আজ পশ্চিমবঙ্গের মুখ্য সচিব শ্রী মনোজ পন্থ ওড়িশার মুখ্য সচিব কে চিঠি লিখে বাংলাভাষী পরিযায়ী শ্রমিকদের হয়রানি বন্ধ করার আবেদন জানিয়েছেন। ওড়িশায় বাংলাভাষী পরিযায়ী শ্রমিকদের আধার এবং ভোটার কার্ড থাকা সত্ত্বেও তাদের ভারতীয় নাগরিক বলে মানতে চাইছে না। তাদের আটক করে রাখছে।
খবর পাওয়ার সঙ্গে সঙ্গে বিভিন্ন জেলার ডিএম এবং এসপি আটক হওয়া শ্রমিকদের প্রয়োজনীয় তথ্য ওড়িশা প্রশাসনকে জানিয়েছে। কিন্তু তাও মানা হচ্ছে না। এরপর, ওড়িশা থেকে ভোটার তালিকা চেয়ে পাঠানো হল। তাও পাঠানো হয়েছে।
এখন, ওড়িশার আর কোনও দাবি নেই—কিন্তু তবুও, তাদের পুলিশ অনেক ক্ষেত্রে এই দরিদ্র পরিযায়ী শ্রমিকদের মুক্তি দিতে অস্বীকার করছে। তারা ২৪ ঘন্টা পরে অবৈধভাবে ওই পরিযায়ী শ্রমিকদের আদালতে হাজির না করে আটক করছে। তারা সম্ভবত আমাদের সাংবিধানিক অধিকারের কথা ভুলে গেছে যে আমাদের দেশের যেকোনো স্থানে অবাধে চলাফেরা ও কাজের অধিকার আছে।
১. আমি বিনীতভাবে Narendra Modi এবং Amit Shah কে আবেদন করছি: এই দরিদ্র নাগরিকদের ভারতীয় হিসেবে স্বীকৃতি দেওয়ার জন্য আপনার কোন নির্দিষ্ট নথির প্রয়োজন? আপনি আর কী চান?
২. আমার সকল ভারতীয়দের উদ্দেশ্যে জানতে চাইছি এই শ্রমিকরা ইতিমধ্যে যেসব নথি দিয়েছে তার বাইরে কি আপনার ভারতীয় নাগরিকত্ব প্রমাণ করার আর কোন উপায় আছে?
৩. কেউ কেউ হয়তো বলতে পারেন যে তাদের পাসপোর্ট সঙ্গে রাখা উচিত। কিন্তু আমি আপনাকে বলতে চাই—আশ্চর্যজনকভাবে, বিজেপি শাসিত দিল্লি সরকার কোচবিহার থেকে কয়েকজন পরিযায়ী শ্রমিকদের আটক করার সময় তাদের পাসপোর্ট দেখানোর পরও তা গ্রহণ করেনি।
হ্যাঁ, বিদেশে আমাদের নাগরিকত্ব নিশ্চিত করে যে নথি, সেটিকেই এখন আপনার নিজের দেশের মধ্যে নাগরিকত্ব প্রমাণের ক্ষেত্রে উপেক্ষা করা হচ্ছে। তাহলে এই দরিদ্র শ্রমিকদের কী করা উচিত?
ওড়িশার হাজার হাজার মানুষ বাংলায় শান্তিতে বাস করে এবং কাজ করে। ওড়িশা এখন যে বৈষম্যমূলক আচরণ করছে তার এক ভাগও পশ্চিমবঙ্গ সরকার তাদের সাথে করেনি। কারণ আমাদের মুখ্যমন্ত্রী Mamata Banerjee বৈচিত্র্যে বিশ্বাস করেন এবং প্রতিটি অর্থে সম্প্রীতি বজায় রাখার চেষ্টা করেন।
তাই, আমি ওড়িশা সরকার এবং বিজেপিকে আন্তরিকভাবে অনুরোধ করছি: আগুন নিয়ে খেলবেন না। যদি ঘৃণার রাজনীতি করতে চান , তাহলে আপনারা সেই আগুনে পুড়ে যেতে পারেন।
Today West Bengal Chief Secretary Shri Manoj Pant wrote to his Odisha counterpart urging him to put an end to harassment of Bengali-speaking migrant workers. The Odisha authorities refused to accept any centrally issued identity documents like Aadhar and EPIC, and demanded verification from the Bengal government.
We promptly provided the required details—verified and furnished by none other than the District Magistrates and Superintendents of Police of various districts. But even that failed to satisfy them. Next, they asked for the electoral roll where the names of these individuals were listed. Once again, the Bengal administration complied and sent the relevant documents.
Now, Odisha has no further demands—but still, their police are refusing to release these poor migrant workers, in many cases. They are detaining those migrant workers illegally after 24 hours, without producing them before the court. They probably forgot about our constitutional right that allows us to roam around freely in any place of our country.
1. I humbly ask and : What specific document do you require to recognise these poor citizens as Indians? What more do you want?
2. And to all my fellow Indians: Do you have any other way to prove your Indian citizenship beyond what these workers have already provided?
3. Some might say they should carry passports. But let me tell you—shockingly, even passports are being rejected by BJP ruled Delhi government when they detained a few migrant workers from Cooch Behar.
Yes, the very document that affirms your nationality abroad is now being disregarded when it comes to proving citizenship within your own country. So what are these poor workers supposed to do?
Thousands of people from Odisha live and work peacefully in Bengal. Not once has the West Bengal government treated them with even a fraction of the hostility that Odisha is showing now. That’s because our Chief Minister believes in diversity and strives to maintain harmony in every sense.
So, I sincerely urge the Odisha government and the BJP: do not play with fire. If you ignite the politics of hatred, you may end up being consumed by your own flames.
