The 2024 applicants for the Lower Primary (LP) teaching posts in South Garo Hills have expressed disappointment over the prolonged and unexplained delay in the recruitment process.

In a letter to the Education Department, the MTET passed candidates and applicants said the original advertisement for 28 posts was released nearly a year ago. However, there has been no progress or official communication regarding the interview process till date, they said.

โ€œThis inordinate delay has caused considerable hardship, emotional stress, and uncertainty. Despite this, the candidates have remained cooperative, patient, and respectful of the process. However, the prolonged silence and administrative inaction have become unacceptable, they said.

Stating that there may be attempts to initiate a fresh recruitment process, bypassing the unresolved 2024 advertisement, the candidates said if there is any attempt to do away with the earlier recruitment it would amount to a breach of administrative fairness and a violation of natural justice.

โ€œThis is a serious concern and would be compelled to consider appropriate steps, including legal or public redressal mechanisms, to seek transparency and accountability from the concerned authorities. The delay has not only eroded trust in the system but has also jeopardized the professional aspirations of many qualified candidates, they added.

๐Ÿ‘‰ Education Departmentโ€™s Step:

They proposed a Meghalaya Education Grant (MEG) to consolidate the many confusing grant-in-aid schemes into a single scheme.

MEG aims to fund schools based on enrolment, infrastructure, fees collected, and performance, without reducing the total funds.
๐Ÿ‘‰ Current Issues:

There are too many schools (14,582) with low or zero enrolment but too many teachers (55,160), many unqualified.

Reservation policies have prioritised job giving over teacher merit, affecting quality.
๐Ÿ‘‰ Proposal Merit:

The MEG also wants decentralisation โ€“ giving more autonomy to School Managing Committees (SMCs) and Governing Bodies (GBs) to manage staff and funds directly.

Many SMCs, especially Church-run, lack capacity or genuine interest to manage schools effectively.

Before decentralisation, capacity-building programmes must train SMC members properly.

MEG should collaborate with NGOs like PRATHAM, which have improved education in other states through teacher training and SMC support.

The Supreme Court of India has reinstated the second and fourth Saturdays as working days for its registry, effective from July 14, 2025, under the Supreme Court (Amendment) Rules, 2025. A key highlight of the discussion was the glaring pay disparity among teachers. While government and deficit teachers earn upwards of โ‚น70,000, many SSA and ad-hoc teachers are paid a mere โ‚น21,000โ€”despite teaching the same syllabus.

Shillong, June 5: The Meghalaya government has announced plans to phase out the deficit system in educational institutions and bring them under full government control to make education more affordable and accessible.

Education Minister Rakkam Sangma stated, โ€œIf this process goes smoothly, students struggling with high fees will benefit greatly. The fees will come down significantly, and teachers will be fully employed under government administration.โ€

He highlighted that the current fee for a full semester of a BA course at Shillong College, which is around โ‚น66,230, is expected to be reduced to approximately โ‚น15,000. โ€œSimilarly, the fees in other institutions operating under the deficit system will be lowered to make education more accessible,โ€ he added.

Regarding teachers, the minister explained, โ€œFrom the existing 13 categories of teachers in the state, the government plans to streamline them into two or three categories โ€” grant-in-aid government, government, and privately run.โ€

Sangma also shared that most institutions have responded positively. โ€œMost of the institutions are willing to embrace this change. However, we will proceed only after thorough consultations with all institutions. Those unwilling to join will be treated as independent and will have to manage their funds through the Meghalaya Education Grant.โ€

This initiative aims to ease the financial burden on students and improve the management and administration of educational institutions across the state.
