Bihar ranks very low👀in per capita factory numbers compared to other Indian states and is among the states with the smallest industrial base per person, despite recent improvement in industrial growth rates.

Bihar has one of the lowest numbers of factories per person among major Indian states in 2025, lagging far behind leaders like Tamil Nadu and Gujarat.

The business environment ranking for Bihar is also low (15th place out of 15 in recent 2025 assessments), with a score of 4.6, indicating that industrial expansion and factory density remain much weaker than elsewhere.

Bihar’s industrial sector has recently overtaken agriculture as the largest contributor to state GDP, driven by improved policy and increased private investment.

The state government has launched new industrial zones and corridors (such as those in Bhagalpur and Gopalganj), but overall factory growth remains slow and concentrated in a few urban or district centers.
