Itanagar, July 20, 2025 โ The All Arunachal Pradesh Workersโ Union (AAPWU), affiliated with the Bharatiya Mazdoor Sangh (BMS), submitted a strong five-point memorandum to the Honโble Chief Minister of Arunachal Pradesh, pressing for immediate redressal of long-pending issues affecting thousands of casual and contingency workers across the state.
Led by the state executive body, AAPWU emphasized the urgent need to protect the rights and dignity of workers, many of whom have served the state tirelessly for over 15 years without job regularization, proper retirement benefits, or promotion opportunities.
Key Demands Raised by AAPWU:
Scrapping of Limited Departmental Exam by APSSB for Certain Posts
AAPWU demanded cancellation of the Limited Departmental Examination (LDE) being conducted by the Arunachal Pradesh Staff Selection Board (APSSB) for LDC, DEO, Handyman, and Driver posts. The Union criticized the examโs unrealistic criteria, which include general awareness, reasoning, and English comprehensionโskills that many long-serving workers, especially those with 12+ years of continuous departmental service, may not possess due to lack of formal training opportunities.
Instead, they urged the government to revert to promotion through the Departmental Promotion Committee (DPC), in line with existing government notifications (Memo No. AR-54/2016 dated July 8, 2016).
Creation of C-I & C-II Posts and Regularization of Long-Serving Staff
Highlighting the acute manpower shortage across newly created districts, circles, and sub-divisions, AAPWU appealed for the creation of sanctioned Class-I and Class-II posts in all departments.
They also demanded immediate regularization of casual and contingency workers who have completed over 15 years of continuous service, many of whom are still working without any formal job security.
One-Time Regularization of W/C Adhoc and W/C (T) Employees
The Union called for a one-time regularization drive for Work-Charged (W/C) Adhoc and Temporary employees who have been serving in sanctioned posts for 6 to 10 years or more, yet are still denied regular appointments. The Union condemned the prolonged delays and uncertainty faced by these workers, despite their proven service.
Immediate Disbursal of Retirement Benefits or Extension of Service Tenure
Referring to the state governmentโs March 11, 2025 announcement of the โArunachal Karmayogi Samman Nidhiโโa scheme offering Rs. 3 lakh to eligible retireesโAAPWU demanded the release of retirement benefits for all retiring workers, including those who may not have completed 20 years but have reached the age of 60.
Alternatively, the Union recommended that such workers be allowed to continue their service until their retirement dues are settled.
Upgrade Muster Roll Workers to Casual/Contingency Posts Based on Vacancy
Lastly, AAPWU demanded a structured upgrade of Muster Roll workers to full-fledged Casual/Contingency status in all departments, wherever vacancies exist. This, they stressed, would not only ensure fair wages and benefits but also acknowledge the consistent contributions of such staff over the years.

In its submission, AAPWU reiterated that the stateโs workforceโespecially casual and contingency workersโhas kept departments functioning in the most challenging conditions and deserves formal recognition, security, and dignity.
The Union called upon the Chief Minister to personally intervene and prioritize the demands of thousands of affected workers, warning that continued delay may lead to unrest and a breakdown in essential services.
The ball is now in the state government's court, and all eyes are on how it responds to this call for justice and reform.
