In September 2020, Brazil made animal cruelty history when then-President Jair Bolsonaro signed Lei Sansão into law — jumping penalties for harming dogs and cats from a maximum of 1 year to 2-5 years in prison, plus fines and bans on owning pets.

The law is named after Sansão, a dog who lost both hind legs in a brutal abuse case in Minas Gerais that same year. Before this, Brazil's penalties were widely seen as too weak to actually deter animal abusers in a country with notoriously high rates of pet cruelty.

The signing ceremony itself became iconic — Bolsonaro posed with a dog right there as he made it official, creating one of the strongest companion animal protection laws in Latin America. Animal welfare advocates praised Lei Sansão even while criticizing other parts of his environmental record.

The law remains in force today, meaning Brazil now treats serious harm to dogs and cats as what it really is — a felony-level crime.
