JKNC Handwara extends heartfelt gratitude to Hon'ble Chief Minister Omar Abdullah Sahib, Hon'ble Health Minister Sakina Itoo Sahiba, and Chowdry Mohammad Ramzan Sahib for a series of transformative healthcare initiatives in Handwara constituency.
• A state-of-the-art MRI unit worth ₹30 crores is set to be established at GMC Handwara by 2026. Additionally, a 130-slice CT Scan machine worth 212 crores has already been procured and is currently under installation.
•Dialysis Units worth crores has been sanctioned for District Hospital Handwara and CHC zachaldara, addressing a long-pending demand of the people
•Construction of new laboratories worth crores has been approved at CHC Zachaldara, CHC Kukroosa and CHC Behnipora, boosting essential medical testing services.Each lab at CHC Zachaldara, Kukroosa, and Behnipora has been allotted ₹60 lakhs for civil works and ₹40 lakhs for equipment, with a total budget of ₹3 crores for allthree.
Initiating the land identification for NTPHC Cheerkote Punzwa and the implementation of the cabinet decision for the construction of NTPHC at Cheerkote Punzwa.
Also thankful for the approval of several new Sub-Health centres in the tribal belts of Drugmulla ,Ramhalland Rajwar areas of Handwara constituency. These landmark decisions are not just administrative steps-they are a bold reflection of genuine leadership and long-term vision. This is what meaningful governance looks like, delivering where it truly matters.

Very unfortunate that my 42-minute-long interview was reduced to just 22 minutes and withheld for nearly five days.
This kind of brazen act by a so-called journalist is nothing short of a mockery of journalism. One wonders whether this was done at someone’s behest or because certain points made him uncomfortable.
However, due to the intervention of a few individuals, it was finally published.

Like many of my colleagues,I have been unjustly placed under house arrest, confined to my home without explanation or legal basis. My party workers were stopped at multiple checkpoints, blocked and dispersed to prevent them from reaching Mazar-e-Shuhadaa in Handwara. These heavy-handed and authoritarian tactics have nothing to do with public safety , they are a blatant assault on civil liberties and democratic values.

Every entry point into Handwara was sealed, placing the town under an undeclared lockdown. Access to Mazar-e-Shuhadaa and Chowdry Manzil was deliberately cut off, with massive deployment of police and CRPF forces, all to prevent peaceful citizens from offering Fatiha to the martyrs of July 13, 1931.
Handwara is one of only four sacred places in Jammu & Kashmir where these brave souls laid down their lives, resisting tyranny, injustice and autocracy. They didn’t just die,they built the foundation of democracy, equality and people’s dignity in this region. To stop the people from honouring them is not only undemocratic, it is morally bankrupt and shameful.

We had formally requested permission two days in advance for the program. Yet there was complete silence from the authorities. And today, instead of cooperation, we were met with barricades and house arrests. This isn’t about law and order, it is a coordinated effort to prevent homage, to deny the people of Jammu & Kashmir the right to honour those who laid down their lives for justice, democracy and dignity.

As per the section 25 of the Negotiable Instruments Act, 1881, every State or Union Territory has the power to declare days of public observance, including holidays and commemorative events. Yet, here in J&K, the memory of those who fought for democracy is being actively erased,censored and dishonoured.

No force, no barricade, no repression will succeed in silencing the memory of our martyrs. Their blood runs in the conscience of this land. Their sacrifice is eternal. And their legacy will continue to inspire resistance against injustice for generations to come.

یوتھ نیشنل کانفرنس ہندوارہ کا بیان.
یوتھ نیشنل کانفرنس ہندوارہ حال ہی میں ایم ایل اے ہندوارہ کی جانب سے ہندوارہ انتظامیہ کے ساتھ منعقدہ جائزہ میٹنگ کی شدید تحفظات کا اظہار کرتی ہے, اس میٹنگ میں پیپلز کانفرنس کے متنازعہ رہنما عاشق حسین شیخ(ٹھیکیدار) کی موجودگی، نہایت افسوسناک اور غیرقابلِ قبول ہے۔ ایک ایسا شخص جس کا عوامی تاثر کرپشن، دھونس، اور سیاسی موقع پرستی سے جڑا ہوا ہو، اُس کا سرکاری اجلاس میں بیٹھنا انتظامی وقار کے ساتھ کھلا مذاق ہے۔ یہ میٹنگ ایک سرکاری و غیر جانبدارانہ اجلاس ہونا چاہیے تھا، جس میں ایسے متنازعہ شخص کو شامل کرنا نہ صرف غیر مناسب تھا بلکہ اس سے انتظامی نظام کی ساکھ کو ٹھیس پہنچی ہے۔
قابل ذکر ہے کہ حالیہ دنوں ضلع کپواڑہ میں وزیر صحت کی صدارت میں ایک اعلیٰ سطحی جائزہ میٹنگ منعقد ہوئی، جس میں ضلع کے مختلف ایم ایل ایز نے شرکت کی۔ تاہم ایم ایل اے ہندوارہ نے اس میٹنگ میں عاشق حسین شیخ کو ایم ایل اے ہندوارہ کی نمائندگی کے لیے بھیجا۔ تاہم، ڈپٹی کمشنر کپواڑہ نے نہ صرف اُسے فوراً اجلاس سے باہر نکالا بلکہ یہ واضح کر دیا کہ عوامی نمائندگی صرف اُنہی کو حاصل ہے جنہیں عوام نے ووٹ دے کر منتخب کیا ہو۔ یہ اقدام عاشق حسین شیخ کے لیے ایک واضح ذلت آمیز اور قابلِ مذمت لمحہ تھا، جس نے اُس کی حیثیت کو بے نقاب کر دیا۔ یہ ایک قابلِ ستائش قدم تھا جس سے سرکاری اجلاسوں کے تقدس کا تحفظ ہوا۔
ہندوارہ انتظامیہ میٹنگ میں پیپلز کانفرنس سے وابستہ کئی ایسے ٹھیکیدار اور کارکنان موجود تھے، جو سالہا سال سے علاقے میں لوٹ کھسوٹ، دھاندلی اور خوف و ہراس کا ماحول قائم کیے ہوئے ہیں۔ ایسے عناصر کا سرکاری پلیٹ فارم پر موجود ہونا نہ صرف عوام کی توہین ہے بلکہ صاف ظاہر کرتا ہے کہ سیاسی رسوخ کے ذریعے انتظامیہ پر اثراندازی کی کوششیں جاری ہیں۔
اس اجلاس میں درج ذیل پیپلز کانفرنس سے وابستہ افراد کی شرکت پر بھی گہری تشویش ہے:
• وسیم بانڈے (فارسٹ گارڈ)
• افتخار زارگر (منشی)
• محمد اشرف بانڈے (ٹاؤن صدر، پی سی)
• عاشق حسین آہنگر (چوتھی درجے کا ملازم، میونسپل کمیٹی ہندوارہ)
• عاشق حسین (ٹھیکیدار)

ایسے افراد کو انتظامی اجلاسوں میں بٹھانے کا مقصد صاف ہے — افسروں اور چھوٹے ملازمین پر رعب جماتے ہوئے اُن سے ناجائز کام لینا، جیسا کہ گزشتہ دس برسوں میں ہوتا رہا ہے۔ مگر اب وہ وقت گزر چکا ہے۔ ایسے ہتھکنڈے نہ تو قابلِ قبول ہیں، نہ ہی برداشت کیے جائیں گے۔
کسی متنازعہ شخص کو ایم ایل اے کے برابر بٹھا کر افسران کو ہدایات دلوانا ایک انتہائی افسوسناک اور نظام کی توہین کے مترادف عمل ہے۔ جبکہ ایمانداری سے کام کرنے والے سینیئر افسران کو نظر انداز کرنا سراسر زیادتی ہے۔
نیشنل کانفرنس شفاف، منصفانہ اور جوابدہ طرزِ حکمرانی پر یقین رکھتی ہے۔ ہم انتظامیہ پر بھرپور اعتماد کا اظہار کرتے ہیں اور افسروں سے اپیل کرتے ہیں کہ وہ کسی سیاسی دباؤ یا بیرونی مداخلت کے بغیر اپنی خدمات عوام کے لیے جاری رکھیں۔

ڈپٹی کمشنر کپواڑہ سے مؤدبانہ گزارش ہے کہ آئندہ صرف وہی افراد سرکاری اجلاسوں میں شامل ہوں جو عوام کے ووٹوں سے منتخب ہوئے ہوں۔ ایسے افراد جن پر سنگین الزامات ہوں اور جنہیں کوئی عوامی مینڈیٹ حاصل نہ ہو، ان کا کسی بھی انتظامی عمل میں شامل ہونا سراسر غلط ہے۔
ہم یہ بھی درخواست کرتے ہیں کہ آپ یہ یقینی بنائیں کہ افسران کسی ایسے شخص کے دباؤ میں ہرگز نہ آئیں جسے عوام نے منتخب نہیں کیا۔ انتظامیہ کو صرف منتخب عوامی نمائندوں اور عوام کے مفاد کے تحت ہی کام کرنا چاہیے، نہ کہ غیر متعلقہ اور متنازعہ افراد کے کہنے پر۔
