A delegation from panchayat Bagla (Block Dali-Udyanpur) met today with District Development Commissioner Doda Mr. Simrandeep Singh and demanded probe into fraudulent ex*****on of payment during financial year 2017-18. They blame that most of the payment is drawn against non-existent works in Bagla Panchayat and also blame that GRS of Panchayat Bagla have nominated out of the way his two brother in-laws to draw the payment non genuinely under MGNREGA schemes. They further explained that the vendors who are genuine and given the material throughout panchayat since last many years are not registered online and to draw the payment against all said vendors department have registered only two vendors who never supplied any material in panchayat. They appealed before DDC Doda to investigate into the matter and requested to release their payment beside the legal action against culprits.

Scam in RDD Doda: ADDC justifies delay in probe

Jammu, July 31: A probe ordered by the Commissioner Secretary, Department of Rural Development and Panchayati Raj into a scam in Doda has allegedly been thrown into dustbin by the enquiry officer.
The Commissioner Secretary had ordered that the probe would be time bound and it was clearly mentioned in the order that the officer shall submit the report within 15 days. But the deadline expired on July 25 and the enquiry report is yet to be submitted.
The enquiry officer, Additional District Development Commissioner (ADDC), Mohammad Hanif Mallik justified the delay, saying that he has additional charge of the post and there are around 50 other enquiries assigned to him. He said that pending payments have been stopped by him.
The Commissioner Secretary RDD had ordered enquiry on July 10 into the physical and financial status in a case of 'looting public money through fake vendor appointed by BDO Doda (Ghat).
"The officials have also made changes in the online record of the payments", alleged RTI activist Sajad Khokhar, adding that the snapshots of old online payments have also been submitted to the enquiry officer.
The RTI activist alleged that a fraud payment of lakhs of rupees is being done against fake vendor, a government employee in NYC, in several Panchayats of Doda like Ghat (Birshalla, Haanch, Dhara A, Dashnaan, etc.)
The present VLW has accommodated vendor (material supplier) against non-existent works, unearthed works and without providing building materials of more than Rs 150 lakh.
In the FY 2017-18 BDO, Doda accepted material cost of more than Rs 80 lakhs for Birshalla Panchayat and amazingly for the same Panchayat in the FY 2015-16 material cost of more than Rs 18 lakhs was directly credited into the account of then appointed Gram Savika's son who belongs to Doda town.
The scam is likely to be linked with former ACD Doda who illegally provided a corridor for this fraud, violating all the guidelines, rules and laws.
The former ACD was already booked under FIR No. 07/2013 P/S VOJ in a case of conspiracy for looting state exchequer at Block Doda, Ghat.
More than Rs 5 crore are believed to have be drawn in the name of fake vendors appointed by RDD Doda through BDOs (Dali-Udyanpur, Bhagwah, Marmat, Khellani, Gundna and Bhalla), alleged Sajad Khokhar.
He also alleged that BDO Doda, Ghat have made double payment against IHHL schemes and also accommodated some favourite colleagues/officers by constructing Community Sanitary Complex (CSC) in their houses, violating all laws.

Multi million loot by BDO Doda, RDD constituted SIT for investigation

Rural Development Department (RDD) Doda constituted a Special Investigation Team (SIT) to investigate the physical and financial status in a case of “looting public money through fake vendor appointed by BDO Doda (Ghat) and against non provided building material” alleged by one RTI crusader and scanner Sajad Khokhar.

He blamed that a fraud payment of multi million is being done against fake vendor (said vendor is also a Govt. Employee in NYC), in several Panchayats of Block Doda – Ghat (Birshalla, Haanch, Dhara A, Dashnaan, etc.) The present VLW acomodate vendor (material supplier) against non existent works, unearthed works and without providing building materials of more than 150 Lakhs.

More than 5 crore rupees are expected to be drawn in the name of fake vendors appointed by RDD Department Doda against non providing of buildings Materials through Block Development Officers (Dali-Udyanpur, Bhagwah, Marmat, Khellani, Gundna and Bhalla) .

He also blamed that BDO Doda – Ghat have made double payment against IHHL schemes and also accomodate some blue eyed colleague / officers by constructing Community Sanitary Complex (CSC) in their houses violating all the laws.

Now a days another style of looting public funds adopted by BDO Marmat and BDO Gundna is that they started a business of manufacturing readymade Tin Toilet which hardly costs 2500/= and provides under scheme IHHL to the house holds BDO also takes no objection affidavits from illetrate house holds to protect themselves from any objection, this all illegal exercise is an offence and violation of laws. BDO Gundna and Marmat have appointed a vendor and all payment is drawn in his account.

How pity that all officers including those who’s cases of dishonesty, frauds and looting public funds are under trials are being awarded by tropies and promotions.

CJM Kishtwar awarded 2 ½ years imprisonment to MGNREGA Cheater cm RTI activist

Kishtwar Nov 30: The Chief Judicial Magistrate Kishtwar , Balbir Lal Jaswal today convicted one Sanjay Kumar Son of Som Nath resident of Keshwan Kishtwar for the offences under section 420/417 RPC, and awarded 2 years imprisonment and fine of Rs. 2000/- under section 420 RPC , while 6 months imprisonment and fine of Rs. 2000 under section 417 RPC for committing cheating by duping MGNREGA job card holders.
As per the details available with “Early Times”, the matrix of the prosecution story which set the judicial mechanism into motion is that the pass books and job cards of the complainants was forcibly taken by the accused Sanjay Kumar and Raj Kumar Son Mohan Lal also residents of Keshwan and thereby have withdrawn money from their bank accounts,thus prayed for the registration of an FIR against these persons was registered under FIR No. 42/2013 P/S Kishtwar U/S 419/420/382/506 RPC at initial stage and the investigation of the case was handed over to I/C PP Thakrie ASI Javed Manhas.
During the course of investigation the I/O visited the spot and prepared the site map of occurrence, recorded the statement of witnesses in terms of section 161/162 Cr.PC.The I/O also obtained necessary records from the concerned BDO and prepared seizure memo of the record seized in this respect.

with the permission of Dy. SP HQ also obtained Account summery of the bank accounts of the victims from the Jammu and Kashmir Bank Branch Sangrambhatta Kishtwar.
During the course of investigation, it was emerged that the accused Sanjay Kumar has forcibly taken pass books and job cards of 8 victims and have managed to withdraw Rs 95725/- from their respective accounts. The accused Sanjay Kumar also threaten the victims to eliminate them, thus commission of offences u/s 420/417/506/201 RPC was established against the accused Sanjay Kumar and offences u/s 382/419 RPC was not established and thus dropped accordingly. The chargesheet was presented before the court for judicial determination on dated 11.06.2013. The charges were framed in terms of sec.420/417/506/201 RPC was framed against accused. The charges were readover to the accused and explained to him. The accused plead not to be guilty and claimed to be tried. The prosecution was directed to lead the evidence. In first the prosecution has produced as many as 16 prosecution witnesses out of 22 cited in the calendar of challan and after two years and five months trial , the Chief Judicial Magistrate in 60 page judgment referred several verdicts of Apex Court and various High courts and arrived on firm conclusion and held the Sanjay Kumar S/O Som Nath R/O Keshwan Kishtwar found guilty and offences under section 417/420 RPC with the verdict
“Taking in consideration all the facts and circumstances of the case,the accused is convicted for the commission of the offence u/s 417 RPCfor the terms of six months simple imprisonment and fine of Rs.2000/-. In default of payment of fine he shall further undergo the simple imprisonment of one month” read the judgement.
Both sentences awarded u/s 417 and 420 RPC shall run concurrently”. Mansoor Ahmad Sheikh Sr. P.O Kishtwar argued on behalf of the state, whereas the accused was represented by his counsel.
It is pertinent to mention that since the MGNREGA was introduced by the Government of India , for extending 100 days employment to each and every job card holders for ensuring the development of area as well as provide the two times meal to the needy people residing in rural area most of whom are illiterate , but some vested interested took the benefit of their adversities and illiteracy , depriving them from their legitimate earned money which reflects from today’s conviction of Sanjay Kumar.This is first ever convection in District Kishtwar , where MGNREGA cheater who also happened to be the RTI activist has been convicted , and will defiantly save the poor job card holders from being cheated through the hands of cheaters in future.

Expelled Charak demands reconstitution of PCC, immediate removal of GA Mir

SRINAGAR, July 29: Demanding the immediate removal of Jammu & Kashmir Pradesh Congress Committee (J&K PCC) President, Ghulam Ahmad Mir expelled Congress leader Gulchain Singh Charak, today said that corrupt, inexperienced and unpopular Congress leaders should be removed from the Pradesh Congress Committee (PCC).
Addressing a press conference here today, Charak who is a former minister said that he has on July 10 written to Congress President Sonia Gandhi that the newly formed J&K PCC should be immediately disbanded. He said that otherwise his letter should be treated his resignation from the party membership.
"I have already written to Congress President that the recently formed J&K PCC should be reconstituted so that corrupt, inexperienced and unpopular Congress leaders are dropped from the Committee. I have categorically told Sonia Ji that newly formed J&K PCC team including its president Ghulam Ahmad Mir is inexperienced. It should be reconstituted. Otherwise his letter should be treated as his resignation from the party's basic membership," he said.
Alleging that most of the newly appointed members are involved in serious charges of corruption and other scandals Charak said their selection in J&K PCC has sent a wrong signal to grass root Congress workers of the state.
"If we have to save the Congress party in Jammu and Kashmir, then Sonia Ji has to take this decision and should include only those leaders in J&K PCC which would uplift the moral of Congress men in the state," he said.
Charak also said that most of newly appointed members have no public faith and Congress President has been misled by some leaders within the party while electing the new JKPCC team. He said if the corrective action is not taken then it would be disastrous for the Congress party in the days to come.
"The Congress has already performed very poorly in the last Parliament and Assembly elections. The need of the hour is to elect honest and dedicated leaders of the party. The leaders elected will further weaken the party," he said.
Charak said that despite being a part of the central working committee of Congress party, he was not consulted by any one while forming the new J&K PCC. He said that he is waiting for the response of Congress president and would then take his decision.
"Instead, I came to know from the media reports that I have been suspended from the party. I have not done anything against party interests that would lead to my expulsion from the party. I swiftly, wrote a letter to Congress president to probe his suspension and immediately disband the J&K PCC which is misleading high command also," said Charak.

This passenger shed is constructed by BDO Ghat at (Pul Doda - Ghat) link road ... A private JE and a reputed Xen under govt. service surveyed it and told a maximum expenditure of ₹ 2,80,000/- But BDO Ghat have withdrawn ₹ 11,49,500/- for the construction of this Passenger shed.
This shed is constructed only with a criminal sense of looting govt. money...
