Department of Drugs and Food Control Kishtwar Seizes Schedule H1 Drugs Worth ₹1.17 Lakh; Intensifies Crackdown Under Nasha Mukt J&K Abhiyan

Under the directions of District Magistrate (DM) Kishtwar, Shri Pankaj Kumar Sharma (JKAS), the Department of Drugs and Food Control, Kishtwar, led by Drugs Control Officer Kishtwar, Sh. Munish Gupta, has initiated comprehensive legal and regulatory action following the recovery of substantial quantities of Schedule H1 drugs from two suspects apprehended by District Police Kishtwar.
The action forms part of the District Administration's Zero Drug Tolerance Policy under the ongoing 100-Day Nasha Mukt Jammu & Kashmir Abhiyan, launched by the Hon'ble Lieutenant Governor of Jammu and Kashmir on April 11, 2026.
Acting on information received from the Senior Superintendent of Police, Kishtwar, the Drugs and Food Control Department Kishtwar, conducted a detailed investigation into the recovery of substantial quantities of Tapentadol- and Pregabalin-based formulations from Adnana Ali S/o Amjad Ali Mir, resident of Malipeth, Kishtwar, and Mohsin Sarwar S/o Sajjad Hussain Mir, resident of Link Road, Kishtwar. These medicines fall under Schedule H1 of the Drugs and Cosmetics Rules and are regulated due to their habit-forming potential.
The Drugs and Food Control Department has seized Schedule H1 drugs worth approximately ₹1,17,700 and initiated legal proceedings in accordance with the provisions of the Drugs and Cosmetics Act, 1940.
In exercise of the powers conferred under Section 22 of the Drugs and Cosmetics Act, 1940, the recovered drug stocks have been formally seized through prescribed legal procedures and placed under regulatory scrutiny. Necessary applications have also been moved before the competent court for custody and safe preservation of the seized drugs pending further investigation.
Notices under the relevant provisions of the Drugs and Cosmetics Act, 1940, have been issued to the individuals concerned, seeking details regarding the procurement, purchase, sale, and distribution of the recovered drug formulations. Simultaneously, notices have also been served upon the pharmaceutical companies and marketing firms associated with the seized products to ascertain the complete supply chain and distribution network.
Preliminary investigations have revealed procurement links involving certain pharmaceutical establishments within the Union Territory of Jammu and Kashmir.
Consequently, strict regulatory measures have been undertaken, including the cancellation of the retail drug sale licence of M/s Iyana Pharmacy, Bhaderwah, Doda; suspension of operations of M/s Tawi Enterprises, Bhatindi, Jammu, along with seizure of drug stocks and issuance of a Show Cause Notice; investigation into the suspected use of forged or fake licences in connection with the procurement of regulated drugs by a Srinagar-based entity; and disallowing the operations of M/s Hidayat Medicate, Kishtwar, pending investigation into allegations of unethical trade practices involving the procurement of habit-forming drugs through suppliers located outside the Union Territory using online channels. A Show Cause Notice has also been served upon the firm.
The Department of Drugs and Food Control, Kishtwar, is coordinating closely with the District Police Department, law enforcement agencies, and field regulatory officers across the district to identify all persons and entities involved in the illegal procurement, distribution, and sale of regulated pharmaceutical products.
The Deputy Commissioner, Kishtwar, has urged the general public to remain vigilant and report any suspicious activities related to drugs. He emphasized that public cooperation is essential for making Kishtwar drug-free and ensuring the removal of the menace of drugs from the district. Any individual or firm found violating the provisions under the Drugs and Cosmetic Act 1940, shall face stringent legal and regulatory action, he added.
The District Administration reiterates its commitment to safeguarding public health and ensuring strict enforcement of the Drugs and Cosmetics Act, 1940.
