Heated Exchange in Assembly as BJP MLA Tells Tarigami ‘Don’t Lecture the House’.

Srinagar, Oct 23: The opening day of the Jammu and Kashmir Assembly session on Thursday witnessed a sharp exchange between Bharatiya Janata Party legislator Sham Lal Sharma and CPI(M) leader Mohammad Yousuf Tarigami after the latter made remarks linking the state’s past political developments to the present.

The incident occurred during the condolence proceedings when the House was paying tributes to deceased political leaders. While delivering his address, Tarigami recalled certain historical and political developments, including the division of Jammu and Kashmir, and stressed the need for constructive criticism even on solemn occasions.

“The Assembly should be a forum where truth and reflection are never silenced. Even during condolence references, there must be space for constructive dialogue and critical thought,” Tarigami said, in a calm but pointed tone.

His remarks, however, did not sit well with BJP MLA Sham Lal Sharma, who immediately rose from his seat to object. “You are setting a wrong precedent. This is a condolence motion, not a lecture on history,” Sharma retorted. “You are a good speaker, but this is neither the time nor the place for political debate. Instead of paying homage, you are turning this into a discussion on ideology,” he added.

The brief exchange drew attention from several members as murmurs spread across the House. The Speaker intervened soon after, urging both sides to maintain the sanctity of the session and focus on paying tributes to those who had passed away. Agencies

Centre sanctions Rs 292 crore for 36 Baramulla road projects: AIP.

Srinagar, Oct 21: Chief Spokesperson of the Awami Itihaad Party (AIP), Inam Un Nabi, has welcomed the announcement by Union Minister for Rural Development and Agriculture & Farmers Welfare, Shivraj Singh Chouhan, regarding the approval of 36 road projects under PMGSY-IV Batch-I (2025–26) for the Baramulla Parliamentary Constituency.

In a letter addressed to incarcerated MP from Baramulla, Engineer Rashid, the Union Minister informed that the approved projects would cover 136.69 kilometres of road network at an estimated cost of ?292.33 crore, providing connectivity to 41 habitations across the constituency.

Terming the development “a reflection of Engineer Rashid’s vision for equitable rural growth,” Inam Un Nabi said the MP’s “commitment to people’s welfare continues to inspire progress in North Kashmir despite his incarceration.”

He expressed gratitude to Union Minister Shivraj Singh Chouhan for approving the projects and said the move would enhance rural connectivity, strengthen local economies, and improve livelihoods across the region.

Inam urged the Jammu and Kashmir administration to ensure timely and transparent ex*****on of the sanctioned works so that the benefits reach the people without delay.

TRAFFIC POLICE HEADQUARTERS, J&K, JAMMU/SRINAGAR

TRAFFIC PLAN & ADVISORY FOR 22-10-2025:-
NH-44 (NHW)

There was slow movement observed on NH-44 due to single lane traffic at Balinalla, Dewal, Nashri-Dalwas and between Marog and Kishtwari Pather, in addition to the breakdown of 04 HMVs and movement of 08 nomadic flocks between Marog and Kishtwari Pather.

Goods carrier (HMV/LMV) Operators carrying fresh perishable/live stock are advised to load their vehicle as per advisory issued by Traffic Police Headquarters time to time as there is single lane traffic and poor condition of road at Balinalla, Dewal, Nashri-Dalwas and between Marog & Kishtwari Pather, also heavy movement of nomadic flocks on NH-44.

Commuters are advised to follow lane discipline; overtaking, wrong lane driving will cause congestion. Avoid travel on NH-44, if not necessary, in view of heavy movement of nomadic herds.

Subject to fair weather and better road conditions, LMVs Passenger/Private Cars shall be allowed from both sides on Jammu-Srinagar NHW (NH-44) viz from Jammu towards Srinagar and vice-versa. However, HMVs shall be allowed on alternate days. TCU Jammu/Srinagar shall liaise with TCU Ramban before releasing this traffic.

CUT OFF TIMINGS FOR LMVs/PASSENGER/PRIVATE CARs: -
To be released from: -
• Nagrota (Jammu) towards Srinagar: from 0800 hrs. to 1100 hrs &
• Qazigund towards Jammu: from 0700 hrs to 1000 hrs.
TCU Jammu and TCU Srinagar will inform all concerned about the traffic advisory and cut off timings. No vehicle shall be allowed to move before and after cut off timings.

LMVs going towards Distt. Doda, Kishtwar and Ramban from Jammu shall be allowed from Nagrota (Jammu) between 0800 hrs 1100 hrs. However, LMVs coming from Distt. Doda, Kishtwar and Ramban towards Jammu will be permitted to move but these vehicles must cross the Nashri Tunnel before 1200 hrs.

HMVs/Load Carriers:-
Subject to fair weather and better road conditions, HMVs shall be allowed from Jammu towards Srinagar. These vehicles shall be regulated from Jakheni (Udhampur) towards Srinagar after assessing the road and traffic situation on NH-44 . TCU Srinagar shall coordinate with TCU Ramban regarding the movement of HMVs.

SFs Convoy Movement:-
Security Forces are advised/requested not to ply against advisory/traffic plan in view of possible traffic congestion because of narrow carriage way at Balinallah, Dewal, Nashri-Dalwas and between Marog and Kishtwar Pathar on Jammu-Srinagar NHW. Tomorrow they may ply from Jammu towards Srinagar after confirming the status of NHW from TCU Ramban.

Kishtwar- Sinthan- Anantnag NH-244:-
Subject to fair weather and good road condition, after getting green signal from NHIDCL, only LMVs shall be allowed from both sides viz from Anantnag towards Kishtwar and vice- versa on Kishtwar-Sinthan-Anantnag road. These vehicles shall be allowed from PP Parana towards Anantnag from 0800 hrs to 1500 hrs and from PP Daksum towards Kishtwar from 0900 hrs to 1500 hrs as per order issued by SDM Chhatroo vide No. SDM/C/2025-26/530-37 dated 15-09-2025 and SDM Kokernag vide No. SDM/KNG/665-71 dated 16-05-2025.

SSG ROAD
Subject to fair weather and good road condition, (after getting green signal from the BRO) traffic movement shall be allowed on regulated manner on Srinagar-Sonamarg-Gumari road. LMVs followed by HMVs shall be allowed from Minamarg towards Srinagar at 0500 hrs to 1000 hrs. Similarly, LMVs followed by HMVs shall be allowed from Sonamarg towards Kargil at 1130 hrs to 1730 hrs. No vehicle shall be allowed after cut off timing.
SFs Convoy, plying from Srinagar to Kargil and vice versa shall plan their movement in such a manner so that Civil Traffic (both UP and DOWN) don't get disturbed.

Mughal Road:-
Subject to fair weather and good road condition, after getting green signal from Road maintenance agencies (GREF). LMVs Passenger/Private Cars shall be allowed from both sides viz Jammu towards Srinagar and vice versa via Poonch. These vehicles shall be allowed from Behramgala (Baffliaz) between 0600 hrs to 1730 hrs and from Herpora (shopian) between 0600 hrs and 1700 hrs as per advisory issued by District Magistrate Poonch vide No. DMP/J/9291-9318 dated 31-08-2025. However, HMVs six tyres only shall be allowed from Shopian towards Poonch. No HMV will be allowed from Poonch towards Mughal road . TCU Jammu and TCU Srinagar will inform all concerned about the traffic advisory and cut off timings.
