COCOMI set to organise public convention on May 3 to mark 2 years of Manipur unrest

The Coordinating Committee on Manipur Integrity (COCOMI) is set to organise a public convention on May 3 at 11:30 a.m. at Khuman Lampak, Imphal, to mark the second anniversary of the outbreak of conflict in Manipur.
According to COCOMI, the convention is being convened to deliberate on the ongoing crisis and to adopt resolutions aimed at restoring peace and normalcy. As part of its preparation, the committee has been holding public mobilisation campaigns at various locations across the state over the past month. The campaigns have sought to raise awareness about the present situation and to gather public opinion on steps forward.

In a pivotal development regarding the legal matters of the All Manipur Bar Association (AMBA), the High Court of Manipur has today issued a formal notice in a contempt petition filed against the Registrar of Societies, Government of Manipur.
The petition was heard by the Justice Aribam Guneshwar Sharma, with Senior Advocate Khaidem Mani, supported by Advocate Meihoubam Rakesh, representing the petitioner, Oinam Bijoychandra Singh, a senior AMBA member and practicing advocate.
The contempt petition stems from allegations of willful non-compliance with a prior order passed by the High Court on March 13, 2025. The order directed the Registrar of Societies to complete an audit of AMBA’s financial records for the period from 2019 to 2025 and submit the audit report by April 10, 2025. The purpose of this audit was to ensure transparency and compliance in the financial management of AMBA and to facilitate the timely conduct of elections for its executive committee.

The proscribed Revolutionary People’s Front (RPF) has extended condolences over the death of one cadre each from the Kanglei Yawol Kanna Lup (KYKL) and the Kangleipak Communist Party (KCP), who were reportedly killed during a gunfight with Indian security forces and what the group termed as their “proxy army” on the night of April 25.
In a statement issued by RPF Assistant Publicity Secretary Bankim, it was stated that the encounter occurred around 10 p.m. in a yet-to-be-identified location. The deceased have been identified as Pathou 2nd Lieutenant Oinam Telheiba alias Landaba (36), son of O. Ranjit from Uchiwa Turel Wangma, affiliated with KYKL’s armed wing Meeyamgi Yaol Lanmee (MYL); and Lance Corporal Ahanthem Visan alias Kanglei (29), son of A. Kumarjit from Khurai Thoidingjam Leikai, who was serving under KCP’s armed wing Meeyamgi Fingang Lanmee (MFL).

The proscribed United National Liberation Front (UNLF) led by Koireng and its armed wing, the Manipur People’s Army (MPA), have expressed grief over the death of two cadres affiliated with KYKL and KCP during a reported encounter with Indian security forces and their allied units along the Indo-Myanmar border on the night of April 25.
In a statement issued by M. Shak-Hen, Secretary of Publicity, Central Committee of Koireng led UNLF, the outfit stated that the clash took place around 10:00 p.m. in a location near the Manipur-Myanmar border. The deceased were identified as Pathou 2nd Lieutenant Oinam Telheiba alias Laandaba (36), from Uchiwa Turel Wangma, serving under KYKL’s armed wing Meeyamgi Yawol Laanmee (MYL), and Comrade Lance Corporal Ahanthem Bishan alias Kanglei (29), from Khurai Thoidingjam Leikai, affiliated with KCP’s Meeyamgi Fingang Laanmee (MFL).

As Manipur marks two years since the outbreak of unrest on May 3, 2023, the state finds itself caught between remembrance and reckoning. The scars of the prolonged ethnic conflict, particularly between the Meitei and Kuki communities, remain fresh — marked by the displacement of thousands, lives lost, and communities fragmented. Yet amidst the sorrow, this anniversary brings with it a determined wave of civic engagement from both sides, a powerful sign that society is refusing to surrender to silence or despair.
Across the state, preparations are underway by civil society organisations (CSOs) to observe the day in various forms. The Coordinating Committee on Manipur Integrity (COCOMI), is organising a mass public convention in Imphal, calling for collective introspection and national attention to the unresolved crisis. In the hill districts, Kuki CSOs are preparing community vigils, memorial services, and advocacy events to honour the departed and highlight the ongoing insecurity in their regions.

MSCW visits Manipur Central Jail to assess women inmates’ welfare

The Manipur State Commission for Women (MSCW) today conducted a visit to the Manipur Central Jail, Old Lambulane, Imphal, as part of its ongoing efforts to ensure the rights and welfare of women across the state.
The Manipur Central Jail currently houses 26 inmates while the Women Foreigners Detention Centre accommodates 23 inmates.
During the visit, Thumlip Tiningpham Monsang, Chairperson of MSCW, stated that women inmates, like all individuals, are entitled to basic human rights and dignity. She said that the purpose of the visit was to assess the living conditions of women in the jail and to listen to their concerns firsthand.

The Tribal Youth Council Manipur (TYCM), General Headquarters, has submitted a representation to the Chief Secretary of Manipur, urging the State Government to transfer all civil works under non-engineering and technical departments in the hill and tribal areas of the state to the Manipur Tribal Development Corporation Ltd. (MTDC).
In the representation submitted on April 28, the TYCM expressed concern that most development infrastructure projects in hill districts—undertaken by departments such as Health, Veterinary & Animal Husbandry, Sericulture, Horticulture, Tourism, and others—were being executed through the Manipur Development Society (MDS) instead of the MTDC.

These documents, dated February 7, 2025, and March 26, 2025, respectively, were purportedly related to appointments for regular posts such as Supervisor-1, MTS-5, FA-2, LDC-1, and Accountant-1 in the Manipur Legislative Assembly Secretariat. The documents were published as a news item in the Hueiyen Lanpao News Daily on April 27, 2025.
