Aodh O’Donnell, Chief Executive of the Irish Fish Producers Organisation (IFPO), has been invited to address the Joint Oireachtas Committee on Fisheries and Maritime Affairs to discuss EU quotas and the Common Fisheries Policy (CFP).
Tuesday, 14th October 2025 — 11:00 a.m. to 12:15 p.m.
He will warn that new scientific advice recommending quota cuts of 70% for mackerel, 41% for blue whiting, and 22% for boarfish represents an existential threat to Ireland’s pelagic fleet and coastal communities. Celtic Sea fisheries for Cod, Haddock and Whiting are set at a Zero catch challenging further the Whitefish Fleet.
O’Donnell will call on the Irish Government
1. Apply the CFPs Hague Preferences* mechanism to maintain an all-of-government approach at EU level to protect Ireland’s share of key stocks.
2. Rockall Access – urgently re engage with UK and Scotland to reinstate access to this traditional fishing ground which is so vital to the whitefish fleet
3. Licencing Policies- full revise the licencing policy to assist the fleet to maintain viability and to further reduce the carbon footprint
He will seek the committee’s support for their call on the EU as the Competent Authority that negotiates with other Coastal Sates to:
1. Demand trade sanctions against non-EU coastal states such as Norway and the Faroes for years of overfishing shared migratory stocks such as mackerel
2. Block Norwegian annually access to fish waters to the West of Ireland and only offer if Irish Fishermen compensated in fish.
3. Establish an emergency financial support framework for the catching and processing sectors to avert mass job losses.
He will tell the Committee that unless the EU acts decisively, Ireland’s seafood sector could collapse within a year, with devastating economic and social consequences for fishing communities nationwide.
