Master Launch of the Commemorative Book, Magazine and Documentary by H.E. Governor Douye Diri

The climax of the event was the Master Launch of the three commemorative works by His Excellency Senator Douye Diri, Executive Governor of Bayelsa State, Federal Republic of Nigeria, who served as Chief Guest of Honour and Chief Launcher for the historic occasion.

Amidst great anticipation and excitement, Governor Diri officially launched the commemorative book, the official magazine, and the documentary chronicling the leadership journey, achievements, and transformative impact of Her Worship Rohey Malick Lowe, Lord Mayor of Banjul.

The launch marked a defining moment in the celebration, symbolizing the preservation of a legacy of service, resilience, innovation, and dedication to community development.

In his keynote remarks, Governor Diri commended Mayor Lowe for her visionary leadership and unwavering commitment to the advancement of local governance, women’s empowerment, youth development, and sustainable urban transformation. He described the three commemorative works as important contributions to the documentation of African leadership and a source of inspiration for present and future generations.

The Governor further emphasized the importance of recognizing and celebrating leaders whose work creates lasting positive change within communities.

He noted that documenting such achievements not only preserves history but also provides valuable lessons for emerging leaders across Africa and beyond.

As he formally unveiled and launched the book, magazine, and documentary, Governor Diri praised the collaborative efforts of the authors, researchers, producers, and all stakeholders who contributed to bringing the publications and documentary to fruition.

He encouraged institutions across the continent to invest in documenting their development journeys and leadership experiences for the benefit of future generations.

BOMBSHELL A NAWEC WHISTLEBLOWER REVEALED:

THE REAL REASONS BEHIND NAWEC’s BLACKOUT ARE DOWN TO FOUR MAIN CRITICAL FACTS.

1- Payment Delays to Senelec and EDG.
Over the past few years, NAWEC has developed a poor habit of payment delays, averaging 150-170 days of delay. Since 2022, NAWEC has not met the contractual payment timeframe for Senelec, the EDG of Guinea, and Karpower.

This is due to a lack of financial discipline and poor management. Over the past few years, unprecedented growth and increased access to electricity have led to significant demand from the Public.

NAWEC’s local generation has fallen to its lowest level; therefore, it has relied entirely on imported electricity from the subregion after the termination of Karpower’s contract.

With high electricity import costs, NAWEC faces significant challenges in raising FOREX to pay its suppliers on time.

The dependence on FOREX payments is a major issue for NAWEC and a critical factor preventing it from paying its suppliers, Senelec and EDG, on time. Currently, NAWEC owes Senelec nearly $80 million on invoices dating back more than 6 months. NAWEC hasn’t paid EDG for all of 2026 so far.

Lack of payment to Senelec is definitely one of the main reasons Senelec decided to drop its electricity nomination supplies to NAWEC.

2- Challenges in regional importation from Senelec and EDG. Senelec and EDG export electricity to NAWEC via the 225 kVA OMVG transmission network.

Currently, Senelec is experiencing minimal electricity disruptions on the power grid during peak times, though not to the extent of NAWEC. Senelec faces constraints due to the unavailability of certain electricity generation resources, notably Karpowership, which supplies Senelec with over 300MW, and the Malika Power Plant, which has an installed capacity of about 150MW. Karpower is currently performing a scheduled maintenance, and this is temporary. During the dry season, the EDG of Guinea's electricity exports to Senegal, Gambia, and Guinea-Bissau drops significantly.

Due to the current heat wave, electricity demand in Senegal has increased further, as in other countries.

With all these challenges, Senelec has no choice but to reduce electricity supply to NAWEC significantly, and this is compounded by the fact that NAWEC owes Senelec a whopping $80 million in arrears. Therefore, Senelec reduces the supply to Gambia to between 15 and 20 MW. The agreement between NAWEC and Senelec provides for the supply of 30MW to NAWEC, with this capacity increasing to 50MW. In most cases, NAWEC do request a supply of up to 70MW.

Since both Senelec's and EDG’s contracts with NAWEC are not contractually guaranteed for energy supply, EDG is currently experiencing low production due to the dry season in Guinea.

During the dry season, the Dam at Guinea operates at a very low level. During rainy seasons, EDG can supply NAWEC with between 30MW and 100MW, and, compared with Senelec, Guinea’s hydroelectric power is cheaper than Senelec’s mixed energy supply to NAWEC.

The rains have started in Guinea, and hopefully this will have an impact on the energy production towards end of June. The reservoir levels must reach a certain level before EDG can generate at maximum capacity without frequent interruptions.

Just as with Senelec, NAWEC owes EDG for 4 months of unpaid invoices. At the moment, EDG is not supplying any electricity to NAWEC.

3- Insufficient local electricity generation. The decision of the Board of Directors and Management of NAWEC not to renew Karpower's contract in May 2025 was based on the fact that they will refurbish and bring back the unreliable, dilapidated old generators of NAWEC as a backup, and focus mainly on regional electricity imports.

NAWEC’s Board, together with the SOE commission, gave NAWEC’s management permission to approve, through single sourcing, the Operations and Maintenance of selected NAWEC’s generators with an installed capacity of 52.8MW to Unique Energy. Unique Energy has ZERO experience in O&M and has never performed any O&M operations. In fact, Unique Energy outsourced the O&M contract to contractors already working with NAWEC, namely the Global Energy Group of Muhammad Bazzi, a former President Jammeh’s business partner.

Unique Energy signed the O&M contract with NAWEC to bring the generators back online with a 52.8MW installed capacity in April last year. Since then, Unique Energy has been able to maintain and operate a generator with a capacity of less than 10MW at Brikama. The incapacity of Unique Energy’s O&M experience has been put to the test. If they were able to maintain and operate all 52.8MW of installed capacity, plus the 15-20MW of imports from Senelec, then the current blackouts and load shedding would not have been very serious. Then NAWEC could have achieved more than two-thirds of the current peak demand of 110MW.

4- Poor Leadership Judgement from NAWEC’s Management, Board of Directors and SOE Supervision.

The timing of the termination of the Karpower contract was a poor judgment call by NAWEC’s Management, the Board of Directors, and the SOE Commission. They presented bad advice to the Executive that the Karpower contract is not commercially viable, and that eliminating Karpower from the energy mix poses a greater risk of energy supply disruption, particularly when the Unique Energy contract was not even put to the test to determine whether it could perform.

Whilst EDG and Senelec supplies are not fully guaranteed, it was too early to be optimistic and fully reliant upon their electricity supplies.

The Board and Management of NAWEC relied heavily on the inexperienced Unique Energy’s ability to restore the generators without any other in-country backup or a reliable in-country supplier like Karpower. This has now led to serious shortages and load shedding.

Despite the pressures from the World Bank and the SOE Commission, whose aims and goals are purely focused on cheaper energy and profit maximisation, NAWEC’s Board and Management should have placed greater emphasis on delivering reliable electricity to the Gambian people, who are suffering today due to bad decisions and poor judgment.

There is growing public frustration right now, so many have lost confidence in the Government and NAWEC.

The public has already gotten used to a reliable electricity supply, and any prolonged disruption is a serious national security risk and political su***de for the sitting government vying for reelection in the next six months. The public's verdict on this energy crisis will be known by December 2026.

Seedy Njie’s Apology Is a Fraud: Bigotry, Political Intolerance, and Abuse of Power Cannot Be Excused

In his conversation with Omar P. Jallow and others, Seedy Njie made deeply contemptuous references to two identities: Mandinka and UDP. His questions and statements clearly reveal hostility toward both and point to a deliberate attempt to target citizens on the basis of ethnicity, political affiliation, and freedom of expression.

The removal of Abubacarr Darboe and the threat to remove Ousman Ceesay, Deputy Permanent Secretary at the Office of the Vice President, are not isolated matters. They are direct evidence of abuse of influence, ethnic profiling, political persecution, and contempt for constitutional rights.

Here are relevant questions and statements from a social media transcription of his conversation:

Seedy Njie: Omar, isn't Bubacarr Darboe still with you guys at GRTS?
Seedy Njie: Do you know why he was removed from his appointment? Do you know the real reason behind it?
Seedy Njie: … I made sure it happened, and after his removal, the minister contacted me and appealed for his reinstatement… I told the minister that Bubacarr is a strong critic of President Barrow and one of his biggest critics on social media… and insisted that Bubacarr’s appointment should be suspended immediately. The President agreed without hesitation.
“Seedy Njie: Do you know that your DPS is also a UDP member?
Seedy Njie: Isn’t the DPS a Mandinka?
Seedy Njie: … As for the DPS, I will ensure that he is thoroughly scrutinized because he is also a UDP sympathizer. I will personally raise this matter with the President and make it clear that Omar’s DPS is a UDP member. I will also call the DPS directly, confront him, and make sure he is dismissed.”

In these comments, Seedy Njie has admitted that he ensured Abubacarr Darboe’s removal from office because Darboe was critical of President Barrow on social media. He further threatened to raise Ousman Ceesay’s alleged UDP affiliation with the President, confront him directly, and ensure his dismissal. These are not harmless political comments. They are material evidence of discrimination, intimidation, and abuse of office.

Therefore, Seedy Njie’s 1,258-word statement must be rejected. It is not a genuine apology. It is a public relations exercise designed to evade accountability.

Rather than confront the substance of his misconduct, he resorted to diversion, false equivalence, and tokenism by claiming to have Mandinka friends and relatives, and by invoking personal relationships with ANM Ousainou Darboe. How can he boast of other Mandinka individuals but at the same time attack other people just because they are Mandinka? That contradiction is the epitome of hypocrisy and double standards.

Thus, none of what he said in his so-called apology answers the central issue: that he expressed anti-Mandinka prejudice, political intolerance, and a willingness to use state power to punish citizens for their identity, opinion, and political association.

As a Gambian, I totally reject this so-called apology. It is nothing but an attempt to escape responsibility while continuing to harbour divisive, hateful, and exclusionary attitudes toward citizens on the basis of ethnicity and political affiliation.

The Constitution of the Gambia protects cultural identity, political association, freedom of expression, and equality before the law. Every citizen has the right to belong to an ethnic group, support a political party, and express political views without fear of punishment, dismissal, or persecution. Seedy Njie’s conduct violates these principles and represents a direct attack on constitutional democracy.

The fact that Abubacarr Darboe was removed from GRTS gives weight to Seedy Njie’s own words. His claim that he influenced the removal must be treated as serious evidence. Likewise, his threat against Ousman Ceesay must be taken seriously. If Ousman Ceesay is dismissed, the public must know that such action would bear the clear fingerprints of Seedy Njie’s ethnic and political targeting.

This intolerance is further reflected in the Sare Gainako matter involving Omar P. Jallow. Seedy Njie has not refuted the claim that Omar was targeted because Mayor Talib Bensouda was invited to a village event. If this is not political persecution, then why was Omar removed from the Office of the Vice President? Why was such a meeting held at Seedy Njie’s home in the first place? The facts are clear.

No decent society should tolerate discrimination or exclusion on the basis of ethnicity, religion, disability, s*x, origin, political opinion, or any other status. If Abubacarr Darboe and Ousman Ceesay can be targeted for being Mandinka or perceived UDP supporters, then every Mandinka, every opposition supporter, and every outspoken citizen is potentially at risk.

I do not wish to live in a society where anyone’s identity, heritage, opinion, or political affiliation becomes a ground for exclusion, punishment, or denial of opportunity. I want to live in a Gambia where every person enjoys equal dignity, respect, protection, and freedom.

Seedy Njie wants to create a Gambia where ethnic discrimination and political intolerance are the order of the day. That vision is not only unconstitutional, but it is also genocidal in its logic. That vision must be rejected.

Seedy Njie is a threat to the Gambia. He must be contained. He must be held accountable.

The purpose of this story is the current shortage or acute supply of electricity and water in the Gambia.

According to Mr.Jarjue the senior staff of Nawec said to fact- check Gambia last year during an interview that the total electricity generating capacity in the Gambia is 167 megawatts despite that the highest generating capacity of power supply by Nawec is 92 MW (with combined Nawec power supply of 107 MW while OMVG/ Senegal 30 MW, Karpower 30 MW)

According to Alibaba of China the price of a brand new 60 mega watts warsila generator from a factory in china with freight, assembly and installation in the Gambia by the Chinese engineers is $50 million .

It could be recalled that the Gambia government has leased Senegambia bridge for $100 million from Africa and if that money is spent on electricity by purchasing two brand new generators, the Gambians wouldn't have depended on OVVG, KARPOWER or SENEGAL for electricity.

Below was the interview between the fact -Check The Gambia and Mr. Jarjue of Nawec regarding electricity supply and he said the Gambia needs 240 mega watts generating sufficient electricity in the entire country for the 2.4million population.

Royal Caribbean's Symphony of the Seas has a total electrical generating capacity of 85 megawatts (MW).

This immense power is generated by massive marine diesel engines that supply electricity to the ship's entire hotel load as well as its electric propulsion systems.A few key details about this power output:

The Power Plant: The energy is produced by six Wärtsilä diesel generator sets (two 16-cylinder engines and four 12-cylinder engines).Energy Efficiency: The 85 MW output provides the ship's 6,680 maximum guests and 2,200 crew members with all their amenities.

Despite the massive size, this capacity actually represents a 25% leap in fuel efficiency per available passenger day compared to older ships in the same fleet.

According to Jarju, the four NAWEC Power Stations provide a total of 107 MW. However, this is more than the highest load recorded in The Gambia, which is 92 MW for the entire country.

Although it is expected that this figure will continue to increase as other remote areas are connected to the national grid.

The Gambia has an agreement with the OMVG for a 30MW supply out of a total capacity of 50MW, which will be used to supply future areas of development in the country.

The third source of power is the Turkish Karpower Ship which is docked in Banjul.

This brings the Gambia’s total electricity capacity up to 167MW with the possibility to increase to 187MW, plus the OMVG agreement which includes an additional 20MW capacity.

Asked if the Gambia’s total capacity of 167MW is sufficient for the entire country, Jarju said that “from all these years that we have been operating, the peak recorded load is 92MW.

The highest recorded load with everywhere switched on, 92MW is the highest ever recorded load ever”.

“With the Karpower, [OMVG] and our installed capacity, you will see that we are [up to] 167MW and we need [just over] 90MW to supply the entire grid. Meaning we are ok when it comes to capacity,” the NAWEC official said.

Synchronization

Jarju explained that “synchronization here means [to] bringing different networks together. When we talk of synchronization this is to harmonize our generators, OMVG and Karpower.

For synchronization to happen we have parameters – the voltage, frequency and others should be calibrated to complete synchronization.”

In addition to this, there are additional transmission and distribution equipment which need to be installed and, in some cases, upgraded to complete synchronization.

While Barrow claims that the synchronisation will last between one and two weeks, Jarju told Fact-Check Gambia that the amount of work to be undertaken could take up to the end of the year.

NDP electricity capacity, coverage target

Electricity is identified among the strategic priorities in the National Development Plan 2018-2021 to increase the installed capacity of the country from 102MW to 250MW by 2025.

It can be seen that the Gambia’s capacity has increased to 167MW as at the end of 2021.

This means that the country’s electricity capacity has increased by 65MW.

To meet the target of 250MW by the end of 2025, the Gambia will need to increase its electricity capacity by a further 85MW in the next three years.

In addition, the NDP also pledges to “increase the percentage of Gambian population with access to electricity from 40% to 60%”. World Bank Statistics indicate that access to electricity increased from 56.2% in 2017 when President Barrow became President to 62.3% in 2020.

LG COMMISSION REPORT SUBMITTED TO THE PRESIDENT REVEALS WIDESPREADS CORRUPTION WITH MISMANAGEMENT OF PUBLIC FUNDS

A Commission of Inquiry into the financial management of the Kanifing Municipal Council (KMC) found widespread illegality, weak oversight, and persistent violations of public finance laws.

More than D4 million in imprests and advances remained unaccounted for, while over D4.6 million was withdrawn in cash without proper documentation.

The commission also identified D2.8 million in unauthorised allowances and bonuses paid to councillors and staff.

The report revealed that large sums were spent outside approved budgets on mayoral projects, community outreach, cleaning initiatives, and protocol activities without council approval.

Additionally, about D3.5 million was spent on mayoral projects using handwritten authorisations and without supporting records.

The report held Mayor Talib Ahmed Bensouda directly responsible for abuse of discretion and political interference.

It also criticised the Internal Audit Unit, Finance Committee, Ministry of Lands and Regional Government, and National Audit Office for failing to provide adequate oversight, enabling continued fiscal indiscipline and financial misconduct.
