I just spent precious time reading through this report. No smoking gun. No breach of law. No evidence of contract price-bloating. No proof of ABUSE. Only a litany of opinions and collection of respected CSO-leaders viewpoints.
Dear Fourth Estate, get this; having a 76% sole-sourcing one year in a government that took over a country in begging, if not crippling, need of roads IS JUSTIFIED!
To ignore the inherited backlog of road projects occasioned by previous procurement abuses and insist on a sluggish approach to clearing that backlog smacks of an attempt to sabotage the begging development needs of Ghanaians across the lengths and breadths of the country.
Ghanaians, including the Fourth Estate staff, choke in traffic on narrow roads and suffer the safety effects of potholes.
The BIG PUSH cannot be achieved without shortening project lead times. This requires diligently shortening procurement process periods. It’s therefore not surprising that sole-sourcing, without any evidence of contract price-bloating, has been the dominant resort.
The timing of this report is suspect, its contents pedantic and its implications negative if the government allows it to affect road project timelines.
