Ghana’s Parliament passed the Human Sexual Rights and Family Values Bill 2025, known as the anti- + bill, criminalizing LGBTQ+ activities, advocacy, promotion, and support with prison terms; the revised legislation from a 2024 version that lapsed is now sent to President John Dramani Mahama for assent.

Under Ghana’s 1992 Constitution Article 106, if the President refuses assent he must within 14 days return the bill with a memorandum for reconsideration or refer it to the Council of State; can then repass it with a two-thirds majority, requiring presidential assent within 30 days.
