The Namami Gange Programme (NGP), launched in 2014, is a significant departure from the previous Ganga Action Plan (GAP) and has had a visible impact on the Ganga River's water quality and ecological health. The article highlights the NGP's strategic and institutional agility, noting a key shift from the Ministry of Environment and Forests to the Ministry of Jal Shakti. This move broadened the program's focus from a narrow pollution-abatement goal to a more holistic, river-basin approach, which is crucial for the rejuvenation of all of India's rivers. The NGP's framework, based on a plan developed by a consortium of IITs, emphasizes multi-sectoral engagement to achieve its goals.

To oversee the mission, the government established a new multi-tier governance structure, including the National Ganga Council (NGC) headed by the Prime Minister and an empowered National Mission for Clean Ganga (NMCG) with financial and regulatory authority. The article praises the NGP for creating effective frameworks in a relatively short time, contrasting it with longer European experiences. It concludes that the NGP's experiences, particularly its ability to navigate complex federal dynamics and its focus on multisectoral engagement, can provide a valuable "repository of experiential wisdom" for developing a national framework to rejuvenate all of India's rivers.

This article analyzes the 2025 Indian Vice-Presidential election, framing it not just as a political contest but as a struggle between two contrasting visions for India: a "homogenized nationalism" represented by the NDA candidate, CP Radhakrishnan, and "pluralist liberalism" embodied by the INDIA bloc's nominee, Justice B Sudershan Reddy. The text argues that the Vice-Presidency, once a quiet and non-partisan office, has become a site of strategic importance. This is because the Vice-President, as the Chairman of the Rajya Sabha, holds the power to either facilitate or obstruct legislation in the Upper House, which has become the "last rampart of resistance" against the "legislative bulldozers" of the majority-holding Lok Sabha. The contest is a symbolic battle between ideological archetypes, with the BJP using Radhakrishnan's candidacy to extend its influence into South India, while the opposition seeks to uphold constitutional values through Reddy's judicial background...

This document highlights the urgent need for a regulatory framework to control social media and the menace of deepfakes in India, as noted by the Supreme Court. It argues that social media, initially a tool for connection, has now become a weapon for disruption, threatening reputations and democracy. The text advocates for a civilian-majority oversight committee with a diverse membership—including academics, retired judges, and business leaders—to monitor platforms and recommend strict enforcement actions. These recommendations could include the automatic registration of FIRs for serious offenses like hate speech and disinformation. The document also suggests forming multi-level committees at district, state, and national levels to provide ongoing oversight of online content.

Furthermore, the document proposes transforming the Press Council of India into a more powerful watchdog by expanding its jurisdiction to include both social and electronic media, giving it authority similar to that of the Election Commission. The urgency of these measures is underscored by the real-world threat of deepfakes, which were used to manipulate voters during the 2024 General Elections. The text also points to a global trend, citing examples from Britain, Australia, and the EU, where tough regulations have been implemented to curb absolute online freedom. It concludes that a combination of licensing, heavy penalties, and civilian oversight is essential to restore order and ensure that victims of online abuse can find justice.

Chief Justice of India B.R. Gavai has reformed the judicial appointment process by introducing personal interviews with candidates for judges. He believes that this method will better evaluate the qualifications and temperament of candidates instead of relying only on paperwork. The new initiative aims to select legally astute, ethical and socially sensitive judges for the judiciary.

DRIVEN by continued policy
efforts to promote financial
inclusion, rural households
increasingly rely on formal
institutional sources for credit. A record
52.6 per cent of households reported
sourcing loans exclusively from formal
financial institutions – banks, cooperatives, NBFCs, MFIs, etc. Another 26.9
pc borrowed from both formal and informal sources.
This represents a strong shift away
from unregulated lenders, ensuring
better borrower protection and reduced
cost of credit.
The mean interest rate on informal
loans declined to 17.53 pc, a 30-basispoint drop from the previous round.
Despite being outside the formal system, 30 pc of rural households paid no
interest on such loans – primarily due
to borrowing from friends and relatives,
indicating community-based financial
support.

Why is action taken only after an accident? The truth about the aviation sector!

Friends, the Indian aviation sector is suffering from a strange disease, which we can call 'Jagdish Raj Syndrome'. This is named after the famous Hindi film actor who always used to come in the climax of the film when everything was done. He used to fire his pistol in the air and say, "Hands up!" and would take the credit for the work done by the hero and catch the villain.

Indian aviation is also something like this. Here every institution wakes up only when an accident has happened. Even after the Air India AI 171 plane crashed in Ahmedabad, everything happened like 'Jagdish Raj Syndrome'. The accident happened, everyone asked questions and then the 787 Dreamliner was reviewed, and the airlines were asked to fix their planes. But who will fix the DGCA?

DGCA i.e. Directorate General of Civil Aviation should have been changed to CAA i.e. Civil Aviation Authority long ago. The idea behind the CAA was to replace the DGCA and be autonomous and more powerful like the FAA in the US.

The authority would have separate departments for safety, economic regulation, grievance redressal and environmental concerns, and an independent accident investigation bureau. Today, the DGCA is overworked, understaffed and not given enough powers to crack down on airlines.

Another big problem with the DGCA is that it is now headed by IAS officers rather than experienced officers. IAS officers come and go, they do not have the institutional memory of the department, while career officers work for decades and know what to achieve.

It's curtains!

House clears Bill to ban real-money online games.

Blitz BUREAU

The Lok Sabha has passed the Promotion and Regulation of Online Gaming Bill, 2025, im-posing a blanket ban on real-money online games (RMG) while carving out a regulatory pathway for e-sports and social gaming. The move triggered both support and criticism, setting the stage for a heated policy debate on the future of the country's fast-growing gaming industry.

The Bill defines 'online money

games' as those played by staking money or any convertible value with the expectation of monetary gain. It prohibits the offering, advertising, or facilitation of such games without prior Government approval.

The Bill also places a complete ban on payment gateways and advertise-ments linked to money gaming.

The legislation prescribes strict pen-alties, including imprisonment of up to three years and fines of up to Rs 1 crore for violations, which may extend to five years in jail and Rs 2 crore in

fines for repeat offences.

Union IT Minister Ashwini Vaish-naw said the Bill was introduced after "democratic deliberation," stressing that India's youth needed protection from financial ruin. He underlined that e-sports and skill-based social games would be promoted actively.

Industry associations, including the All India Gaming Federation, the E-Gaming Federation, and the Fed-eration of Indian Fantasy Sports, have urged the Government to reconsider the blanket ban.

'SACK BILL' will be imposed on ministers, CM and PM, know the whole controversy!
The central government has introduced three new bills, under which the Prime Minister, Chief Minister and Ministers can be removed from their posts if they remain in custody for more than 30 days. Home Minister Amit Shah has called it a step to restore morality in politics, while the opposition has strongly opposed it, calling it an unconstitutional and dictatorial step.
