बिहार के पंचायत सचिव खुद को अब प्रशासनिक अधिकारियों से भी ऊपर समझने लगे हैं। न पंचायत भवन आते हैं न फोन उठाते हैं। जो नंबर सरकारी वेबसाइट पर उपलब्ध हैं वालों पर कॉल नहीं जाती। पंचायत सचिव से कोई डॉक्यूमेंट्स बनाना हो तो बिना घूस लिए नहीं बनाते। पंचायत स्तर से ब्लॉक स्तर तक घूस का खेल चल रहा है और पंचायती राज विभाग सोया हुआ है।
