DC Samba Reviews Completion of Ongoing MGNREGA Works, Sets Two-Week Deadline for Verification Exercise

With the Government of India gearing up for the implementation of the proposed Viksit Bharat–G-RAM-G Act, 2025, the district administration Samba has intensified efforts to “clear the decks” by ensuring completion or rational closure of pending MGNREGA works in a transparent and time-bound manner.

In this regard, a meeting of the District Level Committee (DLC) constituted under the advisory issued by the Ministry of Rural Development (MoRD), Government of India vide dated February 24, 2026, was convened today under the chairpersonship of Deputy Commissioner Samba, Ayushi Sudan, IAS.

The advisory mandates States and UTs to undertake a focused drive for completion of feasible works and closure of non-feasible works after due verification, while placing “accountability and transparency at the heart of the process.” The advisory further stresses that priority must be accorded to completion of ongoing works before taking up new works and makes physical verification and documentation mandatory.

During the meeting, the Chairperson directed all committee members to undertake inspections strictly as per the prescribed mandate. She emphasized that every member of the committee shall inspect either 10 percent or 25 of the proposed works, whichever is lower, for post-review closure. She further instructed that site inspections must invariably involve at least one administrative and one technical member so as to verify eligibility in accordance with the State Financial Rules.

The committee members were also directed to capture geo-tagged photographs during inspections and upload the same on NREGASoft to ensure transparency, accountability and proper documentation. The Deputy Commissioner remarked that “facts on the ground must speak louder than files,” underscoring the importance of physical verification before closure of works.

Earlier, Assistant Commissioner Development Samba, Rafiq Ahmad Jaral, JKAS, apprised the committee through a detailed presentation that a total of 515 ongoing works are presently under review in the district, including works having zero expenditure, expenditure up to 30 percent, and those with expenditure above 30 percent. He informed that the feasibility of each work shall determine whether it is to be completed or closed as per the prescribed norms.

It was informed that the highest number of works, numbering 474, fall under Category-II (0–30% expenditure), which have been reported by the concerned Block Development Officers as non-feasible and recommended for closure. However, the committee observed that a second layer of scrutiny is essential to “leave no stone unturned” in maintaining transparency and accountability in the process.

The Deputy Commissioner directed all concerned officers to complete the entire verification and inspection exercise within a period of two weeks positively, for ensuring smooth transition and effective implementation of future rural livelihood initiatives.

2nd National Lok Adalat Held at Samba; 86 Cases Settled Amicably

SAMBA, MAY 09: Under the aegis of the National Legal Services Authority and in compliance with the directions of the J&K Legal Services Authority, the District Legal Services Authority Samba today successfully organized the 2nd National Lok Adalat, 2026 at District Court Complex Samba.

The National Lok Adalat was inaugurated by Sh. Ashwani Kumar Sharma, Chairman District Legal Services Authority Samba and Principal District & Sessions Judge Samba.

For the smooth conduct of the Lok Adalat proceedings, six benches were constituted for amicable settlement of cases.
Bench No. 1 comprised Sh. Ashwani Kumar Sharma along with Advocate Subash Singh Sambyal; Bench No. 2 comprised Sh. Arvind Sharma, Additional District & Sessions Judge Samba, along with Advocate Ganesh Sharma; Bench No. 3 comprised Ms. Smriti Sharma, Chief Judicial Magistrate Samba, along with Advocate Ajay Gupta; Bench No. 4 comprised Ms. Rashi Verma, Additional Special Mobile Magistrate Samba, along with Advocate Hitesh Sharma; Bench No. 5 comprised Ms. Ritika Jamwal, Munsiff Samba, along with Advocate Tania Pargal; while Bench No. 6 comprised Ms. Kritika Sethi, Additional Munsiff Samba, along with Advocate Rahul Sambyal.

Besides judicial benches, suitable benches were also constituted by the Deputy Commissioner Samba from the administrative side for taking up and disposing of compoundable matters pending before various administrative authorities through amicable settlement.
During the Lok Adalat, matters pertaining to MACT cases, land acquisition, traffic challans, Section 138 NI Act cases, criminal compoundable matters, civil cases and pre-litigation matters were taken up for settlement.

A total of 222 cases were taken up during the proceedings, out of which 86 cases were amicably settled, resulting in a settlement amount of Rs. 1,20,80,200/-.

DC Samba Reviews Progress under Mission YUVA

SAMBA, MAY 09: A review meeting regarding the progress and implementation of Mission YUVA in District Samba was today convened under the chairmanship of District Development Commissioner Samba, Ayushi Sudan, IAS.

The meeting was attended by ACR Samba Ajay Bharti, GM DIC Samba Gurpreet Singh, Assistant Director Employment Samba, Sub-Divisional Magistrate Vijaypur, District Programme Manager Samba, representatives of J&K Bank and J&K Grameen Bank, besides officers and officials associated with Mission YUVA including SBDUs and BHDs of the district.

During the meeting, the District Development Commissioner conducted a detailed review of various components of Mission YUVA including the number of applications received, sanctioned and disbursed cases, conduct of Hybrid Trainings, Enterprise Mentorship Programmes and output tracking mechanisms.

The DDC directed the General Manager DIC to identify and onboard more industries for enhancing the number of training batches. The Assistant Director Employment was instructed to ensure an increase in Hybrid Trainings and Enterprise Mentorship Programmes and to consider DLIC-approved applications for expanding training batches.

The banking institutions were directed to complete the documentation process of all pending cases and work towards reducing the gap between sanctioned and disbursed cases. The District Programme Manager, NRLM Samba, was asked to focus particularly on Self Help Group (SHG) applications under the Mission.

The District Development Commissioner further directed all concerned officers to pay special attention towards the identified Vibrant Villages and ensure that at least 10 cases under Mission YUVA are generated from each Vibrant Village before the next review meeting.

The meeting concluded with the chair emphasizing coordinated efforts from all stakeholders for achieving better results and stated that the next review meeting will be conducted shortly to assess further progress.

Samba: May 09, 2026: Intensifying its drive against drug smugglers/peddlers in the ongoing Nasha Mukt Abhiyan, Samba Police has arrested a drug peddler in the jurisdiction of Police Station Vijaypur and recovered approximately 5.49 grams heroin-like substance (Chitta) from his possession.

As part of the special anti-drug campaign, a team of Police Station Vijaypur during vehicle checking naka on link road towards Rakh Barotian near AIIMS residential complex Vijaypur, intercepted a motorcycle bearing regd. No JK21C-3964 for checking. During checking, approximately 5.49 grams of heroin-like substance (Chitta) was recovered from the possession of motorcyclist.

The drug peddlers identified as Sahil Kumar S/o Raj Kumar R/o Ward No. 07 Samba has been arrested. The contraband item alongwith motorcycle has also been seized.

A case FIR No. 81/2026 U/S 8/21/22/25 NDPS Act has been registered at Police Station Vijaypur and investigation started.

Samba: May 09, 2026: Intensifying its drive against drug smugglers/peddlers in the ongoing Nasha Mukt Abhiyan, Samba Police has arrested a drug peddler in the jurisdiction of Police Station Bari Brahmana and recovered approximately 3.24 grams heroin-like substance (Chitta) from his possession.

A Police team of Police Station Bari Brahmana during patrolling in the area, intercepted a pedestrian who was moving from Lane No.04 towards Main Road Bari Brahmana under suspicious circumstances. During checking, approximately 3.24 grams of heroin-like substance (Chitta) was recovered from his possession.

The drug peddler identified as Jotish Kumar S/o Sachdev Singh R/o Madhypur (Bihar) at presently residing Sec. No.04 Ghagwal has been arrested and contraband item has also been seized.

A case FIR No.119/2026 U/S 8/21/22 NDPS Act has been registered at Police Station Bari Brahmana and investigation started.
