*51,000 CANCER CASES IN J&K; GOVT EXPANDS SCREENING, SPECIALISED CARE AND FREE TREATMENT SUPPORT*

SKIMS SOURA, GMC JAMMU RUN STATE CANCER INSTITUTES; DOORSTEP SCREENING, CANCER MEDICINES FOR BPL/AAY PATIENTS AND CERVICAL VACCINATION BEING TAKEN UP

Srinagar, September 22: Jammu and Kashmir has around 51,000 cancer patients, with the government stepping up efforts to strengthen early detection, screening, diagnosis and specialised treatment across the Union Territory, Health and Medical Education Minister Sakina Itoo informed the Legislative Assembly.

The Minister was responding to a question raised by MLA Mir Saifullah regarding the cancer burden in Jammu and Kashmir, availability of dedicated treatment infrastructure and measures being taken by the government to improve access to affordable cancer care.

TWO STATE CANCER INSTITUTES FUNCTIONING IN J&K

According to the government’s response, two State Cancer Institutes have been established in Jammu and Kashmir—one at SKIMS Soura and another at Government Medical College Jammu.

The institutes have been established with financial and technical assistance from the Ministry of Health and Family Welfare, Government of India, under the National Programme for Prevention and Control of Non-Communicable Diseases (NP-NCD).

The government said efforts are underway to strengthen infrastructure, equipment, manpower and specialised oncology services at these institutions.

GOVT SHIFTS FOCUS TOWARDS EARLY CANCER DETECTION

Minister Sakina Itoo said the government is placing significant emphasis on early detection and timely treatment, particularly as many cancer cases are identified only after reaching advanced stages.

She said screening services are being taken closer to the population through community-level and doorstep screening, with suspected cases being referred for further diagnostic evaluation and treatment.

The Health and Medical Education Department said cancer incidence has been showing an increasing trend globally and Jammu and Kashmir has also witnessed a similar pattern.

According to the department, gastrointestinal, lung and breast cancers constitute a significant share of reported malignancies in the region.

ONCOLOGY INFRASTRUCTURE BEING STRENGTHENED

The two State Cancer Institutes are intended to provide comprehensive cancer-care services, including diagnosis, treatment and allied oncology facilities.

The government said treatment is determined according to the type and stage of cancer and the individual requirements of patients.

Authorities are also working towards strengthening specialised facilities and improving coordination between healthcare institutions for diagnosis, referral and treatment.

APEX COMMITTEE SET UP FOR COORDINATED CANCER RESPONSE

To improve coordination in cancer prevention and treatment, the government has constituted an Apex Committee to guide and formulate measures related to cancer control.

The Director, SKIMS, has been designated as the Nodal Officer for the coordinated response.

The mechanism is aimed at improving coordination among institutions and strengthening efforts related to prevention, screening, early diagnosis, referral and treatment.

FREE MEDICINES FOR BPL, AAY BENEFICIARIES

On the financial burden associated with cancer treatment, the government said eligible patients can avail themselves of cashless/free treatment under Ayushman Bharat at empanelled government and private healthcare institutions, subject to applicable eligibility criteria, treatment packages and guidelines.

Minister Itoo said BPL and AAY beneficiaries are provided cancer medicines free of cost.

Eligible beneficiaries can also avail themselves of treatment and medicine-related benefits under the Ayushman Bharat scheme, in accordance with prescribed provisions.

FINANCIAL SUPPORT AVAILABLE FOR POOR CANCER PATIENTS

The government further informed the House that poor and needy cancer patients requiring additional financial assistance can receive support through the Cancer Treatment and Management Fund for Poor (CTMFP).

Assistance under the fund is provided according to eligibility criteria, applicable guidelines and availability of funds.

CERVICAL CANCER VACCINATION LAUNCHED

The Health Minister also informed the Assembly that cervical cancer vaccination has been started in Jammu and Kashmir.

She said the government is focusing particularly on breast cancer, cervical cancer and other major cancers, alongside efforts to increase public awareness and expand screening facilities.

CM OMAR ABDULLAH HOLDS MEETINGS ON CANCER CARE

Minister Itoo said Chief Minister Omar Abdullah has also held meetings concerning cancer and treatment facilities in Jammu and Kashmir.

She added that suggestions put forward by legislators regarding further strengthening of cancer-care infrastructure and services would be examined by the government.

MINISTER URGES PEOPLE TO PARTICIPATE IN PREVENTION EFFORTS

Itoo stressed that tackling the growing cancer burden requires collective efforts by the government, healthcare institutions and the public.

She called for greater public participation in cancer awareness, prevention, healthy lifestyle practices and timely screening.

The government said the measures being implemented are aimed at expanding cancer screening, improving early diagnosis, strengthening specialised treatment and reducing the financial burden on eligible patients and their families.

The response was given in the Jammu and Kashmir Legislative Assembly during the ongoing session.

*Chief Justice, Executive Chairman inaugurate 3rd National Lok Adalat at District Court Complex, Srinagar, 23213 cases settled across UT of J&K*

SRINAGAR, SEPTEMBER 12: Continuing its endeavor to promote access to justice through swift, cost-effective and amicable resolution of disputes, the J&K Legal Services Authority, under the patronage of Dr. Justice Pushpendra Singh Bhati, Chief Justice, High Court of J&K and Ladakh and Patron-in-Chief, J&K Legal Services Authority and under the dynamic leadership of Justice Sanjeev Kumar, Executive Chairman, J&K Legal Services Authority and with the guidance of Justice Sanjay Dhar, Chairperson, High Court Legal Services Committee, organised the 3rd National Lok Adalat of the year 2026 across the Union Territory of Jammu & Kashmir.
The Lok Adalat covered a wide range of matters, including MACT claims, matrimonial disputes, cheque dishonour cases under the Negotiable Instruments Act, money recovery matters, commercial disputes and compoundable criminal offences.
AT SRINAGAR, Dr. Justice Pushpendra Singh Bhati, Chief Justice, High Court of J&K and Ladakh, along with Justice Sanjeev Kumar, Executive Chairman, J&K Legal Services Authority, jointly inaugurated the 3rd National Lok Adalat at the District Court Complex, Srinagar.
The occasion assumed special significance as it marked the first National Lok Adalat after Dr. Justice Pushpendra Singh Bhati assumed office as Chief Justice of the High Court of J&K and Ladakh. Upon their arrival, the dignitaries were received by Haq Nawaz Zargar, Principal District & Sessions Judge (Chairperson, DLSA Srinagar) and Shazia Tabasum, Member Secretary, J&K Legal Services Authority and other Judicial Officers of the District Judiciary.
A ceremonial Guard of Honour was also accorded to the Chief Justice. Thereafter, the Chief Justice and Executive Chairman visited different Lok Adalat Benches and interacted with the Presiding Officers, members of the Benches, Advocates and litigants.
They appreciated the arrangements made for the smooth conduct of the Lok Adalat and witnessed the settlement of cases at the Benches. MACT compensation cheques were also distributed among eligible claimants on the occasion, extending timely relief to the beneficiaries.
As per the information received from various Legal Services Institutions across the UT of J&K, a total of 32908 cases were taken up by 163Benches during the day-long National Lok Adalat, out of which 23213 cases were amicably settled and disposed of, involving a total settlement/compensation amount of Rs. 176,22,29,397.
The settled matters included Motor Accident Claims, civil and criminal matters, labour disputes, electricity and water bill disputes, land acquisition matters, family disputes, cheque dishonor cases and bank recovery matters, among others.
Dr. Justice Pushpendra Singh Bhati, while interacting with media persons, expressed his gratitude and appreciated the efforts of the Judicial Officers, Secretaries of DLSAs, Advocates, Para Legal Volunteers, staff of the District and Tehsil Courts and the litigants for their wholehearted participation in the 3rd National Lok Adalat of the year 2026.
Justice Sanjeev Kumar while welcoming the Chief Justice, High Court of J&K and Ladakh emphasized the significance of Lok Adalats and observed that they provide an effective mechanism for speedy, amicable and final resolution of disputes without the burden of prolonged litigation.
He urged the public to make greater use of Lok Adalats and encouraged all stakeholders to continue their efforts towards strengthening consensual dispute resolution.
Justice Rajnesh Oswal, High Court of J&K and Ladakh inaugurated the National LokAdalat at District Court Complex, Jammu. On the occasion, the Principal District & Sessions Judge, Tahir Khurshid Raina received the Justice along with other judicial officers of district Jammu.
Shazia Tabasum, Member Secretary, J&K Legal Services Authority, informed that the 4th and final National Lok Adalat of the current calendar year is scheduled to be held on December 12, 2026. She urged litigants whose cases could not be listed or settled in the present Lok Adalat to avail themselves of the opportunity in the forthcoming National LokAdalat.

*PIB Srinagar Organises Media Tour to Chennai for Srinagar Journalists*

Srinagar, September 12: The Press Information Bureau (PIB), Srinagar Region, is organising a media tour for journalists from Srinagar to Chennai from September 13 to 19, 2026 as part of its ongoing media outreach initiatives.

A 13 member delegation comprising journalists from Srinagar and PIB officials will participate in the tour. Prior to the departure, Director, PIB Srinagar, Qazi Salman, briefed the delegation on the objectives of the visit and urged the participants to make meaningful use of the interactions during the tour.

The delegation is being led by Shri Shahid Lone, Field Publicity Officer, CBC Anantnag, serving as the Conducting Officer, with Shri Ifham Ul Islam, Information Assistant, PIB Srinagar, accompanying the delegation.

The tour is aimed at providing journalists with firsthand exposure to key Central Government institutions, projects and initiatives in Chennai and enhancing their understanding of national level policies and their implementation on the ground.

During the visit, the delegation will visit various Central Government establishments and projects in Chennai and interact with senior officials to gain an understanding of their functioning and operations.

SHOPIAN, September 12: Continuing its sustained crackdown on illegal mining, Shopian Police seized one six tractors involved in the unauthorized extraction and transportation of minerals from different areas of the district.

During routine patrolling, a police party from Police Station Zainapora intercepted and seized two tractors while they were allegedly engaged in illegal extraction and transportation of minerals without valid royalty documents. In this connection, FIR No. 119/2026 registered at Police Station Zainapora under relevant provisions of law and investigations have been initiated.

In similar action, police party from Police Station Shopian intercepted and seized two tractors involved in illegal extraction and transportation of minerals without royalty documents. In this regard FIR No. 190/2026 under relevant provisions of law has been registered at Police Station Shopian and further investigation has been initiated.

In another similar action, police party from Police Post Wachi intercepted and seized two tractor engaged in illegal extraction of minerals without mandatory permission. In this regard FIR No.118/2026 under relevant provisions of law has been registered in Police Station Zainapora, further investigation initiated.

Shopian Police reiterated its firm commitment to protecting the districts natural resources and taking strict legal action against individuals involved in illegal mining activities. The general public has been urged to cooperate with the police and report any such unlawful activities. The identity of informants will be kept strictly confidential.

RAMBAN, SEPTEMBER 11: Deputy Commissioner Ramban Mohammad Alyas Khan today conducted an extensive inspection of the ongoing works under the Jammu–Srinagar National Highway (NH-44) Four-Laning Project between Ramban and Banihal, reviewing the progress of key viaducts, tunnels and other critical infrastructure components.
The Deputy Commissioner was accompanied by SSP Arun Gupta, SSP Traffic NHW Raja Adil Hamid, Project Director NHAI Shubham Yadav, SDM Ramsoo Sayed Mazahir Hussain Shah, SDM Mohammad Naseeb Bajran and other concerned officers.
The team reviewed the ongoing construction works at Digdol, Panthyal, Magerkote, Ramsoo, Nachilana, Gangru and Kishtwari Pather, taking on-site feedback regarding the pace of ex*****on, traffic management and other issues pertaining to smooth progress of the prestigious national project.
The Deputy Commissioner directed the Project Director NHAI and executing agencies to expedite the pace of work on all ongoing components and ensure coordinated efforts for timely completion of the vital NH-44 infrastructure. He stressed the need for close monitoring of works at critical locations and prompt resolution of bottlenecks to maintain momentum on the project.
Keeping in view the ongoing seasonal movement of nomadic livestock and the Fruit trucks, along with the expected increase in vehicular traffic, the Deputy Commissioner directed the concerned agencies to focus on road maintenance for the convenience of commuters, transporters and fruit-laden vehicles and others.
At Gangru, the Deputy Commissioner specifically directed the construction agencies to clear and properly maintain the road shoulder to facilitate double-carriageway movement.
The Deputy Commissioner also called for effective inter-agency coordination among NHAI, traffic police and executing agencies to ensure seamless traffic regulation, road safety and uninterrupted movement of vehicles during the ongoing construction works.

*Shocking Medical Discovery in Delhi — Man Goes For Infertility Test, Finds Out He has Uterus*

New Delhi: A 26-year-old man who approached RG Hospitals in Rajouri Garden for infertility treatment was found to have a uterus and fallopian-tube-like structures inside his body, revealing a rare congenital condition that had remained undiagnosed until adulthood, news agency ANI reported.

The man was seeking treatment for primary infertility and was found to have azoos***mia, or absence of s***m in semen. Doctors also found that both his te**es were undescended. Further evaluation, including imaging and genetic testing, was carried out to determine the underlying cause.

An MRI scan showed a uterus-like structure in the pelvis along with structures resembling fallopian tubes. Genetic testing showed a 46,XY chromosome pattern, leading doctors to suspect Persistent Mullerian Duct Syndrome (PMDS), a rare congenital condition in which Mullerian structures such as the uterus and fallopian tubes persist in a person with typically male chromosomes and physical development.

Laparoscopic exploration confirmed a small, underdeveloped uterus and tubular Mullerian structures associated with both te**es, which were located inside the abdomen. The te**es were severely damaged and atrophied.

Doctors subsequently removed the Mullerian structures and both te**es through laparoscopic surgery, considering the patient’s age, long-standing undescended te**es, severe testicular damage and increased risk of testicular cancer.

The surgery was performed by Dr Susheel Kharbanda, chief urologist at RG Hospitals, Rajouri Garden.

“This was an extremely unusual case because the patient came to us with infertility, and the underlying condition had remained undiagnosed until adulthood. The evaluation showed that he had a persistent Mullerian structure along with both te**es located inside the abdomen,” Dr Kharbanda said.

“The te**es were also severely atrophied, which was an important concern because undescended te**es carry a higher risk of testicular cancer. We therefore had to approach the surgery carefully, taking into account both the unusual anatomy and the long-term health risks,” he said.

The most significant finding emerged during microscopic examination of the removed tissue. Both te**es were severely atrophied, while the left te**is showed Germ Cell Neoplasia In Situ (GCNIS), a pre-cancerous change that can develop into testicular cancer.

The right te**is showed severe atrophy but no evidence of GCNIS. Blood tests for common testicular tumour markers were normal.

The case highlights that normal tumour-marker levels do not necessarily rule out early or pre-cancerous changes, particularly in patients with long-standing undescended te**es.

PMDS is usually detected earlier in life, often when a child is evaluated or treated for an undescended te**is. Its first detection in adulthood during an infertility evaluation is uncommon. In this case, an investigation into male infertility led doctors to uncover both the rare congenital condition and an unexpected cancer risk.
