN mandate holders yesterday, September 29, 2025, by Preeti B. Chakma, President of the CHTIPCC.

The memorandum also called on the High Commissioner for Human Rights to put pressure on the Bangladesh government to implement the 1997 Chittagong Hill Tracts Accord (CHT Accord) fully that includes removal of military camps, transfer of power of administration, Land Commission functioning, etc. and relocate the Bengali settlers outside of the CHT.

On the other hand, in a separate memorandum, the UN peacekeeping mission was called upon to stop recruiting Bangladesh military completely in the Peacekeeping Mission until they come forward to help in restoring peace in the CHT and to ask the Interim Bangladesh government to close all military camps in the CHT and implement the CHT Accord fully for the Indigenous peoples’ aspiration.

The letters mentioned that a Marma Indigenous girl of grade 8 who went to take private tuition from a teacher in the evening on September 23, 2025, was gang-r***d by three Bengali youths. The Indigenous Jummo people organized a protest rally against the r**e incident, demanded the arrest of other two rapists and justice for the r***d victim in Khagrachari town on September 27, 2025 where a huge gathering took place. The rally was peaceful in the morning. But in the afternoon, the Bengali settlers went to attack the Indigenous localities and so was the attack and counter attack from both sides. It has been learnt that the military was behind the Bengali attacking group when such attack was going on.

The authority considering the grave situation ahead imposed the section 144 in the afternoon. But once the restriction from coming out of the house was imposed, the settlers with the backing of the military got a good chance to hit the Indigenous peoples inhabited areas like Narankhya and Mohajan para. Though the Indigenous peoples tried to protect themselves, the settlers advanced with throwing brick pieces and using slingshots when the military were behind them. As a result, at least three Indigenous persons were seriously injured and these three injured Rikan Chakma alias Barize (29), Kumia Tripura (25) and Kongsai Marma alias Mongsa Aung (22).

The incident happened on September 28, 2025. Guimara is just a small township and 30 kms away from Khagrachari municipality in the same district. The township is surrounded by the Indigenous villages. The Indigenous peoples organized a peaceful road blockade there too against the minor’s r**e. It was unfortunate for them that while doing so, they were attacked by the Bengali settlers and the military. The military fired bullets indiscriminately. Report received so far shows that the settlers in collaboration with the military killed at least 3 Indigenous persons, injured 15, set fire on 15 houses, 60 shops and 13 motorbikes. They also looted 7 shops. It has been learnt that 5 persons are still missing. The three deceased are Akhrau Marma (22), Teiching Marma (20) and Athuiprue Marma (21).

The memorandum also mentioned that Bangladesh military participated in the settlers’ communal attack instead of providing help to the administration to nab the rapists. In fact, these militaries’ negative roles are the main causes that human rights violations go on recurrently in the CHT.

Bangladesh's every government failed to protect women from sexual violence in the Chittagong Hill Tracts (CHT).

"R**e incidents have been happening in the CHT for decades. But I don't see any government that has taken proper steps to protect women, prevent such crimes, and bring rapists to justice".

One year since the brutal communal attack & killing of protesters & anik by Settlers, without justice in Rangamati City

Rangamati News Today, (20 September 2025) Rangamati: Today marks the one year of the martyr Anik Kumar Chakma, who was killed in communal attack by Settlers on Anti-Conflict and Discrimination Hill Students Movement at Kalendipur road in Rangamati Sadar on September 20, 2024. as well as the attacks, arson and looting of various Jumma settlements, establishments, businesses and Buddhist monasteries, including the regional council office.

That day, Bengali settlers brutally murdered Anik Chakma, a 1st year Higher Secondary student of Karnaphuli Government Degree College in Kaptai, on Kalindipur Road adjacent to New Market, by hitting him on the head and body with bricks and sticks. The video of the murder was widely circulated on social media at the time. Many of the attackers were clearly visible.

At least 3 cases are known to have been filed in connection with the attacks. The first case was filed by Adar Sen Chakma, the father of the victim Anik Chakma, on 21 September 2024, which is case number 7 of the Kotwali Police Station in Rangamati; the second case was filed by the police on 22 September 2024, which is case number 8 of the Kotwali Police Station, and the third case was filed by Mujibur Rahman on behalf of the Regional Council on 2 October 2024, which is case number 1 of the Kotwali Police Station in Rangamati. In addition, Anik Chakma’s mother Tara Sundari Chakma is also known to have filed a case.

According to information from the daily Samakal, seven people were arrested in two phases after the incident. However, it is known that two of them were released on bail long ago due to lack of evidence.

The latest five people have been arrested. The arrested are Md. Rubel (23), Md. Jalal (27) and Arbar (17), accused in the Anik Chakma murder case, and Rakib (27) and Ariful (17), accused in the arson and vandalism case. Police sources said that Md. Rubel, one of the three accused in the Anik Chakma murder case, has already given a confessional statement.

Among those arrested, Arbar (17), an accused in the murder case, and Rakib (17), an accused in arson and vandalism cases, were reportedly transferred from prison as minors long ago and sent to the National Juvenile Development Institution.

Recently, Rangamati Kotwali Police Station Officer-in-Charge Md. Shahed Uddin mentioned in several media outlets that so far 5 people have been arrested and sent to jail. Investigation work is ongoing.

However, a source said that all but one of them have been released on bail.

Although the names of 2000 to 3000 people are mentioned in the cases as the perpetrators of the attacks, only 5 people have been arrested so far. Moreover, most of the real perpetrators remain beyond the reach of punishment. It is reported that the police are not taking any steps to identify and arrest them.

Today on a press release, ACDHSM mentioned that,

This silence is not accidental - it is deliberate protection for the killers. It exposes how the state continues to shield criminals while denying justice to the victims. on September 19, 2024, the people of Khagrachhari and Dighinala witnessed a night of terror. Using the death of a motorcycle thief as a pretext, army-backed settlers unleashed violence on Jumma villagers in Dighinala of Khagrachhari district. Homes and businesses were looted, burned, and destroyed. In Khagrachhari, young students Junan Chakma and Rubel Tripura were gunned down by army soldiers. That same night, elder villager Dhana Ranjan Chakma was murdered in cold blood in Dighinala.

In response, thousands of students and ordinary people under the Anti- Conflict and Discrimination Hill Students Movement took to the streets of Rangamati the next day, September 20, to protest. But their peaceful rally was met with planned provocation. Stones were thrown from a rooftop by a muslim settler, false claims were made that “Chakmas attacked a mosque,” and armed settlers were unleashed. The procession was attacked, protesters were scattered, and immediately after, the settlers carried out widespread arson, looting, and violence across the town.

It was on that day that 17-year-old Anik Chakma was brutally lynched in broad daylight, only 200 yards from the Deputy Commissioner’s (DC) office. He was beaten, hacked, and killed in just 12 seconds. The killers were caught on camera. Their names are known - among them were Israat Hasan Shuvo, Md. Mamun, Md. Abrar, Md. Firoz Hossain, Md. Jalal Hossain, and Jahangir. Yet, one year later, not a single one has been punished. Instead, they walk freely under the protection of the state.

The attackers did not stop at killing Anik. They torched and looted institutions, including the Rangamati Regional Council office. Even the Chairman of RC has been silent since then. Dozens of shops, vehicles, and homes were destroyed. At least 50–60 people were injured. Still, the state pretends as if nothing happened. The inquiry committee formed on September 26, 2024, has become a joke. Its report remains hidden, because exposing the truth would expose the state’s complicity.

One year on, we stand with the victims and their families. We condemn, in the strongest possible terms, the communal attack in Rangamati and the killing of Anik. We demand justice - not empty promises, not delayed reports. The killers must be tried and punished, and the state must end its policy of impunity.

This struggle is not just for Anik. It is for every Jumma life taken, every home destroyed, every community targeted by violence. Until justice is served, we will not be silent.

আজ (১৩ সেপ্টেম্বর ২০২৫) শনিবার সকাল ১০টায় জেলা জেলা প্রশাসনের আয়োজনে 'ভূমি মন্ত্রণালয়ের ভূমি ব্যবস্থাপনা অটোমেশন প্রকল্পের আওতায় অংশীজনদের অংশগ্রহণে পার্বত্য জেলা সমূহের ভূমি ব্যবস্থাপনা ডিজিটাইজেশন' সংক্রান্ত কর্ম শালায় সম্মেলন কক্ষে প্রধান অতিথির বক্তব্যে এ কথা বলেন।

তিনি বলেন, পৃথিবীর বিভিন্ন দেশে ভূমি ব্যবস্থাপনা নিয়ে মাস্টার প্ল্যান রয়েছে, কোথায় কি হবে না হবে সব বিষয় নিয়ে সুনির্দিষ্টভাবে উল্লেখ থাকে। আমাদের দেশে তা এখনো করা সম্ভব হয়নি। তাই ডিজিটাইজেশনের মাধ্যমে ভূমিসংক্রান্ত সমস্যা কিভাবে সহজভাবে সমাধান করা যায় সে বিষয়ে কার্যকর উদ্যোগ নিতে সরকার কাজ করছে।

সুপ্রদীপ চাকমা আরো বলেন, সনাতন সম্প্রদায়ের আসন্ন দুর্গাপূজা এবং বৌদ্ধ সম্প্রদায়ের অন্যতম ধর্মীয় অনুষ্ঠান "কঠিন চীবর দান ২০২৫" যাতে নিরাপদে ও আনন্দঘন সুস্থ পরিবেশে উদযাপন করতে পারে সেজন্য সবাইকে আন্তরিকভাবে কাজ কাজ করার আহ্বান জানান। এ দু’টি অনুষ্ঠান সফল করতে তিনি জেলা ও পুলিশ প্রশাসনকে নির্দেশনা প্রদান করেছেন।

চট্টগ্রাম বিভাগের ভারপ্রাপ্ত বিভাগীয় কমিশনার মোহাম্মদ নূরুল্লাহ নূরীর সভাপতিত্বে অনুষ্ঠিত কর্মশালায় মন্ত্রণালয়ের সিনিয়র সচিব এ এস এম সালেহ আহমেদ, পার্বত্য চট্টগ্রাম উন্নয়ন বোর্ডের চেয়ারম্যান মেজর জেনারেল (অব.) অনুপ কুমার চাকমা, রাঙ্গামাটি পার্বত্য জেলা পরিষদ চেয়ারম্যান কৃষিবিদ কাজল তালুকদার, খাগড়াছড়ি জেলা পরিষদ চেয়ারম্যান শেফালিকা ত্রিপুরাসহ তিন পার্বত্য জেলার জেলা প্রশাসকগণ, হেডম্যান-কার্বারীগণ, সাংবাদিকসহ অন্যান্য কর্মকর্তারা উপস্থিত ছিলেন।

সভায় ভূমি মন্ত্রণালয়ের উল্লেখযোগ্য কাজ এবং ভূমি বিষয়ক একটি ভিডিও তথ্যচিত্র প্রেজেন্টেশনের মাধ্যমে তুলে ধরেন ভূমি মন্ত্রণালয়ের অতিরিক্ত সচিব এমদাদুল হক চৌধুরী।

এছাড়া পার্বত্য জেলা সমূহের বর্তমান পদ্ধতিতে ভূমি ব্যবস্থাপনাকে ডিজিটাইজেশনের আওতায় আনাসহ বিভিন্ন বিষয় নিয়ে আলোচনা করা হয়।
