*SAMBA POLICE SOLVED HIGHWAY PROJECT VIOLENT ATTACK AND LOOT CASE; SIX ACCUSED ARRESTED, STOLEN MATERIAL RECOVERED*

Samba, October 15, 2025: Continuing its decisive crackdown on anti-social elements indulging in violence and theft, Samba Police has successfully solved a major case of attack, loot and vandalism at a National Highway Construction site falling under the jurisdiction of Police Station Bari Brahmana.

On October 13, 2025, a written complaint was lodged by one Sudhir S/o Manphool, authorized representative of M/s Shivalaya Construction Limited, regarding a violent incident that occurred during the intervening night of October 12-13, 2025, at Chainage No. 506+000 near Village Sarore. According to the complaint, a mob of 10–15 unidentified individuals attacked the company’s project site around 12:15 AM, pelting stones and assaulting on-duty guards and workers with sticks and rods. The attackers damaged CCTV cameras, lighting systems, vehicles and other site infrastructure, including a Camper vehicle (Registration No. JK21K-1954), and also looted valuable construction materials.

Acting swiftly, a case under FIR No. 168/2025 was registered at Police Station Bari Brahmana under the relevant sections of the Bharatiya Nyaya Sanhita and investigation started.

During the course of investigation, main six (06) accused persons were apprehended for their involvement in the incident. The arrested individuals have been identified as Sadiq Ali S/o Teg Ali, Mushtaq Ahmed S/o Kasam Din, Gulab Din @ Gaya S/o Murid Ali, Mohd Farooq @ Bothu S/o Laiqat Ali, Bagh Hussain S/o Laiqat Ali (all residents of Sarore Adda, Bari Brahmana) and Mohd Shareef S/o Mohd Mirza R/o Phallan Mandal district Jammu, presently residing at Sarore Adda.

During sustained questioning, accused Mushtaq Ahmed, Gulab Din @ Gaya, Mohd Farooq @ Bothu, and Mohd Shareef confessed to their involvement in the crime and revealed the concealment locations of the stolen goods. Acting on their disclosure, Samba Police recovered a substantial quantity of stolen construction materials from the residence of Mohd Farooq @ Bothu. More recoveries were made based on disclosures by accused Mohd Sadiq and Bagh Hussain from a concealed site near Shamshan Ghat, Sarore Adda. Further investigation of the case is going on.

The prompt and coordinated action by the Police team led by SHO PS Bari Brahmana under the supervision of SDPO Bari Brahmana and under the overall supervision of SSP Samba, resulted in the swift arrest of accused persons and recovery of looted property within days of the incident.

Samba Police reaffirm its commitment to ensuring peace, law & order and to taking strict action against all elements attempting to disrupt public safety or property.

District Development Commissioner Samba Ayushi Sudan today reviewed the implementation and progress of Holistic Agriculture Development Programme (HADP) and Competitiveness Improvement of Agriculture and Allied Sectors Project in Jammu & Kashmir (JKCIP) in a District Level Committee (DLC) meeting held in the meeting Hall of the DC office complex.

The District Development Commissioner held detailed deliberations on the status of major projects under HADP and JKCIP. The Chair reviewed and discussed the list of feasible beneficiaries for the final Selection/approval of Agriculture and Allied Departments under Holistic Agriculture Development Programme & Competitiveness Improvement of Agriculture and Allied Sectors Project in Jammu & Kashmir (JKCIP) who had applied online on HADP & JKCIP portal. Total number of 137 beneficiaries has been approved under different programmes of Holistic Agriculture Development Programme (HADP) & 36 beneficiaries under JKCIP of Agriculture and Allied Departments

The District Development Commissioner Samba called upon all stakeholders for collaborative efforts towards fostering sustainable agriculture in Samba District. The meeting was attended by Additional District Development Commissioner Samba Champa Devi (JKAS), Assistant Commissioner Develepment Samba , General Manager DIC and other District Officers from various line departments.

DC Samba Reviews Functioning of Revenue Department; Emphasizes Transparency, Accountability and Citizen-Centric Governance

Samba, October 15:

Deputy Commissioner Samba, Ayushi Sudan, IAS, today convened a comprehensive review meeting of the Revenue Department at the DC Office Complex, Nandani Hills, to assess progress on key reform initiatives and strengthen service delivery mechanisms.

The meeting primarily focused on the removal of encroachments from Kahcharai and State land, the implementation of e-Office across all levels, and the digitization of land records to ensure transparency and ease of access for citizens.

DC Sudan underscored that good governance in the Revenue Department hinges on timely and technology-driven record management. She directed officers to expedite the digitization of Jamabandis and Mussavis under the Digital India Land Records Modernization Programme (DILRMP) and ensure issuance of land passbooks in a time-bound manner. Progress on mutation attestation, SVAMITVA scheme, and Conversion of Land Use (CLU) cases was also reviewed in detail.

The Deputy Commissioner highlighted the importance of providing efficient online public services under the Public Service Guarantee Act (PSGA) and urged all officers to ensure that public grievances received through the JK Samadhan portal are disposed of promptly and effectively.

Reviewing the progress of the e-Office initiative, she emphasized that the transition to digital file management should be completed at all levels to improve transparency, accountability, and inter-office coordination. She added that the use of digital platforms not only enhances efficiency but also reflects the administration’s commitment to responsive and citizen-centric governance.

DC Sudan directed field functionaries to maintain vigilance against land encroachments and to update records regularly to prevent unauthorized occupation of government land. She reiterated the district administration’s commitment to upholding transparency, efficiency, and accountability in all revenue-related functions.

The meeting was attended by Additional Deputy Commissioner Samba Jagdish Singh, Assistant Commissioner Revenue Ajay Bharti and Tehsildars of the district.

In view of the forthcoming Diwali festival and as per the directions of the Deputy Commissioner, Samba, Ms. Ayushi Sudan (IAS), a joint market inspection drive was carried out in Tehsil Ramgarh to ensure the availability of safe, hygienic, and quality food items for consumers during the festive season.
The drive was conducted under the joint supervision of Mr. Rahul Gupta, Assistant Director, Food Civil Supplies & Consumer Affairs, Samba, and the Tehsildar Ramgarh. The inspection team included the Naib Tehsildar Ramgarh,TSO Samba, Executive Officer, Municipal Committee Ramgarh, SHO Ramgarh, and Inspector, Food Safety Department, Ramgarh.
The team inspected sweet shops, eateries, vegetable vendors, and other retail establishments to check quality, hygiene, expiry dates, and price regulation. Shopkeepers were sensitized to maintain cleanliness, display rate lists prominently, and adhere strictly to food safety norms.
The exercise formed part of the district administration’s larger initiative to maintain consumer safety and fair trade practices during the festive period.

District Level Review Committee Meeting Assesses Banking Performance and Credit Deployment in Samba

**Samba, October 14, 2025** – A comprehensive meeting of the District Level Review Committee/District Consultative Committee (DLRC/DCC) to evaluate the banking sector’s performance for the quarter ended June 2025 was conducted today. The meeting, held at the Deputy Commissioner’s Office in Samba, witnessed detailed deliberations on critical banking parameters including deposits mobilization, credit deployment, and implementation of the Annual Credit Plan for the financial year 2025-26, alongside a thorough assessment of various Government Sponsored Schemes and Social Security initiatives.

The meeting was chaired by Ms. Ayushi Sudan, District Development Commissioner Samba, and convened by Subash Chander, Lead District Manager, Samba. The deliberations benefited from the participation of senior officials from Reserve Bank of India, NABARD, key line departments including Agriculture, Animal Husbandry, Sheep Husbandry, and Fisheries, along with District Coordinators from major banking institutions and representatives from various sponsoring government agencies. The forum provided a comprehensive platform for reviewing the district’s banking landscape and identifying strategies for enhanced credit pe*******on and financial inclusion.

Presenting the operational highlights, the Lead District Manager informed the committee that banks operating across Samba District have achieved aggregate deposits of Rs. 8,641.03 crores and advances of Rs. 5,022.70 crores as on June 30, 2025, resulting in a Credit-Deposit ratio of 58.13 percent. The district’s banking network has recorded credit disbursement of Rs. 915.79 crores against the Annual Credit Plan target of Rs. 2,580.44 crores, representing a 35 percent achievement during the first quarter and demonstrating steady progress toward annual targets.

The District Development Commissioner conducted an exhaustive review of Government Sponsored Schemes with particular emphasis on PMEGP, JKREGP, Kisan Credit Card, PMAY, NRLM, and NULM. Underscoring the imperatives of digital financial inclusion, the DDC emphasized achieving 100 percent digitalization of bank accounts across the district to facilitate seamless financial transactions. The Chair directed all sponsoring agencies and banking institutions to undertake extensive awareness campaigns to educate citizens about various self-employment schemes, encouraging eligible individuals to leverage these initiatives for creating sustainable livelihood opportunities and fostering entrepreneurial development within the district.

The District Development Commissioner issued specific directives to all banking institutions to expeditiously dispose of pending loan applications sponsored by various government departments, thereby eliminating procedural bottlenecks and accelerating credit delivery. Banks were instructed to substantially increase lending operations, particularly in Agriculture and Allied activities, MSME, Housing, and Education sectors, to achieve a healthier Credit-Deposit ratio. Special emphasis was placed on ensuring comprehensive coverage of all eligible beneficiaries under Social Security Schemes including PMSBY, PMJJBY, and APY, thereby strengthening the financial security framework for vulnerable sections of society and contributing to inclusive growth in Samba District.
