If Godavarman vs Union of India case verdict 1996 is taken as the precedent in the HCU Kancha Gachibowli case judgement, then the state government or HCU has no say in this, those 400 acres in Survey no 25 have to be declared as "forest" as per Forest Conservation Act 1980.
Based on its 'dictionary definition' - a large area with trees & undergrowth- regardless of ownership or legal status. The State Govt. must identify it as such through an expert committee, & neither the state nor HCU can unilaterally alter its use without Central Govt. approval.
If declared a forest, these lands would be protected from non-forest activities (like auctions or construction) unless explicitly permitted by the Centre, making them largely off-limits for now.
