Centre Intensifies Battle Against Cybercrime With New Initiatives. In a significant move to combat the rising tide of cybercrime in India, the Ministry of Home Affairs has intensified efforts through the Indian Cyber Crime Coordination Centre (I4C) to ensure a coordinated and comprehensive approach in dealing with various forms of cyber threats across the country. The I4C, established by the Ministry, is at the forefront of this initiative and has implemented several measures to strengthen the capabilities of law enforcement agencies (LEAs) at both the central and state levels. Notable among these initiatives is the creation of seven Joint Cyber Coordination Teams (JCCTs) strategically placed in cybercrime hotspots like Mewat, Jamtara, Ahmedabad, Hyderabad, Chandigarh, Vishakhapatnam, and Guwahati. Workshops organised in major cities have facilitated the onboarding of states and union territories, enhancing coordination among LEAs. To provide timely assistance to investigating officers, the I4C has set up the state-of-the-art National Cyber Forensic Laboratory (Investigation) in New Delhi. This facility has already rendered services in around 8,840 cyber forensics, including mobile forensics, memory forensics, and CDR analysis, aiding state LEAs in the investigation of cybercrime cases. The National Cyber Crime Reporting Portal (https://cybercrime.gov.in) has been launched to enable the public to report all types of cybercrimes, with a particular focus on crimes against women and children. In a bid to support women and children, the Ministry of Home Affairs has allocated ₹122.24 crore under the 'Cyber Crime Prevention against Women and Children (CCPWC)' Scheme.

Review Meeting Held To Address Development Issues Of Assam . Assam Minister for Housing and Urban Affairs, Ashok Singhal, led a series of review meetings on Tuesday at Janata Bhavan to address some of the critical urban development issues for the state.Officials from the Department of Housing and Urban Affairs (DoHUA), Guwahati Municipal Corporation (GMC), Guwahati Metropolitan Development Authority (GMDA), Guwahati Jal Board, Directorate of Municipal Administration, and Assam Urban Water Supply and Sewerage Board attended the review meeting, which discussed on various issues. In the DoHUA meeting, topics included presenting progress to the Governor along with discussions on the Deeper Beel project, special assistance schemes, and updates on schemes under UIDF/AMRUT/Technical Cell DoHUA. The implementation of the Online Building Permission System and preparations for the upcoming Urban Planning Conclave were also highlighted. The GMC session featured a detailed review of the Kamakhya Water Supply Project, progress and action plans for Swachh Bharat Mission, insights into penal provisions for violations, updates on the development of the Harijan Colony, and the status of a market under construction. With GMDA officials, the minister had discussions on the final plans for the selected parks in Guwahati. The GMDA officials also appraised the minister on the standard operating procedures (SOP) for the Guwahati Master Plan, urban planning for North Guwahati, and deliberations on a cabinet memorandum proposing a halt to land transactions in the proposed Guwahati Master Plan Area. During the review meeting with the Guwahati Jal Board (GJB), crucial aspects of water management and supply were addressed. The discussions with GJB included an assessment of the progress made under all reservoirs and the 16 split packages, ensuring a comprehensive understanding of the current status. The GJB officials emphasized slope protection works for the North Guwahati Reservoir and the flushing status in the same area. Safety measures for reinforcing pipelines were also deliberated, addressing concerns regarding frequent pipe burst incidents. Additionally, the meeting touched upon the progress of the South West Guwahati Water Supply Project, highlighting the concerted efforts to enhance water infrastructure and ensure a sustainable and reliable water supply for the residents of Guwahati. In a joint meeting addressing traffic concerns in Guwahati City, Singhal collaborated with key stakeholders including the Commissioner of Police, the Commissioner of GMC, DCP Traffic, the Additional Managing Director of GSCL cm Managing Director of GUCL, the Commissioner of the Transport Department, and the District Transport Officer (DTO) of Kamrup (Metro).

Indian Mineral Production Records Over 11% Growth In September 2023: IBM Report. The Indian Bureau of Mines (IBM) has released the mineral production index for September 2023, showcasing a growth rate of 11.5% compared to the same period last year. The base year for the index is 2011-12, and the current value stands at 111.5, reflecting the sector's upward trajectory. According to provisional statistics provided by the Indian Bureau of Mines, the cumulative growth for the period of April to September 2023-24 registers at a substantial 8.7% over the corresponding period of the previous year. Several crucial minerals have exhibited notable positive growth rates during September 2023 compared to the same month in 2022. Manganese Ore leads the pack with an impressive growth rate of 51.5%, followed by Gold (22.8%), Iron Ore (17%), Coal (16%), and Limestone (13.7%). The production levels of significant minerals for September 2023 are as follows: Coal - 673 lakh tonne, Lignite - 29 lakh tonne, Natural Gas (utilised) - 2974 million cu. m., Petroleum (crude) - 24 lakh tonne, Bauxite - 1726 thousand tonne, Chromite - 117 thousand tonne, Copper Concentrate - 10 thousand tonne, Gold - 113 kg, Iron Ore - 195 lakh tonne, Lead Concentrate – 29,000 tonne, Manganese Ore – 247,000 tonne, Zinc Concentrate – 134,000 tonne, Limestone - 347 lakh tonne, Phosphorite – 88,000 tonne, and Magnesite – 9,000 tonne. Despite the overall positive trend, some minerals have shown a decrease in production. Petroleum (crude) experienced a marginal decline of 0.3%, while Lead Concentrate, Magnesite, and Phosphorite recorded negative growth rates of -3.0%, -3.7%, and -41.5%, respectively.

Successful Drill Operation Signals Breakthrough In Silkyara Tunnel, Trapped Workers Soon To Come Out. The rescue workers successfully drilled through the 60-meter stretch of rubble blocking the Silkyara tunnel, where 41 workers have been trapped for the past 16 days, as per reports.Bansi Dhar Tiwari, Chief of the State Government's Information Department, announced the completion of the drilling process a little after 1:30 PM today. Subsequently, Uttarakhand Chief Minister Pushkar Singh Dhami confirmed taking to social media that the escape pipe had been laid into the drilled passage, expressing optimism that the trapped workers would soon be brought to safety. As per the practiced drill, each worker would lie down on a wheeled stretcher, pulled outside by rescue workers using ropes. This process was estimated to take about two or three hours. Anticipation built up at the disaster site along the Char Dham route before the news broke, with ambulances lined up at the tunnel's mouth to swiftly transport the rescued workers to a community health center, as p[er reports. Lieutenant General (Retd.) Syed Ata Hasnain, Member, NDMA, while talking to media said, "Chinook helicopter is present at Chinyalisaur airstrip. The last time to fly the Chinook helicopter is 4:30 PM. We will not fly it during the night. Since there is a delay, the workers will be brought the next morning." He further said, “30-bed facility is ready in the District Hospital and 10-bed facility is also ready at the site. Chinook can fly in the night but the weather is not favourable for it and there is no urgency as such. If there is urgency, workers can be brought to Rishikesh in 1 or 2 ambulances." "All safety precautions will be implemented. No premature announcements are to be made, it will be against all principles. We also have to take care of the safety and security of people who are rescuing the workers. We are not in any hurry," Hasnain further stated. At 5:18 PM, 58 metres had been drilled and the sounds of drilling and digging were being heard on the other side. It is the last mile of the operation where the miners have gone in along with the Army, NDRF and other agencies. As per experts, it might take the entire night to complete the operation.

In response to this, Guwahati Municipal Corporation (GMC) has decided to establish 120 new street vending zones across the city. This development comes after proposals were submitted by ward councillors and will be discussed further in a meeting scheduled for November 29 with the Zonal Vending Committee. Speaking to GPlus, a senior official from GMC said "We will convene a meeting on November 29 with the Zonal Vending Committee to deliberate on the establishment of 60 vending zones in each ward. Indian Army And BRO Complete Bailey Bridge To Restore Connectivity In Lachen. Troops from Trishakti Corps of the Indian Army, with assistance from the Border Roads Organisation (BRO), have successfully completed the construction of a crucial Bailey bridge over Zeema Chu at Zeema, Sikkim. This bridge now reconnects the entire northern side of Lachen, which had been severed since the night of October 3, 2023 during the Sikkim flood. The completion of the bridge is expected to facilitate the seamless movement of vehicles and the provision of relief materials to the vital town of Lachen. The 100-feet Bailey bridge was erected over Zeema Chu, which bore the initial impact of the Glacial Lake Outburst Flood (GLOF). The construction process, carried out by the Trishakti Sappers and BRO, involved the initial construction of abutments followed by the bridge construction. The entire operation spanned approximately three days, with round-the-clock efforts from the engineer troops of the Trishakti Corps and BRO, deploying heavy Earth Moving plants. The completion of the Bailey bridge marks a crucial step in restoring connectivity to Lachen, addressing the challenges posed by the disruption caused by the GLOF.

Elephant Attacks Claim Lives Of Two In Separate Incidents In Assam
A minor girl and a woman lost their lives in separate incidents of attacks by wild elephants in Assam in Tinusikia and Goalpara on November 27, as per reports. The first incident reportedly occurred in Doom Dooma, Tinsukia district, where a 12-year-old girl named Lakhi Priya Patar lost her life in an elephant attack. According to reports, Lakhi Priya Patar, a resident of No. 4 Line in the Bordubi area, was returning home after attending a religious ceremony near her house when the incident took place. She was trampled to death by a herd of wild elephants that unexpectedly appeared before her. The incident has led to heightened tensions in the area, with locals alleging negligence on the part of forest officials, contributing to the event, as per reports. In a separate incident in Goalpara's Tengabari area, another woman fell victim to a wild elephant attack. The deceased has been identified as Saharbhanu Nessa. The body of the deceased has been taken in for further investigation. According to forest officials, a herd of elephants has been visiting the area frequently in search of food for the past few days.

Jorabat To Get Another Three-Lane One-Way Flyover.
To improve the connectivity and decongest the traffic at the Jorabat junction, a three-lane flyover (grade separator) will be constructed which will be aligned over the existing flyover. A source in the National Highway Authority of India (NHAI) talking to GPlus said, “The flyover or grade separator is a part of the Ring Road project and it will take off from Assam police outpost at Jorabat and land at NH 6 connecting Shillong Road.” The source further said that the length of the flyover will be approximately 1 kilometre. It needs to be mentioned that grade separation is a method of aligning a junction of two or more surface transport axes at different heights (grades) so that they will not disrupt the traffic flow on other transit routes when they cross each other. The vehicles plying towards Shillong from Guwahati will take the flyover and the vehicles coming from Shillong side will stick to the same present route. The flyover will decongest the traffic and vehicles going towards Shillong will not have to wait under the present flyover. The DPR for the development of the stretch from Basistha to Jorabat is prepared by Feedback Infra Pvt Ltd, and the design of the flyover is part of the same project. The work of the Ring Road will start before the Lok Sabha elections in 2024, and it has an estimated completion time of 3 years. So, the work of the flyover at Jorabat will also start simultaneously, said the source. It is seen that the area below the present flyover at Jorabat remains water-logged during the rainy season and another flyover at the same junction may further affect the situation, said many locals. Talking about the issue, the NHAI source said that the development project of the stretch will also develop the drainage system of the area to resolve the water logging issue. The total length of the ring road is 120 kilometres and the budget of the entire project is ₹6100 crore. The flyover at Jorabat is covered under the same budget, said the source.

NFR Extends Special Train Services Between Agartala And Secunderabad Via Assam.In response to the heightened demand for rail travel, the Northeast Frontier (NF) Railway has announced the continuation of its special train service connecting Agartala and Secunderabad in both directions. The decision aims to address the additional influx of passengers and will maintain the existing schedule, including days of service, timings, stoppages, and composition. Special train no. 07030 (Secunderabad – Agartala) will persist in its operations every Monday, commencing from December 4, 2023, through January 29, 2024. The train will depart from Secunderabad at 16:35 hours on Mondays, reaching Agartala at 03:10 hours on Thursdays. Correspondingly, special train no. 07029 (Agartala – Secunderabad) will extend its services every Friday, from December 8, 2023, to February 2, 2024. Departing from Agartala at 06:20 hours on Fridays, it will arrive in Secunderabad at 16:15 hours on Sundays.
