| Two Senior Wing NCC cadets from DHSK College, UO Nandini Horijon and SGT Nomita Kanda, have earned the honour of representing the North Eastern Region (NER) Directorate in the Inter DTE Sports Shooting Championship cm Selection Trials for the 34th All India G.V. Mavalankar Shooting Championship 2025.

The prestigious event will take place in Kolhapur, Maharashtra, from August 5 to August 19. The cadets are scheduled to depart for Mumbai tomorrow.

Their selection follows months of dedicated training and marks a proud achievement for DHSK College, 10 Assam Battalion NCC Dibrugarh, and the NCC Group Headquarters Dibrugarh under the NER NCC Directorate.

| The Vigilance and Anti-Corruption (V&AC) wing has launched a major operation in Dibrugarh, regarding a scam allegedly conducted in the name of the Assam Chief Secretary’s office. The scam involved the use of forged signatures and fake seals to carry out fraudulent activities.

As part of the investigation, a raid was conducted at the residence of a youth named Akash Bilash Gogoi, located in a rented house in Milan Nagar, Dibrugarh. While no arrests have been made so far, the V&AC has formally initiated an investigation into the Dispur-based corruption case.

| In a glaring administrative lapse, Bihar’s Revenue Department issued a digitally signed residence certificate to a dog named "Dog Babu," listing β€œKutta Babu” and β€œKutiya Devi” as parents, sparking public outrage and political criticism. The certificateβ€”dated July 24 and complete with a photo, QR code, and digital approvalβ€”was sanctioned under the BiharSIR initiative for the Masaurhi block in Patna district.

The error, signed off by Revenue Officer Murari Chauhan, went viral on social media, exposing what critics say is the state government's skewed sense of priorities. Netizens and opposition leaders questioned how a dog could receive verified residency while, according to reports, the Election Commission has excluded over 77 lakh eligible citizens from voter rollsβ€”even those holding Aadhaar, EPIC, PAN, and ration cards.

β€œThis is not a jokeβ€”how can a dog get residency but 77 lakh citizens are left out?” questioned one user on X (formerly Twitter).

Facing mounting backlash, authorities swiftly revoked the dog's certificate. Patna District Magistrate has ordered an inquiry and promised disciplinary action against those responsible. He assured the public that such lapses will be taken seriously and will not recur.

| Union Home Minister Amit Shah informed the Lok Sabha on Tuesday, July 29, 2025, that the three Pakistani terrorists involved in the April 22 Pahalgam terror attack were gunned down by security forces during a joint operation at Dachigam in the Kashmir Valley on Monday. Addressing the House during a discussion on Operation Sindoor, Shah asserted that Pakistan is now sending operatives across the border as locals are no longer joining terror outfits, and added, β€œWe ensured that the terrorists do not flee to Pakistan.”

The terrorists β€” Suleiman alias Faisal, Jibran, and Afghan Bhai β€” were affiliated with the Lashkar-e-Taiba and had infiltrated from across the border. They were tracked through coordinated human and technical intelligence efforts involving the Intelligence Bureau (IB), Army, CRPF, and Jammu & Kashmir Police. Suleiman was identified as an β€˜A’ category operative and had previously participated in the October 2024 Gagangir attack.

The April 22 attack at Baisaran meadow in Pahalgam had claimed 26 civilian lives, mostly tourists. According to Shah, ballistic and forensic analysis confirmed that the weapons used in the Pahalgam attack β€” two AK-47s and an M4 carbine β€” matched those recovered from the terrorists killed in Dachigam. β€œThe spent cartridges recovered at Pahalgam matched the weapons recovered during Operation Mahadev,” Shah stated, adding that confirmation came from ballistic experts during a 5 a.m. video call earlier in the day.

Intelligence on terrorist presence in Dachigam was first received on May 22. From then until July 22, surveillance using indigenously developed equipment and sensors enabled forces to narrow down the location. On July 22, confirmation of their presence led to a decisive operation by the 4 Para unit of the Army, assisted by CRPF and J\&K Police, which successfully neutralised the trio.

The National Investigation Agency (NIA) has arrested two persons β€” Bashir and Parvez β€” for sheltering the terrorists at a forest hut near Baisaran on April 21. β€œThey gave them food and tea, and the terrorists took spices before leaving,” Shah said.

| India registered more than β‚Ή12,000 lakh crore worth of digital transactions through over 65,000 crore exchanges between FY20 and FY25, the Union government informed Parliament on Monday.

In a written reply to the Lok Sabha, Minister of State for Finance Pankaj Chaudhary said the government is working closely with the Reserve Bank of India (RBI), National Payments Corporation of India (NPCI), banks, fintech firms, and state governments to deepen digital payment adoption, particularly across Tier-2 and Tier-3 cities.

To strengthen infrastructure, the RBI launched the Payments Infrastructure Development Fund (PIDF) in 2021 to incentivise deployment in underserved areas, including Tier-3 to Tier-6 cities, the northeastern states, and Jammu & Kashmir. As of May 31, 2025, the initiative has facilitated the deployment of around 4.77 crore digital touchpoints.

Chaudhary also highlighted the RBI’s Digital Payments Index (RBI-DPI), which stood at 465.33 as of September 2024β€”reflecting consistent nationwide growth in digital payment adoption and accessibility.

Platforms such as UPI have empowered even small vendors and rural citizens to participate in the formal financial system, reducing cash dependence and enabling access to formal credit through digital footprints. These shifts have broadened financial inclusion and economic participation.

The government, along with RBI and NPCI, has undertaken several initiatives to support small businesses and MSMEs. These include revising the Merchant Discount Rate (MDR) on debit card transactions, setting up the Trade Receivables Discounting System (TReDS), and incentivising low-value BHIM-UPI transactions among small merchants.

The minister emphasised that the growing pe*******on of digital payments continues to transform access to financial services, particularly among historically underserved and excluded communities.
