Lieutenant Governor chairs 84th University Council Meeting of Kashmir University
SRINAGAR, DECEMBER 14: Lieutenant Governor Shri Manoj Sinha on Sunday chaired the 84th Meeting of the University Council of the University of Kashmir (KU), at Lok Bhavan, Srinagar.
The Lieutenant Governor, who is also the Chancellor of the University, emphasized the need to introduce contemporary, interdisciplinary and skill-oriented academic programmes aligned with the National Education Policy (NEP-2020).
He stressed that the University must focus on innovation, employability, and entrepreneurship, while ensuring that academic initiatives respond to local and regional developmental needs. The Chancellor also advised the University to strengthen integrated and professional programmes to meet emerging academic and industry requirements.
The University Council, which met under the chairmanship of the Lieutenant Governor, accorded in-principle approval to several important academic and administrative agenda items. These included the adoption of a revised Policy Mechanism for Admission of Foreign National (International) Students; change of nomenclature of the Department of Earth Sciences to the Department of Geology; and the introduction of Five-Year Integrated Master’s Programmes in Applied Geology, Tourism and Travel Management, Data Science and Artificial Intelligence, and Home Science.
The Council also considered and approved the Programme Project Report (PPR) for M.A. History to be offered through the Centre for Distance and Online Education (CDOE). Approval was accorded to the extension of Merit and Merit-cum-Means Scholarship schemes to students enrolled in Five-Year Integrated Programmes. Further, the Council approved the Regulations governing Five-Year Integrated Programmes, including FYIMP in Data Science and Artificial Intelligence, and discussed the recommendations of the Deans’ Committee regarding adoption of statutes governing the Ph.D. Programme.
The University Council also approved proposals relating to modification in statutes governing Undergraduate Programmes (UGP-2022) with respect to nomenclature of degrees under NEP-2020, and the adoption of standardized formats for certificates, diplomas, and degrees. Additionally, the Council approved the proposal for the introduction of a two-year Diploma in Calligraphy as a Joint Academic Programme between Institute of Music and Fine Arts, KU and the Jammu and Kashmir Academy of Art, Culture and Languages, Srinagar.
The University Council also accorded in-principle approval to key academic proposals under the agenda on consideration of academic matters. These included the establishment of an Institute of Nursing and Paramedical Sciences at the varsity's Kupwara Campus; the introduction of a Diploma Programme in Criminal Justice through the Centre for Distance and Online Education (CDOE); and the introduction of a Five-Year Integrated Master’s Programme (FYIMP) at the Media Education Research Centre (MERC).
Further, the University Council approved proposals for the introduction of Five-Year Integrated Master’s Programmes (FYIMP) in several language and humanities disciplines. These included FYIMP in Hindi, Linguistics and English Language Teaching, Persian, Sanskrit, and Kashmiri, as proposed by the respective Heads of Departments. The Council noted that the introduction of these programmes would promote multilingual education, cultural preservation, and advanced studies in classical and regional languages.
The Council held detailed deliberations on multiple academic, regulatory, and institutional matters, aimed at strengthening governance structures and enhancing the overall quality of teaching, learning, and research at the University.
Earlier, Prof. Nilofer Khan, Vice-Chancellor, University of Kashmir, presented the agenda items before the Council for consideration and ratification. She also briefed the Council on the academic, research, and institutional achievements of the University.
On the occasion, University of Kashmir inked an MoU with Siddharth University, Uttar Pradesh for promotion of academic collaboration for research and education.

Department of Geology & Mining, Kupwara Organises Free Medical Camp at Kachiwara Handwara.

The Department of Geology & Mining, Kupwara, through Minor Mineral Block No. 2, organised a Free Medical Camp at Kachiwara, Handwara, as part of its commitment towards corporate social responsibility (CSR) and community welfare in mining-affected and adjoining areas.

The medical camp was organised in collaboration with the Department of Health Services, Kupwara, with the objective of providing quality healthcare services at the grassroots level.

The programme was graced by District Mineral Officer (DMO) Kupwara Mr. Mumtaz Ahmad, Block Medical Officer (BMO) Handwara Dr. Ishrat Choudhary, and Chairman Social Justice JKUT Ab Rashid Shah, who attended the camp as distinguished guests. On the occasion, the guests were warmly received and welcomed by Reyaz Ahmad Sofi and Irshid Sofi with garlands and flower bouquets.

A dedicated team of doctors and paramedical staff provided expert medical consultations, free health check-ups, personalised health guidance, and free medicines to the beneficiaries. A large number of families from Kachiwara and surrounding areas availed the medical services during the camp.

Speaking on the occasion, District Mineral Officer Kupwara Mr. Mumtaz Ahmad described the initiative as a welcome step, stating that it is encouraging to see lease holders coming forward to serve the community. He emphasised that organising medical camps in leased-out blocks should be mandatory to safeguard the welfare of people residing in mining areas. He further remarked that when lease holders operate manually and responsibly, the environment remains largely unaffected.

The DMO further informed that during his three-year tenure as District Mineral Officer, Kupwara, no complaints have been received against this particular block holder, and appreciated their efforts, stating that they are doing commendable work for society. He added that the medical camp witnessed voluntary participation from the public, with people attending wholeheartedly to avail the healthcare services.

The dignitaries inspected the arrangements, interacted with patients and medical staff, and appreciated the initiative taken by the Mining Department to address the healthcare needs of local communities. They reiterated that such programmes strengthen community trust and ensure sustainable development alongside mining activities.

The camp witnessed an encouraging response from the local population and concluded with a resolve to continue similar public welfare and health outreach programmes in the future.

Pitches technology-led revival of adventure tourism in J&K
GULMARG, DECEMBER 13: Chief Minister Omar Abdullah today unveiled the Curtain Raiser of the 17th Annual Convention of the Adventure Tour Operators Association of India (ATOAI) at the Gulmarg Convention Centre, formally setting the tone for the prestigious national event scheduled to be held in Srinagar from December 17 to 20, 2025. He said the convention would play a pivotal role in positioning Jammu & Kashmir as a leading global destination for adventure tourism.
The event was attended by Advisor to the Chief Minister Nasir Aslam Wani, MLA Gulmarg Farooq Ahmad Shah, MLA Zadibal Tanvir Sadiq, Director Tourism and Managing Director JKCCC Syed Qamar Sajad, CEO Gulmarg Development Authority Tariq Hussein, Chairman ATOAI Ajeet Bajaj, Head J&K Chapter ATOAI Rauf Tramboo, senior tourism officials, ATOAI members and other stakeholders.
Addressing the gathering, the Chief Minister expressed gratitude to ATOAI and its leadership for choosing Srinagar as the venue for its 17th Annual Convention, terming it a strong vote of confidence in favour of Jammu & Kashmir’s tourism. He observed that any meaningful discussion on adventure tourism in India remains incomplete without reference to Jammu and Kashmir, which historically pioneered activities such as mountaineering, trekking, white water rafting and, notably, skiing.
Recalling Gulmarg’s legacy, the Chief Minister said skiing was practised here long before it gained popularity elsewhere in the country. However, he noted with concern that changing circumstances and climatic shifts had caused Jammu and Kashmir to lag behind other destinations that are now more frequently mentioned in national conversations on trekking, mountaineering and rafting.
Highlighting the visible impact of climate change, the Chief Minister drew attention to the stark reduction in snowfall over recent years. He pointed out that while Gulmarg used to receive heavy snowfall by mid-December, recent winters have seen little to none, posing a serious challenge to winter tourism and skiing. “If we do not adapt, skiing in Gulmarg risks becoming a memory rather than a living tradition,” he cautioned.
Emphasising the need for technological interventions, the Chief Minister advocated adoption of artificial snow-making systems, as practised in several European ski destinations. He suggested storing rainwater and deploying snow machines when temperatures fall below zero, at least on select slopes, particularly those serviced by newly installed drag lifts. He also proposed the installation of floodlights on certain ski slopes, on the lines of Japan, to extend skiing hours into the evening and maximise tourist activity during short winter days.
Such measures, he said, would not only enhance visitor experience but also significantly boost the livelihoods of local ski guides, instructors, equipment rental services and other stakeholders dependent on winter tourism. He stressed that investment in drag-lifts alone would not yield dividends unless complemented by assured snow cover and extended operational hours.
The Chief Minister further suggested exploring summer skiing on higher-altitude slopes where snow persists, urging the Tourism Department to examine feasibility and make optimal use of existing infrastructure with minor adaptations.
Underlining the broader vision behind partnering with ATOAI, he said the convention provides an invaluable opportunity to learn from best practices across the country while showcasing Jammu and Kashmir’s immense but under-utilised adventure tourism potential. With the right blend of local strengths and national expertise, he expressed confidence that Jammu and Kashmir could emerge as India’s foremost adventure tourism destination.
Chief Minister Omar Abdullah reiterated that the true measure of success in tourism lies not merely in attracting visitors once, but in inspiring them to return repeatedly. He called for a responsible, visitor-friendly approach that ensures memorable experiences and sustained goodwill.
Reaffirming the government’s commitment, he said infrastructure development and tourism promotion would continue unabated.
Acknowledging the challenges faced during a particularly difficult year for tourism, the Chief Minister assured all stakeholders of continued government support for Gulmarg and other destinations.
He concluded by expressing hope that the forthcoming ATOAI Annual Convention would be successful and mutually beneficial, strengthening Jammu and Kashmir’s standing on the national and global adventure tourism map.

CM Omar Abdullah inaugurates 56 new residential flats for Darbar Move employees in Jammu
JAMMU, DECEMBER 11: Chief Minister Omar Abdullah today inaugurated newly constructed residential blocks at Ahata Amar Singh and Sarwal, marking a significant step in strengthening housing infrastructure for Government employees associated with the Darbar Move.
The Chief Minister formally opened the facilities by cutting the ceremonial ribbon. Deputy Chief Minister Surinder Kumar Choudhary, Advisor to the Chief Minister Nasir Aslam Wani, Additional Chief Secretary Estates Department Shaleen Kabra, Director Estates Ashwani Khajuria, Deputy Director Estates Jammu Dr. Vikas Sharma, and other senior officers were present on the occasion.
The two new blocks comprise 56 compact two-room residential flats built as Ground + 6 floor structures. Each unit includes two bedrooms, a lobby/living area, kitchen, two washrooms and a balcony—designed to efficiently meet the accommodation needs of employees while ensuring cost-effectiveness and optimal space utilisation.
The Chief Minister inspected the newly constructed flats, appreciated their aesthetics and quality, and expressed satisfaction over the space management and functional layout. He said the project would ease accommodation pressures and provide employees with improved living facilities.
During the briefing, Director Estates Ashwani Khajuria informed the Chief Minister that the project had been executed with a strong emphasis on functional design, structural safety and affordability. He added that the department is working on a comprehensive plan to modernise old residential colonies in a phased manner.
Deputy Director Estates Jammu Dr. Vikas Sharma briefed the Chief Minister on the layout, amenities and supervision mechanisms instituted to ensure strict quality control and timely completion of ongoing housing units.
Speaking on the occasion, the Chief Minister reaffirmed the Government’s commitment to ensuring safe, secure and well-planned residential infrastructure for employees. He recalled that in November this year, following the restoration of the Darbar Move after four years, he had inspected these residential colonies and directed officers to ensure optimal use of land, maintain high aesthetic and construction standards, and replace old and unsafe quarters with modern facilities.
To address the growing accommodation requirements, the Chief Minister instructed the concerned department to explore the construction of high-rise residential towers and adopt vertical designs that maximise available land while expanding housing capacity. He stressed that such initiatives would help bridge the existing housing gap, offer employees a modern living environment, and promote fair and equitable allocation of quarters across employee categories.
The Chief Minister appreciated the efforts of Estates Department in accelerating construction at various locations and emphasised the need to continue upgrading residential infrastructure for the welfare of Government employees.

JAMMU, DECEMBER 11: Lieutenant Governor Shri Manoj Sinha on Thursday handed over appointment letters to 41 Next of Kins (NoKs) of victims of terrorism of Jammu Division.
Appointment letters were also handed over to 22 beneficiaries in Age relaxation cases and 19 wards of J&K Police martyrs under Compassionate Appointment Rules SRO-43 and Rehabilitation Assistance Scheme (RAS).
Earlier, on July 28,2025, the Lieutenant Governor had handed over the appointment letters to 94 Next of Kins (NoKs) of terror victims from Jammu division. The move brings relief to 135 terror victim families from Jammu Division who were denied justice for decades.
The families of terror victims spoke out fearlessly, recounted decades of terror and hardship and exposed the Pakistan-sponsored terrorists and their local sympathizers.
In his address, the Lieutenant Governor paid homage to the civilian martyrs and shared the grief of the terror victim families.
“Terror victim families were left to struggle in silence for decades. Justice was denied to these families. The deep scars were never healed. Such families are now being recognized, respected and rehabilitated.
Jobs to real victims of terror and true martyrs reflect the commitment that the nation stands with them with concrete action,” the Lieutenant Governor said.

After a 20-year wait for relief, the suffering of Naseeb Singh and his family is finally over. The Lieutenant Governor narrated the heartrending incident of June 28, 2005, when Naseeb Singh’s father Dharam Singh and four others from Kotranka, Rajouri, were brutally killed by terrorists. For two decades, Naseeb Singh and his family were forced to live in misery, constant fear and insecurity. The dark days in their lives have ended. It is a new dawn of hope and dreams for the family, he said.
“Akhtar Hussain, a resident of Reasi, was shot dead by terrorists on July 13, 2005. His wife and children endured immense hardship for two decades. It had left a deep scar on the family.
On November 15, 2004, SPO Sanjeet Kumar was murdered along with his friend by two terrorists in Balan Tundwa, Kishtwar, while they were preparing for a neighbour's wedding.
These families carried the weight of unspeakable grief. Now, this new beginning will allow them to rebuild their lives with dignity,” the Lieutenant Governor said.
The Lieutenant Governor said that under the leadership of Hon’ble Prime Minister Shri Narendra Modi and Hon’ble Home Minister Shri Amit Shah we are dismantling the entire terror ecosystem.
"We have not bought peace, but established peace. The days of misgovernance are over. Now terrorists, separatists and their patrons are not given government jobs but they are being identified and given the harshest punishment for their deeds,” the Lieutenant Governor said.
The Lieutenant Governor stated that there are certain elements from the dying terror ecosystem who are attempting to spread misinformation or negative narratives against the country. He warned that stringent action will be taken against such elements according to the country's established legal framework.
“Those who are fanning separatism and threatening national unity will face the action as per the law,” he said.
The Lieutenant Governor also appealed to all sections of society to contribute to the Mahayagya of development in J&K with selfless action.

Fire Damages Hundreds of Apple Crates in Tulran Shopian

Stored fruit worth lakhs reduced to ashes as residents call for a full probe

A major fire incident in Tulran Shopian late Wednesday night damaged an estimated 500 to 700 apple crates stored in a shed belonging to Bashir Ahmad Parry, son of Abdul Rehman Parry. The fire broke out suddenly and spread through the storage area, destroying stocked fruit meant for market supply.

Locals rushed to the spot and tried to control the flames with available resources. Their quick response prevented the blaze from reaching nearby structures. Residents said the fire moved fast and left no time to salvage the produce, causing a heavy financial setback to the family.

Police and Fire Services teams reached the site and doused the remaining flames. Officials have started the process to determine what triggered the incident. They inspected the shed and recorded preliminary statements.

No injury was reported. The loss to the apple stock is substantial. Locals have urged authorities to conduct a full investigation and identify any person involved. They said the matter needs serious attention so that the affected family receives justice and similar incidents are prevented in the area.

JAMMU, DECEMBER 9: Lieutenant Governor Shri Manoj Sinha on Tuesday visited Kathua and Samba and laid the foundation stone for the construction of 449 new homes for families affected due to recent natural calamities in the districts.
A total of 344 houses that were completely devastated in Kathua will be constructed at a cost of Rs. 34 crore. In Samba, 105 houses damaged during the recent flash floods will be rebuilt at a cost of Rs. 10.50 crore.
The construction costs for these 3-bedroom houses will be financed by an NGO, High-range Rural Development Society (HRDS India), which will also ensure modern amenities and facilities for home owners.
Addressing the gathering, the Lieutenant Governor commended HRDS India for its noble endeavour and its support to the UT administration in ensuring dignified and secure housing for the affected families in Jammu and Kashmir.
“Unity is strength. Collective action can surmount challenges which appear unconquerable and we have witnessed this spirit during the crisis in August this year. Welfare of people of J&K is our top priority. We are committed to serve them and fulfil all their aspirations,” the Lieutenant Governor said.
He said the project for construction of new homes for affected families being completed with the help of HRDS-India, manifests our commitment to people and inclusive development of J&K. He also directed the district administration for inclusion of all the genuine beneficiaries, if anyone is left out.
The first phase of the initiative involves construction of 1,500 state-of-the-art, three-bedroom pre-fabricated “Smart Houses.” Designed for modern living and efficiency, these technologically advanced homes offer superior resilience against future climate challenges and include facilities such as boundary walls and cowsheds. The construction of these houses is slated for completion within six months from the commencement of foundation work.
HRDS India will provide free life insurance coverage for the next 15 years and free annual health check-ups for all family members. The NGO will also cover the maintenance of the houses for the next five years.
The Lieutenant Governor spoke on the rapid transformation taking place across the two districts of Kathua, Samba and various sectors in the UT of J&K following massive push post 2019. He stated that sincere efforts have been made to improve the quality of life of every citizen in Kathua and Samba.
He called upon the citizens and all stakeholders to discharge their responsibility in ensuring that the pace of development does not slow down and benefits of development reach the last person in the queue.
“Better infrastructure, education, health, employment, equal opportunities and social justice have always been my priorities. Under the guidance of Hon'ble Prime Minister Shri Narendra Modi, we have scripted a new history with all-round and inclusive development,” the Lieutenant Governor said.
The Lieutenant Governor also expressed gratitude to the district administration, police, army, CAPFs, Disaster Response forces, emergency responders, civil society members, and everyone involved in the relief and rescue operations.
An assistance amounting to Rs. 8.22 crore and Rs.1.38 Crore was respectively disbursed to the affected families in Kathua and Samba.
During his visit to Kathua, the Lieutenant Governor inaugurated and dedicated Indoor Sports Stadium to the youth.
The District Administration Kathua has partnered with corporate entities to elevate sports infrastructure and youth engagement through the construction of a state-of-the-art Indoor Sports Stadium, complemented by outdoor basketball and volleyball courts.
