Let nobody deceive you that because someone had a degree and was on Principal Superintendent Professional rank level 16H in GES, the person automatically moved to Ghana TVET Service and was rightfully placed on a higher rank level such as 18H.

Yes, it is possible for such a situation to happen, but in many cases it could be a genuine error, anomaly, or administrative oversight during the migration and separation process.

Here is a letter of a colleague of mine who migrated from GES to Ghana TVET Service last year after returning from study leave. The letter clearly places him at Tutor/Facilitator, Professional on Level 16H Step 1.

For clarity:

GES
Principal Superintendent Professional (PS) — Level 16H

GTVET Service
Tutor/Facilitator, Professional — Level 16H

These ranks are equivalent under the revised structure.

The separation and migration process between GES and GTVET Service brought some anomalies and inconsistencies. Some people may currently be benefiting from certain placements or salary outcomes due to those irregularities.

If you are benefiting from one, do not automatically assume it is the standard or officially correct structure for everyone.

Someone says staff of the GTVET Service do not receive responsibility allowance. Here is a document from the Ministry of Finance confirming that.

Technically, the responsibility allowance is embedded in the salary structure and not paid as a separate variable component. When you check the allowances for public sector workers who qualify under Category 1 and 2 allowances, there is a responsibility allowance component included.

So technically, we are all receiving responsibility allowance. However, officers under Categories 3 and 4 who perform additional duties receive an extra responsibility allowance aside from the normal embedded one.

After monetizing the recruitment process and offering no proper explanation, many people are now silently struggling just to get the application voucher they paid GH¢200 for.

Sometimes it really bothers me that this is the same future we are selling to our students: learn hard, pass your exams, secure a good job, and live a good life.

They have learnt hard. They have passed the exams. They have acquired the skills and certificates. Yet where are the jobs?

Even when small job opportunities come, they are monetized. We were all here when nearly 500,000 people applied for security service recruitment while only about 5,000 vacancies were available. The applicants still paid application fees that were never refunded if they were not selected. At this point, it is beginning to look more like a gamble or betting system.

The painful part is that it keeps getting worse year after year. The next 10 to 15 years could even become more difficult if serious structural changes are not made.

These days, when I feel like giving motivational talks to students, I become very careful about the kind of future I paint for them. When JHS and SHS graduates approach me for advice, I honestly struggle sometimes.

You cannot simply tell every young person to follow the traditional path of school, certificate, and formal employment as if the system is still functioning the same way it did years ago. The reality on the ground has changed.

Now, guidance must also include entrepreneurship, digital skills, technical skills, networking, creativity, financial literacy, and the ability to create opportunities rather than depending entirely on recruitment systems that are becoming increasingly competitive, uncertain, and expensive.

I feel deeply for the next generation.
