Subject: Swearing-In Ceremony of Hon. Denay Jock Chagor at the Secretariat General / Ministries
Date: 10/10/2025.

This notice serves to inform the public that the swearing-in ceremony of Hon. Denay Jock Chagor, the newly appointed National Minister of Wildlife, Conservation, and Tourism, will take place at the Secretariat General / Ministries.
All community members are kindly requested to converge at the Secretariat General / Ministries by 9:00 AM (Juba local time).

After the swearing-in ceremony, all community members, cultural groups, invited guests, and dignitaries are cordially invited to a reception at Hon. Denay Jock Chagor’s residence in Gudele.

Furthermore, all officials are warmly invited to receive Hon. Denay Jock Chagor at Juba International Airport at 8:00 AM (Juba local time) and accompanied him to the swearing-in venue.

For coordination and transportation, four (4) buses have been arranged to facilitate the movement of community members to the ceremony venue:

1. One bus for Mapaw (Roundabout)
2. One bus for Magateen (Market)
3. One bus for PoCS (Checkpoint)
4. One bus for Cultural Groups.

Reporting Time: 9:00 AM

Summary of Presidential Decrees!

President Salva Kiir Mayardit on Wednesday evening issued a series of Republican Decrees announcing major changes in both the national government and the South Sudan People’s Defence Forces (SSPDF). The decrees were read on SSBC by news anchor Rejoice Samson.

1. Beny Gideon Mabor has been relieved of his duties as Minister of East African Community Affairs and replaced by Gen. Pieng Deng Kuol (Pieng Deng Majok), the former Inspector General of Police.

2. Gen. Dau Aturjong Nyuol has been sacked as Chief of Defence Forces (CDF) of the SSPDF, while Gen. Dr. Paul Nang Majok has been reappointed to the position.

3. Dr. Lam Akol Ajawin has been removed as Minister of Transport and replaced by Rizik Zachariah Hassan, who had earlier been dismissed from his previous post as Minister of Wildlife Conservation and Tourism.

4. Rizik Zachariah Hassan has been relieved as Minister of Wildlife Conservation and Tourism, and Denay Jock Chaguor, former Governor of Jonglei State, has been appointed as his successor. Rizik Zachariah in a separate decree has been reassigned as Minister of Transport.

5. Dr. Michael Lopuke Lotyam has been dismissed as Chairperson of the Board of Directors of the South Sudan Civil Aviation Authority (SSCAA) and replaced by Samuel Yanga Mikaya.

6. Gen. Dau Aturjong Nyuol, after his removal as Chief of Defence Forces of SSPDF, has been appointed as Technical Advisor in the Ministry of Defence and Veteran Affairs.

7. Dr. Michael Lopuke Lotyam has been reassigned as Technical Advisor in the Ministry of Higher Education.

8. Sebit John Mabok has been appointed as Technical Advisor in the Ministry of Interior.

9. Mary Hillary Wani Pitia has been relieved as Undersecretary in the Ministry of Labour and replaced by Deng Tong Kenjok.

10. Mary Hillary Wani Pitia has been reassigned as Undersecretary in the Ministry of East African Community Affairs.

SOUTH SUDAN POLICE KILLS 5-YEAR-OLD GIRL IN JUBA

A five-year-old girl was tragically shot dead early Tuesday morning in the Hai Cinema residential area of Juba. The incident occurred around 12:50 a.m. when police exchanged fire with an armed robber attempting to steal from a Boda Boda rider. A stray bullet struck the child inside her home, killing her instantly.

Police spokesperson Maj. Gen. James Monday Enoka confirmed that a case has been opened at Malakia Police Division and that investigations are ongoing. He added that the overall security situation in Juba remains stable despite isolated incidents of violence.

The shooting follows a string of recent tragedies in the capital, including the killing of a 16-year-old boy in Junduro on October 5 and the arrest of an 80-year-old man accused of causing his four-year-old daughter’s death after giving her alcohol.

30 dead in cattle raiding upsurge in Nyirol, Ayod

According to the Radio Tamazuj, the local authorities in Jonglei State’s Nyirol County have warned of escalating violence following recent renewed cattle rustling between the Gawar Buer Community in Ayod County and their Lou Nuer neighbors from Nyirol.

The warning comes in the wake of last week’s incident in which armed youth from Nyirol’s Pading Payam reportedly attacked a cattle camp in Ayod, rustling cattle and leaving several people dead.

Speaking to Radio Tamazuj, Peter Gatkuoth Koang, the Nyirol County SPLM-IO-appointed commissioner, said the people of Pading are living in fear of an imminent retaliatory attack by youth from Ayod.

“Three days ago, our youth from Pading attacked a cattle camp in Ayod. The attack was a heavy one. Cattle were raided and many people were killed, although the specific number is unclear,” he stated. “Gawar youth pursued the attackers; 18 Lou Nuer youth were killed, and all the raided animals were recovered.”

“Now, people are living in fear that the Gawar youth may pursue the Lou Nuer youth deeper into Pading even after having recovered their cattle,” Commissioner Gatkuoth added.

He condemned the attack, which he says was politically motivated.

“Those youth had mobilized and left from Pading, an area where the government-appointed commissioner for Nyirol is based, and this means the government is instigating the violence to destabilize our county,” Gatkuoth said.

Meanwhile, Nyirol County Information Director Both Jal also expressed concern over the escalating violence.

“This cycle of violence is occurring repeatedly, and before this incident, our youth from Pading also raided cattle from Ayod three weeks ago. In this latest incident, the information we received on Sunday was that Gawar youth pursued these people from Pading, killing 30 and recovering their cattle,” he explained. “We also learnt that 10 Lou Nuer youth were captured alive.

Two Tiger Division Soldiers and Civilians Shot by Unknown Gunmen in Juba

Two soldiers from the Tiger Division, one woman and others unidentified number of civilians were shot and critically injured this evening near the John Garang Mausoleum in Juba by unknown gunmen.

According to eyewitnesses, a numberless Toyota Noah vehicle was seen driving from Bulluk toward the National Assembly at around 7:00 p.m.
The occupants reportedly began shooting randomly at pedestrians along the road.

“When the vehicle reached the John Garang Mausoleum area, the gunmen encountered soldiers standing nearby.
When the soldiers attempted to stop them, the attackers opened fire, shooting two soldiers,” one witness said.

The injured soldiers were rushed to Nile Kings Specialist Hospital, where they are reported to be in critical condition.
It remains unclear whether any civilians were also injured in the incident.

Security personnel have been deployed to the scene, and investigations are underway. Residents are being urged to remain indoors and exercise caution while moving around the city tonight.

Efforts to reach officials or witnesses on the ground for further details are ongoing.
