Ghana’s Washington Embassy Hit by Corruption Scandal; Staff Dismissed and Suspended

On Monday, 26 May 2025, Foreign Affairs Minister Samuel Okudzeto Ablakwa announced via his social media platforms the immediate dismissal of Mr. Fred Kwarteng, a local employee of Ghana’s embassy in Washington, implicated in a fraudulent scheme involving unauthorised charges to visa and passport applicants.

Mr. Kwarteng, who joined the embassy’s IT department in August 2017, is accused of setting up an unauthorised link on the embassy’s official website. This link diverted applicants to his private business, Ghana Travel Consultants (GTC), where they were charged additional fees ranging from US\$29.75 to US\$60 without the approval of the Ministry or Parliament.

Minister Ablakwa stated that investigations uncovered the illegal operation had been running for at least five years, involving multiple collaborators. The matter has been forwarded to the Attorney-General for potential prosecution and the recovery of the funds obtained fraudulently.

In response, the Ministry of Foreign Affairs has recalled all its staff stationed at the Washington embassy and suspended all locally hired employees. The embassy’s IT department has been dissolved as a preventive measure against further misconduct.

Minister Ablakwa apologised for the disruption these actions may cause applicants but reaffirmed the Mahama administration’s unwavering stance against corruption, conflicts of interest, and abuse of office.
