🟣 The National Agency of State Property and Big Service signed a land title transfer contract on May 27, 2019. The state instructed the company to build and operate an electric car factory within two years after the transfer of the title on the land, and to employ 300 people within one year.

🟣 The industrial company iGroup and the Chinese Changan Corporation were to build the factory in Kutaisi together. The project was presented to us as a result of Georgian-Chinese cooperation. iGroup and Changan have more in common with neighboring Russia than with Georgia.

🟣 If the Georgian government is to be believed, now the Kutaisi electric vehicle factory should be producing 40,000 cars a year.

🕵 Three years ago, in April, Mamuka Bakhtadze, then Prime Minister of Georgia, made this promise to the public.

‼ Even the Kutaisi residents have no idea about the fate of the promised factory.

Only wind greeted us upon arrival, and we found two small white buildings and some iron pipes stacked around them. Even the locals have not heard anything.

🕵️‍♀️ Research over numerous months by iFact showed that our government has no perception of it, even after 14 years of war.

🔔 When working on this article, we talked to the active and former military servicemen, as well as the former senior officials of the Ministry of Defense.

‼️ Their narrative shows that the government has not cared much about creating a properly functional and equipped air defense system with trained personnel.

Instead of ensuring technical support, the MoD has even contributed to the depletion of human resources. Our experienced pilots left the army.

🕵 iFact became interested in how and by whom the necessary negotiations were held before the purchase, how the price of thermal waters was calculated, and in general, why it was decided to buy a non-profitable business. In 2020, instead of profit, the company inflicted losses of 461 thousand GEL.

‼ The Ministry of Economy and Sustainable Development of Georgia did not answer these questions. We would have been surprised more if they did.

🟣 “They bought out the estate in advance with the promise to create more favorable conditions to attract investors. I am a bit suspicious of such an approach. As a rule, when it comes down to it, there is a corrupt deal, and the license to use these resources is issued to the businesses and business groups closely tied to the government with some vague conditions. This risk is always inherent in the ownership of any asset by the state,” – explained Valery Kvaratskhelia, an economic analyst of the Reforms Association of Georgia.

According to the Prime Minister’s plan, the Tskaltubo waters returned to the state should be transferred to private businessmen.

There is a proverb in Georgian – “I bought a goat, I sold a goat.” Why does it matter to the government, which businessman owns natural resources?

However, it matters for our government, as all parties to the deal have benefited from it.

A favorable deal between the government and a businessman: We paid 25.5 million GEL for another non-profitable state asset.

🙌 3.2 % of proportional voting papers were annulled throughout Georgia. So, it means that votes equal to one small party rating were lost in vain.

🙌 In Georgia, 27% of the proportional voting results minutes i.e.1,005 minutes are incorrectly summarized. We recalculated a results minutes of 3,743 districts.

"iFact" also recounted the minutes of proportional voting in the 2020 parliamentary elections. Then we found a misbalance in 26 % of the protocols.

We also considered the correction minutes of the voting results minutes, in some cases, the balance still could not be reached.

Our calculation method is as follows: we compared the votes of the parties/candidates + the number of invalid ballots with the total number of voters declared at the polling station.
