WABAG NATIONAL COURT SUMMONS CIS MINISTER FOR K49 MILLION 🇵🇬💰💵⁉️

The National Court in Wabag has ordered the CIS Minister Joe Kuli to provide answers before close of business on Friday as the Baisu Correctional Institute has been deemed as unfavourable to live in and its facilities continues to deteriorate.

According to several reports produced by the Western Highlands Provincial Health Authority, the cell blocks have been considered unfit for human habitation,collapse of few important buildings are imminent, there is overcrowding,there is no transport to move inmates back and forth to attend courts,the sewerage system is blocked and over flowing,untreated human waste is visible on the ground, inadequate water supply has increased risk of more diseases, common power failures and the perimeter fencing rotting away.

Justice Graham Ellis says that this cannot be ignored or kept in secrecy anymore.

"The court also understands that there is also a report which included a detailed and itemised cost of a major upgrade totalling just over K49 million. While conducting trials in Baisu last week, the facilities on the ground tells a different story. It would be interesting to see where this money was spent,"says Ellis.

The court further ordered that answers to the following questions should be provided in writing by the end of the week;

1.What is the amount which has been spent on repairs and maintenance of the Correctional Facility at Baisu,in Western Highlands Province between January 1st 2024 and January 1st 2025?

2.What amount has been budgeted for repairs and Maintenance of the Correctional Facility during the year commencing 1 January 2026?

3.What is it intended to do if the remaining buildings in the facility are also condemned with the result it is forced to close?

Baisu is now housing prisoners from almost 6 provinces in the Highlands Region and these matters must be addressed immediately as it in direct breach of the constitution concerning human rights.

NOTE; Other prisons are also in appalling state‼️🙄

The National newspaper reports on the new funding by Australia to fund the recruitment is published today 👇

THE Australian government has approved a A$7.7 million (about K19.7 million) investment for a 200-bed facility at the Goldie River Training Depot to train 200 recruits annually.

Australian acting prime minister and defence minister Richard Marles said a taskforce would be established to facilitate the recruitment of PNG citizens directly into the Australian Defence Force (ADF), with PNG permanent residents able to join by January 2026.

Court refuses to grant Nepo’s stay application

THE Supreme Court yesterday refused to grant leave on the stay application by acting Correctional Services (CS) commissioner Bernard Nepo.

Justice Derek Hartshorn, who presided as a single-man bench, ruled that Nepo would not face direct prejudice if leave was not granted.

Nepo filed the application for an order to stay the proceedings and orders of the National Court made on Aug 1, in the case between David Suagu and Nepo and the State, pursuant to Section 19 of the Supreme Court Act, pending determination of the appeal or until further orders.

The respondents in this matter are Suagu and the State.

Nepo, through his lawyer, argued that the determination of the decision of Aug 1 appealed against will settle not only the legality of the contract of employment of Suagu but for other senior management members also.

He submitted that the National Court erred in both law and fact in holding that he did not have authority to terminate the Suagu, which has the effect of opening floodgates for disgruntled officers to dispute critical decision by him.

He argued that this could cause instability in the service, an important government institution, and asked the court to grant leave on the stay application, pending determination of the substantive appeal.

Suagu’s lawyer objected and among other grounds, argued that there was evidence that his client was left out of payroll and benefits of his position, and submitted that Suagu would suffer greater prejudice, and hardships more than Nepo, if leave was granted for a stay.

Lawyer representing the State objected, and conceded that Nepo was not re-appointed so he did not have the powers to make the decision to terminate Suagu at that material time.

After considering the parties’ arguments, Justice Hartshorn ruled that Suagu would suffer great prejudice for being left out of payroll and benefits of his position.

“I make an order that the application for a stay filed on Aug 6 is refused,” he said.

HONORING AN HONEST & GOD-FEARING LEADER ✦ ACTING COMMISSIONER BERNARD NEPO 🇵🇬

Many people may not really know the true story of Mr. Bernard Nepo, the current Acting Commissioner for Correctional Services (CIS). I want to share this to clear some of the wrong things said about him and to speak the truth about the kind of man he really is.

Mr. Nepo first served as Acting CIS Commissioner in 2016 under the O’Neill Government, but politics later removed him. In 2024, he was again appointed to the same role — and up to now, he continues to serve faithfully with humility, honesty, and commitment.

He was born into a strong Seventh-day Adventist family. His late father, Parpar Nepo, lived past 90 years and was a very faithful and humble man. The name “Parpar” in the Enga language means easy, kind, humble, caring, soft, loving, polite, and gentle. Those same qualities are clearly seen in Bernard Nepo today.

👮‍♂️ Service Record:

Enga CIS Commander – Mukurmanda Wapenamanda (2002–2003)

Commandant – Bomana CIS Training College (2013–2014)

Director of Human Resource – CIS Headquarters, Port Moresby

Now serving as Acting CIS Commissioner

Not long ago, I watched him on EMTV, crying while talking to prisoners during his official visit to Madang. That moment showed his true heart — a humble man who feels for others and believes in second chances through rehabilitation.

🎓 Education:

Master of Human Resource Management – University of Canberra

Diploma in Accounting & Business – Professional College, England

Bachelor of Accounting – University of Papua New Guinea

He is a devoted family man, a loving father of four children, and a strong pillar in his community. A God-fearing and disciplined leader who stands firmly against corruption.

He doesn’t drink, gamble, or engage in immoral behaviour. His life revolves around three things:
🙏 Church | 👨‍👩‍👧‍👦 Family | 💼 Work

Even when relatives or others tried to influence him through corrupt means, he stood firm and rejected such behaviour.

Since his reappointment, there have been visible changes within CIS — especially in rehabilitation programs and officer discipline. Both the Prime Minister and the Minister for CIS have shown trust and confidence in his leadership.

💬 Papua New Guinea needs more leaders like Bernard Nepo — honest, humble, and God-fearing men who lead with truth and compassion.

✝️ May God continue to bless Acting Commissioner Bernard Nepo and his good work for our country. 🇵🇬

Sexual Harassment at Beon 🙄
Complaints have been raised by parents of young girls who have gone to the prison to visit their loved ones got sexually harassed. This has been going on continuously, according to the report.

A parent has raised complaints and sent the following message to us;

"Pikini meri bin go lo visit lo lukim brata blo em tasol wanpla bossman i bin askim laik lo em na askim lo fon namba blo em. Taim gal ya les lo givim namba, boss ya tokim gal ya lo em ba noinap givim visit pass na ba noinap go visit until em givim namba. Pikini meri ya mekim olsem stap na i bin late lo kalap lo bus kam bek lo taun. Mipla famili ino hamamas lo ol woda i mekim olsem. Displa em ino stret"

Let our prisons be free from any form of harassment!

ONLINE RECRUITMENT FOR CIS STARTING 2026 🇵🇬✌️
The Correctional Service (CS) will begin online recruitment for fresh Grade 12 school leavers starting in 2026. This initiative aims to modernize the recruitment process, reduce costs, and eliminate fraud and corruption—especially impersonation.

In past recruitment drives, we have witnessed serious abuse of the process. There have been signs of bribery, nepotism (wantok system, family favoritism), and unethical practices such as:

Open leg policy

Beer policy

Kilim pig policy

Money talks policy

Save face policy

Back door & window jump policy

Using relatives’ certificates (impersonators)

And many other unofficial "policies" that compromise the integrity of our recruitment.

These practices directly contradict the official CS Recruitment Policy and have no place in a professional, transparent system.

With the introduction of online recruitment, these corrupt methods will be effectively shut out. Computers do not accept bribes, pigs, beer, or money. The process will be fair, merit-based, and secure.

We urge all interested applicants to prepare early and apply through the official online portal when it goes live in 2026.

Integrity starts at recruitment. Let’s build a better CS for the future.

140 PRISONERS TO BE RELEASED THIS YEAR, SAYS NEPO. BUT WHEN⁉️🙄🇵🇬
CS Commissioner, Bernard Nepo had promised in August 2025 during his visit to Bomana that over 140 prisoners will be released this year.

However, promises of Parole Release by him and the Prime Minister that applicants will be released so they can go and celebrate the with families. This has turned futile.

"When would that be, Mr. Nepo", a group of frustrated longterm prisoners have raised their frustrations.

Some prisoners nationwide are still waiting for their parole applications‼️🙄

This government is getting too good at making false promises.

"You're too good you are", says one of your ministers ‼️
